Jon Kyl's Not-the-DREAM-Act: Good Idea, Bad Idea, or Just a Waste of Time?

Republican Senators Jon Kyl and Kay Bailey Hutchison have offered a plan for some people brought to the United States illegally when they were young, and it's totally not the DREAM Act.

Instead, it's the ACHIEVE Act, which the senators contend creates "no special pathway to citizenship." Based on how they describe it, it seems like a very complicated pathway to the opportunity of citizenship.

The legislation creates tiers of visas, which take about a decade to complete, and then these people would be eligible to get at the "back of the line" for a green card, which would allow them to apply for citizenship.

Some have said it's a good idea, and of course, that means others have said it's a bad idea. Then there are some who are pretty sure Kyl's just trying to put his name on something he'll call an immigration reform, which he's aware has no chance of passing, but he'd like a high-five here and there.

Why are they doing this? They leave office in less than 2 months.
