Andrew Thomas Releases Details of His Over-the-Top Plan for Border Security

No surprise here: Disbarred former Maricopa County Attorney Andrew Thomas has the most intense border-security plan of any of the Republican candidates for governor.

Thomas is proposing 3,000 National Guardsmen on the border, along with double-layer fencing either along the border or along a "fall-back line" within the state.

Fellow Republican candidate Christine Jones has proposed something similar, but not to the extent of what Thomas is proposing.

Thomas' written plan explains:
As Governor, Thomas will deploy 3,000 Arizona National Guard troops to the border. The projected cost based on congressional estimates is $60 million a year. These forces will be deployed along the border wherever permitted by federal and other authorities. If these authorities deny such access, the National Guard will be deployed along a fall-back line that rings those entities which decline to cooperate. This fall-back line will funnel traffic into smaller, more manageable areas. Thomas said he would work with federal, tribal and local jurisdictions in these efforts but will ensure the work ultimately is completed.
Our colleague Stephen Lemons did some research into how much it costs to deploy National Guardsmen to the border. It cost $110 million for National Guardsmen to work alongside Customs and Border Protection at the southern border for one year. That makes Thomas' claim of 3,000 troops at $60 million seem a bit absurd conservative.

Thomas also outlines his plan to pay for the $60 million (or $300 million) in troops, and another $50 million for his plan to build a border fence across the state.

For one, he wants to fund it by "trimming the welfare rolls." That includes making anyone on food stamps or Medicaid "provide community service one weekend a month and two weeks a year." He's also in favor of various caps and restrictions on the state's Medcaid program to pay for his plan.

However, before all that happens, Thomas outlines that he "will demand that the federal government pay the expenses." That's similar to Jones' plan of funding her border-security plan with a Hail Mary as well.

Thomas' plan for funding is summed up in this one nonsense sentence:
Thomas said he is confident the Obama administration will agree to these requests when confronted with the reality that should they refuse, the administration and the Democratic Party will be fully exposed in Arizona as the party of welfare and food stamps.
But wait, there's more!

If that all goes wrong, Thomas has one more way to fund it: ". . . should all of these funding efforts fall short, Thomas promised to ask the voters, in a special election, to earmark funds from current state coffers to pay for this border-security plan. This would include, as necessary, funds dedicated to other causes by past public votes."

Thomas, who lost his law license for abusing his power as county attorney, also writes that "reforming the courts" is an integral part of his plan.

Normally I would dismiss Thomas as a buffoon and a fool but as weird or possibly quasi paranoid this sounds, if Ducey and Christine Jones slice and dice themselves to pieces in the primary race Andy Thomas could garner enough support from the Thomas/Arpaio crowd to become a viable candidate. He is hitting all the right campaign issues for the people who are afraid of immigration and Obama. Remember he was elected County DA a number of times and his followers believed "those people" aka liberals were out to get Andy.

SNAP (Food Stamps) is a federal program; eligibility conditions are set nationally. The states play only a subsidiary administrative role. A governor can't legally just decide he's going to impose new eligibility conditions; if he could, Mississippi and Alabama would've done it years ago. 


As with Medicaid, most SNAP recipients are either children, blind, disabled, elderly, or otherwise not particularly apt candidates for Thomas' community-service scheme. Whatever community service is extracted won't pay for his border plan. Past experience suggests it's more likely to cost money than save it.


But Thomas knows that. He's just desperate.

Hey Andy did you ever consider land mining ? think about it mining the border would be an effective strategy. The Germans during war world 1 used bouncing betties .Simply have them planted along the fence invite the Mexican media to install their news camera's so they can film the kills. There is nothing like having blown up Mexican people along with the visual aides being piped into that country to get your point across and it  most likely will achieve your objective with very minimal costs.

Brilliant plan. Secure the border, rid the courts of liberal judges, and tackle the welfare problem that attracts the illegals to this country will no doubt will decrease AZ healthcare costs and increase revenue to the taxpayers. I like it. As far as that disbarment you always write about I just read John Gleason got the boot for his shady work. I wouldn't be so critical without really digging into the facts on that case. But then again this is media and its always written to discredit a person no matter what side of the political race.

Hell, if thats all it takes to be elected Governor, I'll put:

1. The entire National Gaurd on the border

2. Use 24 Drones 24 hours a day to monitor activies and load them up with smart bombs to shoot at crosser's.

3. Use 4 B117 Bomber's continuing to patrol to back up the drones

4. Have 12 F-16's continually patrolling to back up the B117 bombers

5. Place 100,000 land minds along the boarder fence

6. Charge the fence with 200,000 volts of electricity.

7. Have 50 tanks standing by just in case anyone makes it across.

8. Have Border Patrol on stand by to pick up the dead bodies.

Elect me Governor...since thats all it takes.

