Daniel Garcia, New Phoenix Police Chief Sworn in Yesterday, Says He'll Bring "Love" to Department

Daniel Garcia, the new Phoenix police chief sworn in yesterday, promises to bring "love" to the department.

Garcia's a former assistant police chief from the Dallas Police Department. He's a 30-year police veteran and speaks Spanish.

Yesterday, he told the news media: "I promise you... I will take the love I have for the Dallas Police Department and transfer it right over to the Phoenix Police Department."

Everybody needs some love. But will Garcia deliver?

His predecessor, Jack Harris, presided over a department that saw its share of corruption scandals. Harris left following criticism over bogus kidnapping statistics and, like Maricopa County Sheriff Joe Arpaio, led a sex-crimes team to failure.

I have one question for the Chief.  Will he tow the cars of illegal aliens involved in a car wreck and are operating their cars in violation of state law?

I guess Chief Garcia is just a more passionate person than me. I worked at the same agency for twenty years and for the most part I loved my job and admired the agency as it was being managed. Love, however? I guess it's all just a matter of word-smithing.

Having lived in Phoenix for almost nine years I can say I think PPD is overall a professional metropolitan police department that has many of the same ills as most agencies of similar type.

I still think Jack Harris did a pretty good job until the day he retired and then was rehired under false pretenses and a real "chief" was not put in place, rather Harris continued to run the department as Manager of Safety or whatever his title of the moment happened to be.

I hope that Chief Garcia has the ethics, honesty, and integrity needed to lead PPD for a few years.

Here is my suggestion for the new police chief: bring Critical Intervention Training for every street cop so they know how to deal with the mentally ill, the homeless, the confused and the depressed. It's time we bring the Police Department into the loop to avoid senseless crimes, incarceration and mistreatment of the mentally ill that are quite often misunderstood and instead of de-escalating the situation, cops inadvertently escalate the event because of miscommunication, or other barriers between the mentally ill person and the first responders that includes firemen, EMT and emergency room personnel.

 I once attended a three day symposium on mental illness in Arizona and I shared a table with three detectives from the phoenix PD. Their lack of knowledge about how mental illness can affect behavior amazed me. Critical Intervention skills are definitely needed by all LEOs.
