Driver Everyone Hates Admits to Purposely Clogging Phoenix's Passing Lanes

If you'd like to make your blood boil, crack open the opinion pages of the Arizona Republic.

You know the people who like to camp out in the left-hand lane of the highway, impeding people who'd like to drive faster than them? This guy writing to the Republic admits that he does it on purpose.

This individual, M. Lee Garrett of Peoria, apparently enjoys being "that guy" so much that he admits this to the world:
I have a confession. I am the driver holding up those 15 cars.

The only problem is that I'm doing five miles per hour over the speed limit (in violation of the law) and the 15 cars . . . want to go 10 miles per hour over the speed limit.
Does anyone else remember appointing M. Lee Garrett of Peoria as an honorary highway patrolman? We don't either.

It appears that not everyone understands the concept that slower traffic on the highway should stay right, and the left-hand lane should be used for passing. According to state law:
On all roadways, a person driving a vehicle proceeding at less than the normal speed of traffic at the time and place and under the conditions then existing shall drive the vehicle in the right-hand lane then available for traffic or as close as practicable to the right-hand curb or edge of the roadway, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway.
A rightfully angry member of the community on the Arizona Republic website posted a link to the state driver's manual, which includes the following explanation:
The right lane is used for entering and exiting, and for slow traffic. The left lane is used by higher-speed traffic.
This discussion about people clogging up left-hand lanes in Phoenix also plays out in a recent 117-comment Reddit thread, where it's made clear that left-lane cloggers are a common Phoenix frustration.

For good measure, we checked with the Arizona Department of Public Safety for input. Here's what spokesman Carrick Cook told us:
The only stance we would take is that people should adhere to the posted speed limit. We can understand the frustrations of drivers who drive behind someone going below the speed limit. Maintaining a safe traveling flow of traffic is the most advantageous for drivers. Also, there is no acceptable speed above the posted limit.
Just in case you didn't catch that the first time: "Maintaining a safe traveling flow of traffic is the most advantageous for drivers."

There is a problem with moving over for a driver who is going over the speed limit. Under every law in the United States, a driver may NEVER exceed the posted speed limit, at any time—even during passing. A driver going 79 in a 75 mile zone, in the left lane, does not have to bow down to a driver exceeding the law by 15 of 20 miles per hour. The driver moving faster than the normal flow of traffic at 79, in the fast lane, will not be cited, while the driver who tailgated him and passes at 15 miles over the speed limit, will receive 2 citations

Two drivers are driving 25 miles on the Arizona highway, the posted speed limit is 65 m.p.h. Driver A is going 5 m.p.h. over the speed limit

Driver B is going 10 m.p.h. over the speed limit

How much time does Driver B save over Driver A when they finally reach their destination?

Driver A

(25 miles / (5 m.p.h. + 65 m.p.h.)) * (60 minutes / hour) * (60 seconds / minute

Driver B

(25 miles / (10 m.p.h. + 65 m.p.h.)) * (60 minutes / hour) * (60 seconds / minute)

Answer: =1 minute and 26 seconds.
 

Everyone here is really this worked up over 1 minute and 26 seconds? Or maybe, you're all just trying to shift the blame onto someone else as to why you're late for work? If you're looking to test AZ drivers for intelligence, start with yourself. 5 m.p.h. just isn't logically worth freaking out over. You'll lose more time working for free to pay off the stupid traffic fine.

Only inept clueless Americans are so fucking retarded and incompetent at driving skills as to need these Kindergarten limits, lest they all crash and die.


Even Soccer Moms in Germany are somehow able to travel 100+ mph on their Autobahns -- every day, with children in the car -- and NOT crash or harm anyone.


The Driver License testing -- practical and written -- ought to be made sufficiently difficult as to exclude at least 40% of the drivers currently on the road -- something akin to the FAA's Pilot License standards, where EVERY YEAR or two licensees must retest and demonstrate both physical skills and knowledge base, along with a requisite Medical exam.

I don't know what's worse...somebody trying to push you when you are in the right lane or somebody needing a push when in the left lanes. I will say this however; don't attempt a pit maneuver on this guy unless you can pull it off without endangering other drivers.

