Chad Campbell's "Safer Schools, Safer Communities Plan": Yay or Nay?

Arizona House Minority Leader, Democrat Chad Campbell, has offered up some legislative proposals that are supposed to target gun violence -- one of the few plans we've heard of around here that doesn't include more guns.

As a whole, his plan's chance of becoming law is zero percent, but let's get an opinion poll out of it.

Make school sites safer ($100 million cost):

1) Triple the funding for the existing School Safety Program that funds on-campus School Resource Officers (SROs). Currently, this program receives about $8 million in funding. Under my proposal, it would receive $25 million annually (a $17 million increase), to allow more SROs to be placed on school sites.

2) Create infrastructure within the Arizona Department of Education's School Safety and Prevention Unit to coordinate statewide trainings and provide technical assistance to district, charter and private schools for emergency response planning and threat assessment. My plan would allocate $1 million annually for this work.

3) Require each school district and all charter schools to conduct and update regularly a regular comprehensive threat assessment (if they haven't already done so) and identify what is needed to provide adequate security at each of their school sites.

4) Establish a school safety fund of $20 million that will provide competitive grant money to enhance school security measures and equipment based on the needs identified in the school site threat assessment and emergency response plan and training.

5) Double the number of school counselors to help ensure there are more mental health professionals in the school setting to help identify children who may need services and intervention. The total approximate cost of my proposal is $62 million and this amount will be phased in over 3 years to allow adequate implementation time.

Address the needs of the mentally ill ($161 million cost):

1) Fully fund Non-Title XIX services for the Seriously Mentally Ill (SMI) at the 2009 levels at a cost of $23 million. This will ensure all services previously provided under the Arnold v. Sarn lawsuit settlement will again be made available to all who are eligible. In addition to restoring funding to the SMI population, my proposal will also reform the system to incorporate incentives for providers to produce positive outcomes - such as stability in housing, employment/education, and lower involvement in crime and the criminal justice system - for the clients they serve.

2) Fully expand Medicaid coverage to individuals with an income up to 133% of the federal poverty level (FPL). This will ensure access to mental health services for all individuals in this population through the Arizona Health Care Cost Containment System (AHCCCS). The estimated cost for the first year of this coverage is $138 million.

Ensure gun ownership is safe ($0 cost):

1) Close the "gun show" loophole by requiring sales and transfers to take place through a federally licensed firearms dealer to ensure all background checks and other requirements are met. Failure to comply with the requirement to use a licensed firearm dealer for the transaction would be a criminal offense.

2) Require that person-to-person sales, loans and transfers of any firearms defined as "assault weapons" be processed by a licensed dealer to ensure a background check and other requirements that would be imposed if the purchase were made from a dealer are met. Failure to comply with the requirement to use a licensed firearm dealer for the transaction would be a criminal offense. For providing this service to private parties, licensed dealers will be permitted to charge no more than $50 (in addition to any government-imposed background check or other required fees). Weapons passed down to family members as family heirlooms and keepsakes would be exempt from this requirement.

3) Reinstate the training and other requirements that were in place previous to 2010 related to receiving a permit to carry a concealed firearm (CCW permit). Failure to comply with these requirements would be a criminal offense.

4) Limit access to firearms for those individuals who are a risk to themselves or others. Arizona law currently prohibits possession of a firearm by any person who has been found to constitute a danger to him/herself or others pursuant to court order, but the definition of "prohibited possessor" must be extended to include those who have been voluntarily committed and/or assessed as a threat to themselves or others by law enforcement. In addition, persons who have an order of protection issued against them, which has been issued after a full judicial proceeding where both parties were present, would be prohibited possessors under my proposal.

5) Ensure that local governments can adopt ordinances to allow for the disposal of guns they obtain through seizure, forfeiture or abandonment, including through firearm "buy back" programs.

We do NOT need law enforcement in the schools to further the school-to-prison pipeline or a "police" state.  This is NOT about safety for the children.  Besides the taxpayers cannot afford to pay for it. Period. For many of these groups, its all about the coming "money-grab".

At Sandy Hook, it took the police 10 minutes to get there. How many barricaded kindergartners could be killed by some scum with a single shot .22 rifle or a baseball bat before the police arrived.

Not  a slam on the cops, it could happen in any jurisdiction. Let vetted volunteers(lots of veterans are parents),or spend taxpayer money on armed guards. Don't waste scarce police resources  in schools where most likely the only problem they will encounter is an occasional fistfight.

This is a far more responsible, and "Sane" plan than to Allow Little Hitler Arpaio to place his non-vetted Looney Possee members to be armed, and "Dangerous" in our Great Public Schools!

The Connecticut Shooter was a Poster Child for "Home Schooling, and Whacko Assault Gun Entusiasts".

We need better Gun Control, especially out lawing Assault Weapons, and all Children need the interaction with others in our Great Public Schools.

There is far more to life, School, and learning than just Test Scores to get more Federal Money?!

Sandy Hook fundraising relief page created 3 days before staged shooting that involved crisisactors.org, Google search results confirmed

As of the time of this writing, if you search on Google for the URL of the United Way Sandy Hook fundraising page (see instructions, below), you will get a Google search result saying the page was created on December 11, 2012.

What’s so odd about that? The Sandy Hook shooting took place three days later, on December 14, 2012.

If your head is suddenly ringing with shouts of “conspiracy theory!” you’re not alone. This kind of news immediately sets off red flags with most people, including myself. “Is this for REAL?” I found myself asking when I first saw this.

So I grabbed a screen shot from Google search results, and you can see that below. Yep, it shows December 11, 2012, clear as day. In fact, it has consistently shown this for the past four days.

