Joe Arpaio's Ex-Deputy Arrested After Barricade Situation Is Ramon Charley Armendariz, Say Police Sources (w/Updates)

The MCSO remains quiet on the name of the 40-year-old ex-MCSO deputy who apparently barricaded himself in his home late Sunday night until surrendering around 1:30 a.m. And the Phoenix Police Department is referring all questions to the MCSO.

But reliable police sources tell me the ex-deputy involved is Ramon Charley Armendariz, a key player in the ACLU's big civil rights case Melendres v. Arpaio.

The PPD reports that early this morning, the department's SWAT team "peaceably detained" an unidentified ex-deputy, who surrendered after a "barricade situation" at the deputy's home at North 32nd and West Eugie avenues.

The PPD further states in a news release that, "The subject was transported to an Urgent Psychiatric Center for an evaluation" and that "an MCSO investigation indicates there are charges pending against the subject and he will be booked into jail once released from the evaluation."

Though he's described as an "ex-MCSO deputy," I asked MCSO flack Lisa Allen as recently as Friday if Armendariz had been arrested or had resigned. She responded that there was no resignation letter in his personnel file.

Which doesn't exactly answer the question, but okay.

The PPD had a recent encounter with Armendariz at his home. What that entailed I'm not sure.

Reliable police sources also tell me that the MCSO's investigation of Armendariz involves allegations of illegal drug use.

In March 2008, Armendariz was involved in the detention of American citizens Manuel Nieto and Velia Meraz, a brother and sister whose mistake was playing Mexican music a little too loud as the MCSO was doing one of its infamous illegal immigration sweeps.

I need a laugh, dammit. Where's YPS at when you need him/her? It's been quite a while since s/he has commented on PNT. I'm curious as to how the unofficial internet MCSO spokesperson/troll would spin this article in MCSO's favor while simultaneously bashing Stephen Lemons.

Do you guys really think that the police would have been so hush-hush and slow to release the suspect's name had it been a regular civilian (non-police) who had barricaded himself in his home? It's quite apparent that police hold the public to a different, stricter standard than their counterpart buddies and absolutely do "take care of their own" even if they happen to be meth-headed lunatics. I'd be willing to bet that the reason this cop's name was released was not because of the police's desire to be open and transparent with the public, but rather because they had to - the media's desire (and shear persistence) in getting to the bottom of this and not letting officials beat around the bush was/is the real reason. If it were really up to MCSO and they had it their way, I'm sure we'd all still be in the dark about this whole situation.

I have to wonder why this former MCSO deputy wasn't seeking help. It sounds like he wasn't mentally stable. Was/is the deputy an Iraq war or Afghanistan war veteran who had/has PTSD?

I also wonder if he was forced to leave MCSO because of his sexual orientation? I know how the old man feels about Hispanics. I wonder how he feels about homosexuals?

What about the Melendres suit? This deputy apparently hates Latinos (he testified he had no problem with sweeping up potential Hispanic United States citizens in the old man's bullshit sweeps)...

I personally think there's more to this story than meets the eye.... and it comes just two days before the old man gets put over Judge Snow's knee and spanked with the belt....

The sequence of events as reported here is very odd. Apparently the guy lives in the City of Phoenix, thus making Phoenix P.D. the agency of jurisdiction, NOT MCSO. 


Why was the case handed over to MCSO just because the person involved was an MCSO deputy? That makes no sense, at all. Yes, there should have been an internal investigation by MCSO, AFTER any criminal investigation by PPD. 


I have to wonder who made the decision for MCSO to handle this case and WHY it was done.

Now do you see why I would like to see the disease that is Arpaio removed and Psych Evals done on every deputy and detention officer to see which one he has infected and are not stable enough to go on wearing a badge and carrying a weapon.

Phoenix IS in the county of Maricopa and therefore is in MCSO's jurisdiction.


This is why if Phx pd refuses to investigate when you call them, you call the county... this is also why if Phx PD were to be taken over due to negligence, it would be placed under the control of the MCSO (I know, very scary thought)


As to why they did it, that I can't answer but legally, there is nothing wrong with it.


Personally I think it was a very bad decision on the part of PHX PD and will come back to haunt them.

Shadeaux, I suspect twice-disgraced, corrupt, narcissistic and mentally sick Pearce had some sort of influence on the old man and got the Sean Pearce case swept under the rug..... just my opinion...

Yes Don'tbe, I read the article.

I'm not saying that he didn't deserve to be fired for the drug paraphernalia. Absolutely he deserved that.

I am saying that, knowing the old man's history of going after people he doesn't like, if the former deputy's sexual orientation played some part in this decision.

@Flyer9753  While Phx is in M County, The police force in Phx is larger in the area of the city of Phx (MCSO is spread out over the entire county).  It makes NO sense that Phx PD turn this over to MCSO.  At the time of the event, this guy no longer even worked for MCSO, and even if he did, it would only make sense that this investigation would be handled by the PRIMARY LE agency for the area (MCSO is only "secondary" within the city of Phoenix..)


Or is this like the Osco parking lot where the Joker was attacked by the landscape boulder he ran over, and MCSO came on the scene and blocked the local PD from giving the Joker a breathalyzer?

@WhoKnows @Flyer9753  Oh I 1000% agree, it makes no sense, professional courtesy will be claimed, they were just making sure the officer/ex-officer got the help needed, etc... and in the end it's all nothing but bullshit use of a broom to try to help shove it out of sight. 


BTW, still not sure if he worked for MCSO then or not, there are some questions about that.


This is the best and oldest example of the 'good ol boy' or 'blue line' network that exists in LE in general, not just inside the departments but between them as well and it's sickening. It's one of the primary reasons I left LE work.
