Joe Arpaio Used Campaign Cash to Pay Himself Rent Money

Joe Arpaio loves the first of the month.
A campaign-finance complaint has been filed against Sheriff Joe Arpaio, mostly related to the oodles of cash he's sent over to his campaign manager Chad Willems' company, Summit Consulting.

While we were adding up how much Arpaio's forked over to Summit (more than $1.5 million since January), we happened to notice that Arpaio effectively cut himself a rent check using campaign contributions.

On January 29, Arpaio's campaign made a $1,200 payment to Ava Investments LLC, which is noted as "monthly rental for campaign office" in Arpaio's campaign-finance forms.

That would be Ava Arpaio, who runs Ava Investments LLC, a company that lists the sheriff as a "manager" in filings with the Arizona Corporation Commission.

Although the location of the campaign office hasn't changed from 10632 North 71st Place -- the location of Ava Arpaio's travel agency, and an address that might sound familiar to longtime New Times readers -- that's the only listed payment to Ava Investments.

That may very well be where the campaign-finance complaint comes into play. The complaint, filed by a woman named Irene Montoya Hemphill, raises a few issues, including that there's no way of telling what Willems -- Arpaio's campaign manager -- and Summit Consulting are doing with all that money

As you can see from an example below, Arpaio's campaign isn't too descriptive about what they're paying Summit Consulting for. "TV advertisement" shows up for three payments, "Fund Raising/Adm" shows up for another, and the fifth one is just left up to your imagination:

One might assume that instead of just listing that Arpaio's cutting himself the rent check, that money is sent to Summit before a check it made out to "Ava Investments LLC" -- since that office was still being used as campaign headquarters, as of September 24.

If not, that could be an issue.

Did the research myself because I was curious.  I didn't spend a lot of time looking at these files and it looked like there may be duplicate files with the same expenses, but it looks to me like in September the Arpaio campaign spent $25k at channel 12, $125k at channel 5, $40k at channel 10 and $0 at channel 15.  This doesn't include spending on cable channels and other smaller channels like channel 45.  This suggests that he spent $190k in September at the major stations.

 

I'm no Arpaio fan - not by any stretch.  I applaud the work that the New Times has done in exposing his corruption.  But to put this story out there and suggest that it shows corruption without reviewing the easily accessible FCC public file for corresponding expenditures is lazy reporting.  Please - if there is corruption and abuse report it and report it vigorously.  And we all believe that there is corruption and abuse (except JAF and his "cousin" and YPS).  But don't be the boy that cried wolf by suggesting that there is corruption when it is easy for the other side to prove otherwise.  That doesn't do any of us any good.

I once worked at a law firm which I saw the documents New Times is looking for.  I was shocked - over 10 million was invested in properties in the State and out of State, including HONDURUAS!

Has anyone actually gone by this 'campaign office' and made sure it actually is being used as such and is not just a closet being rented in his wifes office space so they can pay rent out one side and collect it on the other?

 

honest question - I myself have not been by there but it seems to me to be a valid question, is the space actually a 'campaign office'?

does that delusional old man really think nobody will be watching all the crooked unethical crap he pulls? he hasnt even got enough brains in that adolph hitler looking melon of his to even try to cover his tracks. he blames everthing on other people when ever he gets caught, now he's going to somehow drag his wife onto the chopping block. this guy is getting so good at pitching people under the bus, they shouldnt be calling the MCSO employee's "deputy's" they ought to be calling them sacrificial lambs. YPS, we dont agree on things but very occasionally, but you are a good opponent, GET OUT OF THERE. i would really hate to see you with the "deer in the headlight's" look as Joe finds his way out of some other impropriety. because eventually he's going to run out of upper eschelon people to hang out to dry for his actions

As much as I hate to say this, I don't really see much smoke or fire in what has been reported here. 

 

For all of the TV commercials that his campaign has produced and all of the airtime he has pruchased, this does not seem to be an excessive amount.  He has had to purchase a ton of TV time to reform his slimy image so it doesn't surprise me that he has spent a bunch of money on media.  And a total of $1.5m over 9 1/2 months - out of line for this race relative to his challengers maybe but not out of line in general.

 

As for paying Ava Investments for rent - he needs to do this.  The problem for him will be if he has been using that space on a consistent basis and has not paid rent until now.  Then there may be the issue of an illegal campaign contribution. And $1,200/month for office space - not excessive either.

 

If Joe were skimming money, I'd expect all of these numbers to be much higher.

 

It would be interesting if New Times completed the reporting on this by reviewing the publiic files for the TV stations in metro Phoenix to determine the actual amount spent on TV time by Arpaio's campaign.  Those files should be available on line and easy to access.  Those numbers would put context around the numbers reported in Arpaio's campaign financing statements.  A big disparity between TV time spending and the campaign finance reports, however, could begin to generate some smoke.

Joe is just trying to supplement his income for all the lawsuits piling up on him. and was anybody really taken aback with shock to find out Joe is funneling money illegally? whats so different from him misplacing money or him misplacing all the evidence in the Braillard death? I just love how he's so shredder happy with evidence that he couldnt even consider NOT shredding the fabricated evidence he was relying on to try to save his own ass.

 @LegitQuestions I'm disappointed that you think I am Pro Arpaio.  I think you are one of the very few intelligent posters that frequent this blog.  I'm curious to know what it is that allowed you to come to such conclusion.  Was it something I said or was it the negative campaign that many on this blog barrage me with?

 

Otherwise I am in complete agreement with your position.  It is exactly what I've attempted to convey on numerous occasions.  This is not the first story to be published here that is weak and meaningless.

 @Flyer9753 would you want to physically check it? there is no way i would even want to be within 5 miles of it. you'd be able to feel the taint of corruption radiating out from it for miles. i'd feel filthy just walking past it........hell, i feel vile even mentioning it now.....thanks alot, now i have a repulsive feeling i wont be able to scrub off with a wire brush.

 @yourproductsucks It does not give me pause at all.  I don't post for approval or validation.  I do not post as an alliance (that pesky word again) with anyone else - I've disagreed with almost all of the regular commentators on this site once or twice (or more).  If you think that this is your divide and conqure moment you think wrong because, quite frankly, there is no group to divide me from.  

 

I call it like I see it, like when I tell you that you appear to be an Arpaio supporter and not a critic (of course I welcome you to prove me wrong) and tell you that your effort here is horribly transparent and sophmoric.