The parameter on the end of the search URL, by the way, is “as_qdr=y15″ which tells Google to display the date the page was created.

As you can see, it clearly shows “December 11, 2012″ as the date the page was created. The page reads:

Follow the money. Thats what this whole debate really is about. Oh, and people whom have an UNHEALTHY OBSESSION with firearms. Put down the bottle. Dry out for a bit, then approach the addiction with moderation and close monitoring of your friends, peers, and community. But then again, that'd actually take compassion. Something most don't have for themselves, let alone others. They spend more time and energy arguing about their "right to own an ar-15 with high cap mags" then they do trying to work on the root causes of this. Will a different approach STOP ALL GUN MASSACRES? No. But if we can make it harder for mentally ill people to access them, that'd be a good start....and provide better prevention mechanisms...

Anyone who thinks they need guns to protect themselves from "government tyranny" - is someone that probably shouldn't care about laws regulating their ability to own a firearm, right?And it just says arms...so by that, we should be able to own missiles, tanks, whatever. Ok people need to stop with the Second Amendment crap. Do people not understand what sort of idiocy a "well regulated militia" is in this day and time? everything in that plan seems alright, especially doubling the counselors and providing help for the mentally ill. I wouldnt like the idea of reinstating a ccw. also, i might point out that giving our police force the right to label individuals prohibited possessors without legeslative process sort of undermines the purpose of a "well regulated malitia".

We are fortunate to live in a district that will NOT be patrolled by Joe's "posse". Our daughter attends a middle school that has a SRO, security cameras, gates, badges, and the only way into the interior of the school is through the front office. One must give a valid ID to the receptionist, sign in and wear a visitors' tag. The ID stays in the office until that person signs out and leaves. One thing I would like to see is additional counselors and more comprehensive counseling services; that is one area where her school could improve.

@silkworm  The Sheriff is NOT a Peace officer or professional. The NRA are nothing by sales reps for the gun manufacturers, whose stocks have grown over 400% -- sales does NOT equal professionalism in the moral and ethical sense.

@DNichols Disagree with you completely.More than 2 million children were home schooled in 2010 (last year I could find stats for) and 1 committed a heinous act.  Lets not say that every home schooled child is socially retarded as a result of home schooling based on the actions of one crazed psycho.   (full disclosure - I have 2 kids in public school; 0 kids home schooled).  There are also no studies that I could find that say that home schooling reduces the development of social skills in children.  

The common thread among the mass shootings over the past 3 years is mental illness, not home schooling.  Mother Jones has done a great piece of reporting on mental illness as the common link that you should look up and read.  Mental illness is certainly a more common thread than either home schooling or assault-style weapons in the recent mass violence.

@Critical Hey genius, could it be that the editors of the United Way website were already working on a new web page within their site at the time of the shooting and quickly changed the page from whatever they were working on, maybe a holiday appeal or something, to Sandy Hook since the page was already created and indexed within their website.  Or is this explanation just to regular, routine and ordinary for you to wrap your conspiracy-minded head around.  There are lots of very ordinary explanations for things like this but they don't fit into your tinfoil hat-wearing, afraid of the black helicopters narrative, does it?  Careful - I think someone is hiding in your closet.

@Hope  i know how bad things like what happened in Newtown can affect the kids and agree with you about the counselling. i have family in Colorado that was called in after Columbine to help with the counselling. it is something that needs to improved

@cassityg32 @cassityg32 @cassityg32Yes, it is very disrespectful that those with an agenda would stage horrific events to further their agendas.  For instance, why were the the Greenbergs from the Giffords tragedy posing as the Sexton Family at the Sandy Hook shooting?  Why have the police from the Sandy Hook shooting never explained why they arrested a man in camo pants and a dark shirt in the woods behind the school that witnesses already put on record on video?  How come on the actual police dispatch tapes, they identify the alleged shooter's car as Christopher Rodia's and not Nancy Lanza's?  Why is the Parker family father laughing and then quite vividly seen getting into "character" during his interview the day of his so called daughter's murder and why did he begin raising money the same day on facebook?  Why was there a Sandy Hook victim facebook page created 4 days before the shooting that has already been verified as created prior?  Why were there other actors from organizations like crisiactors.org present at the shooting?  The answer is you assholes don't have an answer but you sure as hell will continue to try to explain things away without ever searching for the truth, meanwhile calling people who attempt to utilize critical thinking skills names.  It is disrespectful that you people are nothing but media zombies and take everything at face value, never  doing any research or looking in to whats really going on and continue to support knee-jerk reactionism by a bunch of collectivist authoritarians.  I guess you people love being slaves and believing you are free because you can buy shiny things.

@JohnQ.PublicI did some checking around and found that one Google engineer says the date is a “glitch.” That seems odd, since Google’s date property seems to be accurate for everything else I can find.

So I’m not sure why Google search results would be correct about seemingly all the others pages it indexes, but somehow wrong by three days on the United Way Sandy Hook fundraising page.

The “glitch” explanation seems suspect to me. It sounds like a quick answer to try to downplay something that could be the biggest story of the year. Because if the United Way knew about the Sandy Hook massacre three days before it actually happened, then the entire thing had to have been scripted.

@Critical I agree that something is really fishy here and with other shootings there have been glaring facts ignored. With Sandy Hook the media spammed us with so many falsehoods (some since corrected) that it felt like they were just flinging the BS hoping some of it would stick - lost credibility on this one hugely.   So many people have captured audio and initial TV reports that record a different story than one we have now.  Plus lots of internet reference to the crime posted prior to.  Kind of like the OBL mess and how did he go from CIA asset to most wanted and now we have a movie in hopes of finally getting us to believe the official narrative with a PC female lead - oh pleeeeeese!  He probably had a chip and was never lost!
