Former Phoenix Boy Scouts Leader Accused of Molesting Multiple Boys

A former Phoenix Boy Scouts leader and his roommate are accused of committing sex crimes against five boys between 1983 and 2003.

A boy actually filed a complaint with the Boy Scouts alleging now-65-year-old Bill Challberg molested him back in 1986. The boy didn't go to police, and it wasn't until October of last year that a new risk-assessment employee with the Boy Scouts of America discovered the complaint, and turned it over to police.

Challberg, and 51-year-old roommate Julian Mendoza, are accused of committing sex crimes against boys for years after that complaint was filed with the Boy Scouts.

Since police got this complaint in October, investigators have identified five victims, according to Phoenix Police Sergeant Trent Crump.

The original victim, who's now 45 years old, said he met Challberg at a national Boy Scouts conference in 1983, and told police Challberg molested him until 1986, when he was 14 to 16 years old.

Challberg was also a bus driver in Phoenix at the time, and once had oral sex with the boy on the city bus, the alleged victim told police.

He also accused Challberg of sexually assaulting him on another occasion, when he was 16.

Three other people who lived near Challberg told police they ended up going to Challberg's house. A couple of them said they went over there to get beer or pot.

One man detailed being molested by Challberg several times as a kid, another said Challberg attempted to molest him, and the fourth man said Challberg only showed him pornographic videos.

Mendoza was also accused of having sexual contact with several of the kids, and was the only one accused of being molested by the fifth victim.

Sergeant Crump says all the boys were between the ages of 9 and 16 when this happened. Challberg was arrested on a total of 26 charges, and Mendoza was arrested on 15 charges. Crump says police are still seeking more information from the public in this case.

You know there's a difference between being gay and being a pedophile, right?

I have a perfect solution for this problem. Why Scouting hasn't implemented something like it is a bit surprising.

(1) In order to be a Scout leader, you must have been in Scouting as a youth.

(2) Further, you must have kids actively participating in Scouting programs who are under 18 years of age. You can remain a Scout leader as long as one of your kids is still under 18 and still active in Scouting programs. When you no long have kids under 18 and active in Scouting, you must resign.

(3) You must pass a rigorous background check before you can be appointed as a Scout leader. You will have the opportunity to refute any derogatory information coming out of the investigation. Adverse decisions on suitability to be

a Scout leader may be appealed all the way to Boy Scouts of America headquarters.

(4) All adult volunteers are eligible to be program managers, but as stated above, may not be hands-on leaders after all of their kids have reached the age of 18.

That ought to fix the problem. There are plenty of "qualified" individuals to volunteer to be Scout leaders. Why Scouting would accept anyone whose record is not squeaky-clean is a mystery to me. Full disclosure: I was a Scout for almost an hour. I just thought it was a bunch of bs, so I never actually signed up.

@eric.nelson745  I have to wonder about the apparent lack of parental involvement in these cases. Why, I wonder, would anyone let their child spend time at a house with two adult men who are 'roommates'? At some point it is the responsibility of the parent to actually meet and get to know these 'leaders'. It might be that these children were victimized by a parent who wanted cheap babysitting services. Sad stuff, indeed.

I like your proposed solution, Eric. But, it makes way too much sense, I'm afraid.

Now, it may not be politically correct to assume that two apparently gay guys living together just might be into pedophilia. Perish the thought that someone might actually ask or check into it without there having to be a victim.
