Joe Arpaio's Ex-Deputy Chief Brian Sands Dishes Dirt on Steven Seagal, Birthers, and More in Arpaio De Facto Lawman

I'm on deadline at the moment, but I would be remiss if I did not alert New Times' readers to an e-book by Sheriff Joe Arpaio's ex-Deputy Chief Brian Sands, titled Arpaio De Facto Lawman.

Sands left the MCSO last year after 30 years with the agency, following on the heels of Arpaio's high-profile loss in the ACLU's big racial-profiling case,
Melendres v. Arpaio, which led to a federal judge's appointment of a monitor over the MCSO earlier this year.

When Sands retired, some law enforcement insiders speculated that Arpaio blamed Sands for the Melendres loss, since Sands organized Arpaio's infamous Hispanic-hunting sweeps.

However, in this mini-memoir, published on August 6, Sands claims Arpaio wanted him to stay on.

The deputy chief refused to do so, he says, because the sheriff's office was in such a "shambles," and a state of "constant managed chaos and damage control."

Um, as opposed to when, exactly?

Actually, throughout the book, Sands describes a dysfunctional law enforcement agency where PR flacks make law enforcement decisions, aged action heroes are granted carte blanche, and operations are organized primarily for the head honcho's self-aggrandizement.

Arpaio is depicted both as a narcissist obsessed with publicity to the exclusion of all else (surprise, surprise), and an artifact of another era in law enforcement, one unconcerned about such niceties as "probable cause," which Sands claims he's had to explain to the sheriff more than once.

Sands describes Arpaio as an "aficionado of procuring controversy," someone who could "develop anything into a press release."

Sands writes, "Everything with Arpaio has to have something to do with him directly or he is completely apathetic."

Hey, that's a shocker.

I just finished the book and found it very interesting.  I had heard of most of the situations but there were some before I moved to Phoenix.  It confirmed my opinion that Arpaio is a complete narcissist!  Wonder if it will bring on more investigations into MCSO.

In Arpaio's M.C.S.O. Corruption, Thievery, Miss use of funds,  and Abuse of power for upper management  seems to be  the norm, and means for promotion.


Yet the Feds indict Rick Perry in Texas for Abuse of power when he couldn't even carry Arpaio's water.


What the hell Feds?!

Lemons - please don't drop this.  Why would a 30yr veteran (right hand man) of Arpaio come out with a book?  He's gotta have alot of trash on-hand.

Probably would be a good read for the Court Monitor too.  If I were him, I would pay Sands a visit and get to heart of the matter.  Sands and Hendershott could collaborate on a nice 2nd edition.  I would rename it something interesting...like "Thrown under the Bus" or something catchy.  Look forward to the sequel.  FBI...you listening?

Now with the additional information on the botched sex crimes and the personnel coverups, it looks like the FBI could dig up more stuff that would make the abuse of power issue stick.  Since Sands worked at that place for 30 years, he's gotta have some hard evidence like the kiddie porn coverup that Freeman conveniently stopped since it was against the IA Chief's son...give me a break.  This place needs a toilet flusher.

Ok...I've had a chance to read this and agree that it needs some editing and organization.  Overall, I would have to say that it is authentic and truthful.  It definitely depicts the Sheriff correctly who we all know as a media whore.  Very interesting about Jerry Sheridan.  It turns out that Sheridan is the real douchebag of the outfit.  I thought Hendershott was evil, but he doesn't hold a candle to Sheridan.  I hope that Sands brushes this up with more evidence and organization...and I look forward to the DOJ re-opening the abuse of power investigation.  Apparently, there are some more willing witnesses out there now.

I remember one time when Joel Robbins and I were sitting in Federal Court during my civil suit and Joel looked over at me and said, take a look at Sands, now thats the epitome of evil sitting right there, thats a real devil in disguise.

I bet his "book" was ghost written, and I bet Sands never read it. (Sound familiar?)

I bet he was called to testify by the DOJ. I've been hearing rumors they are planning on reopening their federal abuse of power case against the old man.

Oh how fitting it would be to see Sands cuffed and perp walked :-)

One can only guess that Sands' dislike of Joe evolved over the years. I can hardly wait for the promised sequel. As for Steven Seagal, it's unlikely that Joe will invite him back to Maricopa County under any circumstances. Even Joe must chafe at Seagal's approval of Putin's policy on GLBTs and Russia's adventure in Ukraine must be truly beyond the pale. And Seagal will never again be a "lawman" in Jefferson Parish, LA.

The 'book', if you will, is very poorly written. It's hard to take his word seriously simply due to the poor quality of his reporting skills. 

I'm sure the report was self published. It's very evident it was not proofread or edited, in any form.


Awful, is simply the best way to describe this effort.

Arpaio is a costly thing for Maricopa county, thank god he does not incur state taxes to pay for his antics, racism and sadism! One reason I would never move from Tucson to Phoenix is this devotee of the Marquis De Sade who hides in his closet of sadism and pretends to be a law enforcement officer, he would have fit well in another era as a local thug running the local lords torture chambers or dungeons!

Absolutely amazing that Mr. Sands would come out now. Having had some experience with the "Arpaio crowd" I'm not surprised that yet another insider has decided to sell his story for 5.00. He should have come forward earlier in the game for free.

@ConcernedCitizenAZ writing a book isnt the same as providing evidence or proof (as proven by Joes books) but it will certainly raise a lot of questions that are likely to make ol' Joe pretty uncomfortable and hopefully bring things that can be proven to light (if they can)

@ConcernedCitizenAZ  And now they have younger Fascists, like Paul Babeu, to follow this playbook.  It never ceases to amaze me that voters will support abuses of power like these to have the ILLUSION that they are safe from crime.  I am sickened to think that there are Democrats who will support Arpaio because they believe he is kind to animals ... while he routinely abuses humans.  They're OK with being used like that?  Not to mention I'm boggled that voters can accept having their tax dollars used to pay the damages when Arpaio routinely loses law suits, while they object to paying for education or infrastructure repair.

@desertrat @truthandjustice Young - he has a son.  Bradley Young.  Freeman had a hard drive with alleged child porn on it and squashed sending it to a professional outfit to recover it and closed the investigation.  By all rights, Freeman should have handed this investigation over to an outside agency, but instead engaged in a coverup.

The feds need a fucking airtight case. If henderbulk and sands are testifying, they better be doing some hard time for all the abuses they perpetrated. 100 years sounds good to me.

Just wait until you try to read it, Eric. There are some sentences and paragraphs that have to be read several times to make any sense. If someone authors a paper, book, manual or letter there is always a perception of validity that ties to the way it is presented, at least in my mind. The author can establish some degree of credibility through proper prose.


If this guy was my commander and wrote like he did in the 'book' I would truly be ashamed for him. 


Do I believe any or all of what he has written? Some, perhaps. In any case I really have to wonder what motivated him to do so.

@truthandjustice @desertrat Wow, Ok, Freeman and Young are chiefs and Young's son is  a deputy or a want to be. Who's in charge of overseeing these two? Sands is gone and writing a so called tell all book. So when Henderblobb was fired who was suppose to be in charge? I hear that there is Sheradin who was appointed as Chief Deputy....I think somebody should make a public records request or something find out what Freeman and Young are hiding!!...just saying.
