Kavanagh told reporter Howie Fischer that the reports of about 2 percent of teenagers had obtained marijuana from prescription-pot card-holders was the "last straw" for him on the medical-marijuana front.
He also told the Arizona Republic that he wanted to let voters "rethink a decision they made on faulty -- and absent --information."
