MCSO Jail Officer Murdered Outside His Home

A detention officer for the Maricopa County Sheriff's Office was shot and killed outside his home early Thursday morning.

Phoenix police are investigating the murder of the eight-year MCSO veteran, Jorge Vargas, who was gunned down in the driveway of his home near 91st Avenue and Lower Buckeye Road.

Police have not released a great amount of detail about the shooting at this point, as a Phoenix PD spokesman told New Times on Thursday afternoon that detectives were still out at the scene.

Investigators haven't released any motives in the killing of Vargas, who was just 27, but Sheriff Joe Arpaio, holding a press conference Thursday, said Vargas was wearing garb that clearly said "Sheriff" on it.

Strangely enough, Arpaio used the opportunity to hand out AR-15 rifles to deputies, which Arpaio had ordered due to "increasing violence" on the streets.

(His reasoning in a November press release was a little different: "More and more illegal aliens are attempting to escape which places my deputies in dangerous positions. In the near future I will be issuing automatic weapons for all my deputies.")

Arpaio said Vargas was married, and had a 5-year-old son.

On August 8, 2013 at approximately 4:05 AM, Jorge Vargas was shot and killed in the driveway of his home as he prepared to leave for work. A possible suspect was seen running southbound from the area at the time of the shooting. A witness in the area reported seeing a subject who possibly watched the suspect's description. This witness was able to provide enough information to a forensic artist and a composite drawing has just been released. Investigators have not determined a motive.

A tragedy, my condolences go out to Mr. Vargas's family

Leave it to Joe to A) have a knee jerk reaction, racheting up the escalation meter by handing out even more weaponry to his group of fat (I mean really....I have never seen more fat (and I mean FAT, not big, FAT!) cops than at MCSO), undertrained, mentally deficient goons

and B) probably think that since the deputy was wearing a shirt that said 'Sheriff' the shots were meant for Joe, his ego won't allow him to believe anything else, not realizing that if Joe were not such a poor excuse for a Law Enforcement Officer and running such a poor excuse for a Law Enforcement Department and choosing not to enforce the law but instead use it as his own personal vendetta machine, people would not be so angry with MCSO and it's officers

This is on you Joe, all on you.

All of us amateurs suppose it was some act of revenge engineered by a former prisoner ... but then again we don't know anything about this victim's life or the degree of corruption among the jail staff or sheriff's office.  

I live more than 3000 miles away and I see at least a dozen guys who look like that drawing every day of the year.

sad thing to see anybody killed like this, especially someone as young as him and with a child. nobody has any facts yet so most thoughts on it are purely based on assumption at this point. if we do listen to Joe though and believe him that this is some kind of war against MCSO and him.................technically he would be the reason this kid was shot. this kid wasnt trying to mug up and be in the limelight 24/7 like Joe does, this kid wasnt the one building up national hate for police or MCSO with his antics like Joe does, this kid wasnt the one painting a target on the backs of all MCSO employees with his policies like Joe does. this kid isnt the one who has been destroying the image of MCSO for 20 years to almost half of Maricopa's residents like Joe has. this kid isnt the one who has been making  us all view MCSO officers as rampant corrupt cops like Joe does (even though there are good ones). if this kid was shot because someone is declaring war against MCSO and cops..........................it isnt because of this kid, its because of Joe. I feel horrible for this kids family and my heart felt condolences go out to his family, but if Joe wants to claim its some kind of war against him or MCSO...................i am quite content to lay that poor boys death at Joe's feet for creating the hate people have for MCSO. I have talked to YPS before (and enjoyed our conversations).....I have no animosity towards YPS or any other MCSO employees (okay maybe a lot for people like Edmonds and Abrahmson and a few others), and MCSO people can be very professional and decent..................its Joe that is starting the war against MCSO officers with his grandstanding. if he just did his goddam job with out turning it into a personal war, people like this kid wouldnt be collateral damage. Joe is the one who told people he was ready for anyone to come at him and his officers, not this kid. it was Joe that built up all these problems, not this kid. it is Joe's fault this kid is dead, not the kids (in my opinion)

The significant fact left out of this story but reported elsewhere is that the victim worked in the jail's food-services operation.  According to reliable sources (former inmates), it's through the meal distribution system that contraband drugs get to inmates.  Was the victim involved, or did he just know too much?

I jumped the gun when I theorized that this was a gang hit, I know. But this was no random act, that's for sure. And of course we should all express sympathy for the young widow and the now-fatherless child. Hopefully Joe will see that they are taken care of, regardless of the circumstances of the DO's demise.

The way the shooting is briefly describe makes it sound like a hit or assasination.  If that is the case and it is related to his work as a detention officer that would mark a significant escalation in the efforts by the gangs that dominate both jails and prisons in Arizona to threaten and intimidate guards both inside and outside  of the facilities.  That would create an incredibly dangerous situation.

Unfortunately, the invention of S.W.A.T. teams created an internal dilemma in law enforcement that was probably best exposed on February 28, 1997. Police Administrators had swallowed the need for S.W.A.T. because they hoped the use of teams would be sparse, and they could keep the focus on returning to the kinder “community policing” image of yesteryear.

Today that threat could be Narco-migration ... Joe may be well advised ....

@danzigsdaddy When they catch the shooter, and they will, he's going to be sorry he was ever born.  There is a special cell waiting for him in jail and Vargas' fellow deputies won't be very kind to the person arrested.  Like the old saying goes, don't bite the hand that feeds you.  My condolences go out to Mr. Vargas' family.

