Arizona Congressman Trent Franks is expected to introduce another bill aimed at blocking the Tohono O'odham Nation from building a West Valley casino.

Congressional insiders say it may happen this week.

Although a similar measure he floated last year failed, Franks again is trying to "prohibit gaming activities on certain Indian lands in Arizona," according to a draft copy of the proposed law obtained by New Times.

Read: Keep the Tohono O'odham Nation (TON) from building a casino on land that the tribe owns near 95th and Northern avenues in the West Valley.

Chatter about Franks introducing this anti-casino measure coincides with a hearing scheduled this afternoon in U.S. District Court before Judge David Campbell.

One of the issues before Judge Campbell is whether permitting gaming on the tribe's West Valley property violates a gaming compact between tribes and the state that voters approved in 2002.

State officials and two other tribes -- the Gila River Indian Community (GRIC) and the Salt River Pima-Maricopa Indian Community -- suing to halt the casino claim that the TON leaders and representatives agreed during the years-long negotiations over the gaming compact that there would be no more casinos in the Phoenix metro area.

The problem is that the compact doesn't say anything about how many casinos can be built in the Phoenix metro area.

Hard to violate a portion of a law that doesn't exist.

But the situation begs the questions:

Build it !  Build it ! Build it !  I would love a casino near where I live.  The West Valley NEEDS ONE closer to where they live. It would bring business & people to the Westgate area as well. It's their land ( the tribe's ), let them do what they and the citizens want. Quit oppressing the tribe you greedy, kickback takin' politicians in the pockets of other tribes/casinos !!

The tribes didn't want a limit on the number of casinos because they want to open as many as possible. It's just that the Phoenix-area tribe never considered the possibility that a tribe from elsewhere in the state could somehow get land in this area. The really amazing thing is that Franks is actually interested in an issue other than abortion.

On the other hand, the TON could have overtly stated in the compact that they would pursue a casino on any selected lands, including those in the urban area. Instead they went out of their way to secretly select lands in a key location, designed to maximize the casino potential and maximize controversy. TON absolutely knew if they brought up a casino in Glendale during the compact negotiations, that it would have blown up the compact. God forbid I would ever agree with Trent Franks on anything, but in this case it is obvious TON snuck this in after the fact.

I live within 1 mile of this property. Franks is only interested in his oil company, that is why he has done nothing in congress. It is a 5 minute drive from the proposed casino location to the original Sun City that is why the other tribes are against it. Westgate is in foreclosure, and Bidwell let his property south of the Univ. of Phoenix stadium go into foreclosure as well. COG is being run by fools. peace

@ReggieVV if you will notice TON is one of the largest and poorest tribes in Arizona,with their land in the middle of BFE.

the only income was from a copper mine south of casa grande.
