Joe Arpaio's School Patrols: Publicity Stunt, or Legitimate Plan?

The power of the posse members is limited, as they're not actual cops -- a point illustrated in the late '90s by Comedy Central, and again explored a few days ago by Stephen Lemons.

So, what's the point? Maybe, just maybe, a posse member could stop a school massacre while making laps around a school in a patrol car.
Then there's the distinct possibility that this is a publicity stunt.
"Let's say it is," Arpaio said, while standing in front of a gigantic MCSO van, parked outside an Anthem elementary school. "I want everyone to know what we're doing out here."
Arpaio continued, "You could say everything I do is a publicity stunt."