For those of you who obstruct traffic in the fast lane, you have no idea what may be going on in the vehicle that is attempting to go faster than you, why not just move over and let them go?  What if they have a medical emergency?  What if they are being held at gunpoint? It is not our job to enforce the speed limit, by obstructing traffic, you are creating a more dangerous situation, just move over, let the vehicle pass and then you can return, very simple.

Gas prices are on the rise, remember people if you drive the actual speed limit you save money, just stay out of the left lane, let those people by. It's when they tail me when I'm not in one of those lanes that really gets me. People need to relax, you live life once. Most people who speed have anxiety issues .

This guy is kinda weird that he gets his jollies by intentionally pissing people off, but I do hate how AZ drivers are so insistent on speeding and that you all are making death threats against him. Did you know that if you go 75mph instead of 65mph over a 10 mile span, you will only save yourself one minute and 14 seconds? You are only risking at best, a speeding ticket and decreased fuel economy, or at worst, causing an accident. Relax, people. You'll get there.

Well apparently he has not been to driver school An officer there told us it is legal to drive 10 miles over but if you get to 11 that is when you will get a ticket. I have driven in Spain, Italy and Portugal where drivers only use the left lane to pass. It's no myth ... they respect the passing lane.


Even with higher speeds, these countries have accident death rates 40% less than US.

The 'fuck-you' American attitude goes a long way.

That's not strictly true. There's "reasonable and prudent", which you hear a lot, but which is still governed by the speed limit, but there's also the bizarre "waste of finite resources" quirk, which was a counter to the federal government requiring states enact a federal speed limit of 55 mph (or risk losing their highway funding).


Arizona said "fine, whatever" and made a law that specifically called out people driving faster than 55 mph on roads marked 55 mph but under 65 mph and said that instead of a traditional "speeding ticket", they would be hit with "waste of a finite resource" (gas), which carries a much lower dollar value and no points or report back to the insurance companies.


It was basically a fuck you to the feds. It's also where the myth that you can drive 10 miles over the limit comes from. DPS can pull you over for ANY amount over the speed limit, but they'll typically wait for 10+ because it's a hassle, their speedo/radar calibration is usually +/- 2-3 mph, and you could have a decent chance at challenging, and because "reasonable and prudent" traffic flowing at around 75, they'd be dicks to hit some random at 75 in a group of 75s on a 65.

If there are "15 cars behind you" YOU are the problem unless all of the lanes to your right are also backed up. People need to police THEMSELVES. This moron admits to breaking the law by transiting at 5mph OVER the posted limit but puts HIS foot down at anyone daring to be so flagrant as to drive FASTER than his illegal speed? I dont get it... so which is more illegal. going faster then the posted speed limit or not moving out of the way for the person who IS going over the posted limit? in the article the Arizona Department of Public Safety spokesperson clearly says, " there is no acceptable speed above the posted limit." the people tailgating are at fault in my book... they are the 1st ones to break the law by speeding. Now if youre going under the speed limit, i agree, that is bullshit and move out of the way... but this guy says he was already going 5 over...

That one mins can cost you to get every flipping red light thereafter which ends up being closer to 15-20 mins. Just obey the basic concept of SLOWER TRAFFIC KEEP RIGHT and get out of the way. Problem solved!

Actually, that doesn't help you. You're required to keep a safe braking distance between you and the car in front of you. Having a camera just grants their lawyers evidence that you were tail gating and consequently partaking in aggressive driving behavior, which could potentially get your license revoked.

... in many States there IS a passing lane, and THE LAW requires you to Keep Right EXCEPT to Pass ... and tickets will be given to those who are merely driving without passing in the left lanes of highways.

The Speed Limits are set ARTIFICIALLY LOW for revenue generation ... National Highway Traffic Safety and Engineering standards require that Speed Limits should be set at the speed that 80% of the drivers would travel on a given section of unmarked, uncongested road in good weather.


If 80% of the drivers on a stretch of straight multi-lane highway would normally drive 80mph, then that is what the speed limit should be.

That is the available "plea bargain" offered to Out of State tourists / travelers who are tagged for speeding on Arizona highways.


If the offender pleads guilty and agrees to pay a fine that is DOUBLE the nominal speeding fine, Arizona will drop the traffic offense and replace it with the non-traffic "wasting a finite resource" charge.