@john043012 Crazy Idea, as there is wildlife that crosses the border (they don't know about lines drawn by humans), and you'll be blowing them up without cause.  Not all mammals that cross the border are human.....  THAT is actually a real problem with the border fence, and one that under GW Bush, they couldn't fix with their $1b (wasted money) fence......

KH, a few problems with the Thomas plan:

Border security is a federal issue.

Judges in maricopa and Pima counties are appointed by the governor and face retention votes every four years. Judges in the other 13 counties face voters every four years. Federal judges are nominated by the president, confirmed by the U.S. Senate, and are appointed for life.

Welfare is again a federal program.

Candy Andy was disbarred for abuse of power. He's lucky he didn't get hit with a federal indictment for criminal abuse of power (though my sources say that might change)

I smell bullshit. Provide a link to the story where mr. Gleason got the boot or I call bullshit.

@Cozz More people come to this country legally and then overstay their visa or fail some other immigration hoop jump and become "illegal" than cross the border without proper immigration status. 

This is where Pimple Head Thomas' plan fails - no comprehensive reform of the federal immigration policies. 

The VERY THING that these ignorant rednecks want to resolve (undocumented immigrants) is the one thing they are standing in the way of in Congress.  They don't want to stop illegal immigration - they NEED IT to gin up bigotry and hate amongst the illeterati of Arizona. 

These right wing sheep are being led to the slaughter by these con men who give  "permission" to our more "neandrathal-like" cousins to actually put their fear, bigotry and hate on display in such a shameful manner.


We are a Constitutional Republic and these yahoos like Thomas are trying the best they can to destroy it from within.

I say shove these arseholes onto the mars probe and light the rockets!

Border Security becomes the states responsibility when the Federal Gov't does not enforce the law. Welfare becomes a state issue when you and I have to pay for it. Article I, section 10 , paragraph 3 of the US Constitution States:

No State shall, without the Consent of Congress, lay any Duty of

Tonnage, keep Troops, or Ships of War in time of Peace, enter into any

Agreement or Compact with another State, or with a foreign Power, or

engage in War, unless actually invaded, or in such imminent Danger as

will not admit of delay.

In the case of the States with borders with Mexico; the Governor's position should be that:

1. There is an "Invasion" going on with Illegal Immigrants crossing the Border unchecked.

2. The US Federal Government has failed to respect and protect the Borders of one of the "Sovereign" 50 States of the Untied States.

3. As provided under Article I, section 10 , paragraph 3 of the US Constitution States: A border state such as Texas, Arizona not only has the right, but the imperative to protect her Borders until such time as the US Government meets their obligations under the US Constitution.

@WhoKnows. No. Don't throw your vote away. Vote Smith. You may not want him as governor, but of the GOP choices, he is the best. Let Smith and Duval battle it out in the general and may the best man win. At least it won't be Thomas, Jones, Ducey, Riggs or Bennett. If you throw your vote away, that just means that a Tea vote trumps you. Don't do that.

Note the consent of Congress phrase in that article KH.

Congress will NOT permit one state to battle illegal immigrants.

Plus the most conservative U.S. Supreme Court since William Howard Taft ruled immigration is exclusive to the Federal government. See U.S. v Arizona.

@MaskedMagician1967 Yes I agree on consent of congress but if you read further into Section 10 paragraph 3 it reads "unless actually invaded or in such imminent danger."The key word is "unless" and we are being invaded by criminals and terrorists of every foreign nation. American lives and property are in danger as well as the economy of our state and surrounding states.

oh and I checked your link. Gleason resigned from Oregon to spend time with his family. Not really political, especially because Thomas himself wanted a different attorney trying him, Aubuchon and Alexander, which Arizona State Supreme Court Chief Justice Rebecca White Birch approved. She also approved Gleason for the job. Did I mention she's a Republican?

It is to my understanding reading through these posts that this is more about the dislike of Mr. Thomas than focusing on the fact that this is the precise border plan Arizona needs to implement. I encourage you to continue to educate and get a deeper understanding of the Constitution as this will be in your best interest if you want to avoid being told what to do by the government, want government to follow the rules, and if you wish to keep the fruits of your labor that you fight for every day. KH, it's Thomas' past actions that earn him contempt from the posters.

How can we be sure that Thomas won't abuse his power and position in government when his actions as County Attorney show what he's capable of when he doesn't get his way?

I fully believe we need a tough, disciplined person as governor. I fully believe the border needs some extra resources. Those resources must come from Congress.

Thomas is not the person I think is best suited for the Governorship. He's barely fit to flip burgers.

Thomas needs to be put back in his straitjacket and rubber room until the voices in his head are gone.

Mr. Thomas has been disbarred and cannot legally practice any form of law in Arizona. I'm not sure how you think we might ever see him back as an attorney defending the rights of the citizens of Arizona. Also, I will caution you to not nold your breath waiting for him to be elected governor. I expect he will come in dead last in the primary.
