Joe Arpaio's New Inmate-Visitation Policy: $12.95 Per Visit

Last week, we told you about how Sheriff Joe Arpaio was cutting back on inmate visitation at the county jails, just in time for the holidays, so a new video-visitation system could be installed.

It turns out that the new video-visitation system will be the only way to visit with inmates. If someone wants to have a video visit with an inmate from their own computer, it will cost $12.95 for a 20-minute chat.

According to the contract filed with the county procurement office, the Maricopa County Sheriff's Office will be getting a cut of the profits made by the company that's installing the video system.

The company, Securus, is installing the equipment for free, but the Sheriff's Office gets a 10 percent cut of the monthly gross revenue, if there are a minimum of 8,000 paid visits per month. Once this company makes more than about $2.6 million in gross revenue, MCSO's cut increases to 20 percent per month.

Although this allows people with a home computer, webcam, and Internet access to remotely video-chat with an inmate, for a fee, it also allows people to go visit video terminals at the jails -- which may also come with a fee:
Inmates will be allowed three (3) onsite visits per week, at no charge, for non-professional visitors, subject to lower modification (but in no case more than three (3) onsite visits per week) pursuant to policies of County. Contractor may charge visitation prices of up to $20.00 per session for any additional onsite, non-professional visitations. County shall eliminate non-professional contact and non-contact visitation, and County shall use video visitation as the sole means to conduct non-professional visitation. In addition, all non-professional visitation, including on-site visitation, must be scheduled through Contractor's video visitation system.
The contract also includes details about how MCSO will get technology to track all sorts of information about the video calls, including the ability for investigators to "mine intelligence data like never before."

The contract also makes mention of MCSO having access to IP addresses being stored as records on the system.

The Maricopa County Board of Supervisors approved the proposal on November 6. Information provided to the BOS says the expected revenue is $1.1 million over five years.

I have a serious issue with the entire THREADS program its capabilities....The contract also makes mention of MCSO having access to IP addresses being stored as records on the system. <----that statement alone I have issues with, as a citizen, what is the need to collect and "store" my IP address.....I'm no a lawyer, but I cannot understand how Arpaio, continues to get away with the stuff he does. One day and I hope soon, the DOJ, comes down on him really hard for Civil Liberty Violations....


People really need to read that latter part of the article, concerning all aspects of this THREADS program......This man, is single handed taking away people "rights" by the day.....

He should be commended on how to earn money for the jail instead of the tax payers having to foot the whole bill! I wish every state or county did this! Why give them steak, cable, 4 walls and 3 squares? Sound like a no stress lovely living arrangement to me! Screw that, take it all away! Just give them 4 walls water and bread! I hope they raise the fee to at least $100 per visit.  Inmates don't deserve a visit from those on the outside, especially around the holidays.  All these scumbags had to do was obey the law and they would not be incarcerated.  I am not an Arpaio supporter but I don't support incarcerated criminals outside of my forced taxation.  50 cents a bullet would be much cheaper.  You can hire me to be the trigger man, system.  I will do it for a fair salary.

I'm not a lawyer but don't you need a warrant or court order to gain evidence like this? OR do they have implied consent since they log in voluntarily? People are going nuts over the NSA seeing emails and text messages but this somehow is ok? I am just not understanding at all other than Old Joe making a fortune for himself... I mean the jail fund. If they can gather evidence this way then guards should be able to grab legal files and copy them whenever they want... oh wait they do that already!

If you are arrested you give up your right to privacy. Those visiting you are or should be aware that contact with you in that environment will be monitored. The sheriff has a duty to keep the jail as secure as possible and has no obligation to cater to the wants of the inmates. The best idea here is: DON'T GET ARRESTED!

Our Constitution says that everyone is innocent until proven guilty in a court of law. Innocent people do not lose their right to privacy.


If your son or daughter has been convicted & incarcerated then yes, they lose some of their rights but do you lose your right to privacy too?

This whole scheme makes me very uncomfortable. The point of incarceration is punishment of those who commit crimes but it is also supposed to rehabilitate. How do you rehabilitate by cutting inmates off from their families? Why are we condoning punishment of the families?

I would assume it serves a purpose as weeding out criminal activities since inmates can conduct criminal operations from the inside. If you are worried about it that much then don't visit with an inmate. I actually think treating prisoners as prisoners is a good thing. I don't see it being any different than jail recorded phone calls. Maybe if we start treating prisoners like prisoners then the prison system will actually be a deterrent and proper correctional system. It clearly doesn't work while essentially being free room and board. Changes need to be made and people who take the rights from others with the crimes they commit don't deserve to have rights. Their only rights should be to eat, sleep, shit, and not be beaten. If they don't want to do the time then they don't have to do the crime.

Part of using the system would be waiving all rights to privacy, knowing that the video visitation is being monitored and recorded. But, there will be some folks who will make significant statements along the way, just like some folks go 80 in a posted 65 zone, knowing they may get caught.

@DonkeyHotay He is able to convince the good people of Maricopa County that he is doing his job.  However, if you check the rates of recidivism during his tenure, you will find he has not made a significant difference.  That said, he's in the media spotlight on a regular basis tooting his own horn and that causes the good people to buy into the idea that he is doing his job.

This is about a correctional facility which is proposing a 'for profit' video visitation system. "County shall eliminate non-professional contact and non-contact visitation, and County shall use video visitation as the sole means to conduct non-professional visitation" that means families.

This policy effectively cuts off all inmates , convicted or not, who's families do not have access to computers, or the ability to pay up to a $20 fee for a video visitation.

There is mention of data mining. Who's data do you think they are mining? Their own at the prison? Really?


Are you a Maricopa County taxpayer? Aren't you tired of paying for legal fees on the literally thousands of cases filed against Sheriff Arpaio in Federal & County courts, not to mention all the settlements and judgements?


If you are, too bad, this one will likely end up in court too.

@robert_graham are you innocent of any of the things you have been accused of on here? if you are, you should still be punished whether or not you are innocent if we go according to your beliefs and opinions. an accusation does not merit the punishment that is supposed to be reserved for the condemned or convicted, yet you always seem to be in favor of pre-conviction punishment
