Jan Brewer Promises "Transparent and Independent Oversight" of Ignored CPS Cases

With another day comes another promise that something is going to be done about the thousands of ignored child abuse and neglect allegations phoned in to Child Protective Services over the past few years.

Governor Jan Brewer held a press conference this morning to explain her plan to deal with the crisis, or, as she called it, a need to "know where all the bodies are buried."

(Brewer noted that she didn't mean that in a literal sense; CPS officials have said that no child died due to a report that wasn't investigated.)

Although there's already a CPS oversight committee, Brewer named several people tasked with providing oversight mostly over these more than 6,000 ignored cases.

Here it is, as explained in a statement from Brewer's office:
. . .[The] independent Child Advocate Response Examination Team (CARE Team) that is charged with providing oversight for the investigations of cases that were designated as "not investigated" by Arizona Child Protective Services (CPS). The independent CARE Team also will examine the CPS system to identify areas of concern. The review will include consideration of personnel, operations, processes, and policies. Once areas of improvement are identified, the team will submit a summary of its finding to Governor Brewer.
Today, Brewer patted herself on the back for the discovery of the ignored cases, as the find was made by CPS' Office of Child Welfare Investigations, which was created via legislation recommended by Brewer's "Child Safety Task Force."

The Office of Child Welfare Investigations found all these cases had been marked "Not Investigated," so they'd never see an investigator's desk. It seems that officials -- from Brewer to the head of the Office of Child Welfare Investigations -- don't know how this happened, but it's already subject to an "administrative review" by the Arizona Department of Public Safety.

Meanwhile, Brewer said today that people shouldn't blame the caseworkers for the problem, since these caseworkers already are overworked, and handling more cases than they're supposed to.

And although some Democrats and even Brewer-appointed Department of Economic Security Director Clarence Carter have called for more funding for more caseworkers, Brewer said today the real problem is "the failure of our society to value and treasure every child's life."

In the meantime, CPS plans on using other current employees to investigate the previously ignored cases, although it's unclear what job those people will be putting aside to look into these cases.

Despite this new oversight panel, little has been said about how these 6,000-plus cases were ignored, other than the "Not Investigated" tag, let alone who's responsible.

The CARE Team is chaired by Charles Flanagan, Director of the Arizona Department of Juvenile Corrections. Other team members include Arizona State Senator Leah Landrum Taylor; Arizona State Representative Kate Brophy McGee; Robert Bell, Children's Justice Coordinator at the Childhelp Children's Center of Arizona; Cindi Nannetti, a veteran prosecutor with the Maricopa County Attorney's Office; Deb Gullett, child advocate and former legislator; Greg McKay, Chief of the Office of Child Welfare Investigations (OCWI); Jan Strauss, a former Mesa Police Chief; and a CPS representative (TBD).

Our case is one of the many case not investigated. It involved the rape of our 15 yr old daughter. Cps didn't investigate and neither did Buckeye Pd so now the rapist may get our grandchildren back because no charges were filed. Cps is bending over backwards for the rapist and ignoring the victim and the danger to children. Cps has lied and let the rapist dictate terms of everything as well as constantly harass the victim and they allow it. We tried to contact the governor and have gotten no where. Our daughter is in danger from the rapist running free and our grandchildren will be in danger if they are returned.

To learn about about more mistreated children, investigate Adobe Mountain School...medical care withheld for a kid with documented illnesses. State spending more time and money to prove he isn't sick than to just treat him. AZ does NOT care about children from their education, to their safety, to their health...sickening!

I think the DOJ needs to look into these cases. They are handling the 450 sex abuse cases Arpaio ignored.

Seriously, AZ needs to be put in federal receivership.

You know exactly why Carter won't be fired by Brewer.  She promised the black community that he would be appointed in exchange for their votes.  If she fires him, she, and the republicants she is associated with, will lose the lock on that support and it may throw the election to the Dems next time around.  The black community is as racist as the Whites or Hispanics are and there are a lot of people in that community who LOVE the anti-immigrant (aka anti-hispanic) tone of the republicants.  I don't know how many time's I've heard the leaders in the Black community say that Arpaio is "doing a good job".  It's sickening!  Ya'll (and YOU KNOW who "Ya'll" are) need to start looking at other races as your allies and not your enemies - that's what the Power Establishment in the Republicant party wants you to do, then they can get their enemies to fight amongst themselves and they can stay in power.  The Republicants have been doing this for many years and getting away with it.  I say to the Black community in Phoenix - YOU are the ones who have been keeping the Republicants in power and YOU need to stop this crap NOW!  There is no better proof of this than how they have treated your women and children through this entire mess with not providing adequate shelter and protection for abused women and children in our communities.  If I hear one more black preacher talk about how the dems will allow abortion to continue and therefore don't vote for them, I'm gonna bust their asses with their mistresses and have them up on the Channel 12 News feed 24-7!

After Governor Jan Brewer's "Massive Oversight" of Sheriff Arpaio intentionally ignoring over four hundred, and fifty cases of Chid Abuse even Child Rapes, which were reported even by Schools it is a little too late to now pretend to give a Damn about Arizona's Broken Child Protection System!

Brewer is simply doing damage control for her image, and looking for low level scape goats to throw under the Bus at the C.P.S.

Governor Brewer still could give a damn about the Children raped or molested even after the cases were ignored by her Beloved Tea Party Sheriff Arpaio.

At least Senator Mc Cain called Arpaio an "Embarrassement", but I think allowing Children to be knowingly Raped is a little worse than an "Embarrassement"?!!!!!

You have to assume that each of the 6,000 has some official's name on it, i.e. the person who elected to not have the case investigated. This situation is probably unprecedented. Nothing quite this big has happened anywhere else. But that virtually nothing will be done to truly address the problem will come as no surprise to anyone, really. I mean, what's the status on the 400 neglected abuse claims in El Mirage? We haven't heard much about that, "if there were any victims."

If you know how information systems work, you have to suspect that each of these probably actually has the id of a low-level employee on it, who mistakenly flagged them as NI, thinking that it meant that the case had not been investigated yet, and your outrage is reserved for whoever designed a system that allowed the person who took the initial report to flag them that way.

Yes.  I suspect that somebody had been marking every call they ever received as "NI" because, obviously, any newly reported call has not been investigated.  That would be the fault of a very poorly designed user interface and insufficient training and oversight.  In that order.