When the reason for the shooting becomes obvious it is likely the MCSO will be greatly embarrassed.  Who goes outside at 4:30am to start their truck?  It's not Minnesota in the winter where you have to warm up a car.

@david_saint01  I disagree with you - officers need to be equivalently armed to those that they may face in the field.  Look at the situation last week with the one kid shooting another in the middle of an intersection - AZcentral reported that the shooter had a "military grade" automatic rifle (it is the Republic so take the reporting for what its worth).  You want an officer to face off against that armed with just a .40 caliber glock.    I agree with you about the problems within MCSO - but those need to be rectified, not officers denied appropriate equipment.

The other issue is, why are MCSO deputies just now getting upgraded equipment - shouldn't that have happened several years ago and what does it say about Sheriff Arpaio's management (or mismanagement) of his agency that he'd rather spend $500,000 on a bus to transport inmates than provide his deputies with appropriate equipment in order to respond to the threats they may face in the field.

@JoeArpaioFan actually twit, real cops (not wanna-be idiots like you) would want to see the shooter treated as fairly and civilly as possible so as to not damage any case against him.  they would actually try to keep him treated EXACTLY as the law says he is to be treated so his lawyers would not be able to use any legal loophole to get him a lesser sentence. a real cop may want to do something about it, but wouldnt because it could ruin his chances of having justice served

So you admit MCSO abuses prisoners and the law.

Until convicted anyone MCSO or anyone else captures is a SUSPECT, nothing more until CONVICTED by a COURT OF LAW, not a bunch of wannabe vigilantes in brown who are supposed to be upholding the LAW.

Thanks for admitting that MCSO does not follow the law and supports vigilante justice instead of the Constitution of the United States.

@danzigsdaddy But haven't some MCSO employees also helped to bring stuff on themselves?  Look at Hendershott, Black, Fox, and others.  Like Leo Drivinghawk.  Who was that Deputy that called out the Phx Mayor?  Brett Palmer I think.  MCSO has a BUNCH of wackos from the top on down.  And while folks like YPS seem to ignore it, there have been cases of DO's working with the cartels.  Not accusing this guy of anything, BUT, MCSO has problems from top to bottom.

And couldn't he have started his truck at 4:30 am because that's when he leaves for work? @yourproductsucks @hapstone2 From that moment 1997 since it was filmed as it happened it became publicly apparent that the game was changing ... and it certainly hasn't abated ... though Vargas was not a police officer per se - the danger he faced is the fruit of an emboldened narco-criminal element to such a degree that they feel quite safe in "targeting" any victim they may chose .. reference Colorado  ...

any whoring that may be done is that here on this "forum" evident in you remarks ... are there to be gross errors that is a matter of opportunity/1000 and those opportunities are increasing  in an environment of increasing violence ... so you can expect more of the same  ... the trade off - let the cartels run the streets in the community as they do in many cities ... how's that sound ...

No one to date has filed a civil action against any narco group for damages or death to my knowledge nor has the "Latino" leadership expressed any outrage over the carnage on the way to the border or after the border nor the neighborhoods besieged by the narco-terrorists ...  no cry for purging schools of drugs and dealers .... no voice for those who would love to be free of it !!  

And I am very confident there will be none for Mr. Vargas ... ain't that the damndest thing for such a group so sensitive to "human rights" ... and I notice you compassion for Vargas was glaringly absent as well ,,,

@JohnQ.Public i wont disagree with you, but arming cops with AR 15s, that have a track record of violating civil rights, should give us all a moment of pause. I dont wish ill will upon anyone, even Arpaio, and of course i want them to be protected and have adequate resources. But, some extra training, and learning vigilance isnt out of order either.

@hapstone2 @david_saint01 ps you can also reference the many lawsuits against MCSO where deputies arrested people first, and ran their ID's hours later, only to find out the "suspects" were legal citizens and NOT undocumented as they assumed. Or you can reference the DUI's the deputies always get away with. Or the two that drove to ND to assault a man thats dating one of their ex's. the list goes on, and on..

@hapstone2 @david_saint01 lol no ones ever questioned their training? either you arent from here, or arent up to date on the current events then. Its questioned daily. Check out an article about their ill trained SWAT team under Fox, and the subsequent officer injuries due to lack of training as well as their burning down a house, nearly killing two neighbors, and killing a dog by forcing it back into the fire filled home during one botched raid (over a traffic warrant mind you)..

@WhoKnows Officer Vargas was not a cook.  No evidence has come out stating he was doing anything illegal or wrong.  To conclude that all Detention Officers are working with cartels because of two who were is, well, dumb.

Citing a ficticious TV show as evidence supporting your claim is, well, dumb.

I have compassion for the loss of Officer Vargas...asking for clarification of your statements was not the correct forumn for expressing condolances (in my mind).

I heard a rumor that JAF has been sent to Indonesia by a county sheriff on a mission to set up training of their personnel, Apparently the agency in Indonesia is headed by an elderly elected official who wishes to be known as the "World's Meanest Cop" and felt it only appropriate to attain training by some wrinkled winkle in AZ. Not sure why. The Indonesian translation of said title is roughly, "Meanolmofo"....

@david_saint01.  Agree completely - the fix is fixing MCSO, it's leadership and the culture that the leadership has created.  Change the leadership and culture and I think that most of the training issues take care of themselves.  I think most of us on here (and you know who the exceptions are) would agree 100% on that.
