Rep. Steve Court Proposes Alcohol Ban at Strip Clubs, Plus Other Changes to Adult Businesses

State Rep. Steve Court, R-Mesa, introduced a bill today that proposes a ban on alcohol sales and consumption at strip clubs and other adult businesses.

No happy hours at topless clubs for you -- not if State Rep. Steve Court, R-Mesa, has his way.

Court, the Legislature's majority leader, introduced a bill today that targets strip clubs and other adult-oriented businesses with a ban on alcohol and private rooms. The proposed law also aims to regulate the size of stages, redefine the terms "nude" and "seminude," and forces other changes for adult establishments.

Court tells New Times the idea for the bill was brought to him by groups interested in "maintaining decency in the community."

The Center for Arizona Policy, which often lobbies on religious or anti-abortion matters, was one of those groups, he says.

The bill hasn't been assigned to a committee yet, and Court isn't sure how much support it might have.

"This is kind of our first pass at this," he says. "We'll see how it goes."

The language used in the bill is similar to laws in other states that have already passed constitutional muster, he adds.

Court admits he has no idea whether the issues addressed by the bill are actually problems.

He has "no personal knowledge or experience" with such places, so he can't comment specifically on why the adult industry needs these changes, he says.

Oh, well -- who really needs meaningful laws that address society's many real ills?

What counts, obviously, is keeping the puritans happy.

Here's how Court's rated-R bill would define "nude:"

If Court's bill passes, you won't see an exposed areola like this one unless it's on a stage six feet from you, at least 18 inches from the floor.


The showing of a human's genitals, pubic area, vulva or anus with less than a fully opaque covering or the showing of the female breast with less than a fully opaque covering of any part of the nipple and areoloa.


The proposed definition for "seminude" is even more fun -- and Court makes sure that his law won't affect one of every guy's favorite kinds of eye candy: Cleavage.


Seminude or seminudity means: The showing of the female breast below a horizontal line across the top of the areola and extending across the width of the breast at that point or the showing of the male or female buttocks. Seminude or seminudity includes the lower portion of the female breast but does not include any portion of the cleavage of the female breasts exhibited by a bikini, dress, blouse, shirt, leotard or similar wearing apparel if the areola is not exposed in whole or in part.

Who knows what the center for arizona policy is up to that we dont know about. We all should keep a close eye on all of there lobbying activities. I have nothing wrong with people having religious beliefs and convictions. However i do have a big problem with Anybody or group trying to push or force their religious morality on the rest of us. This group left unchequed would be perfectly happy having the whole state government of Arizona being run by religious zealots. We must constantly be ever vigilant to keep the path of freedom of expression open to all , and not allow groups like the center for arizona policy to infringe upon your personal liberties.

Don't sweat this law. They already put in more restrictions in Scottsdale when porn pro Jena bought Babe's. Those laws are broken every day and the cops don't care when they have info in their face. This is in order to 'maintain decency' - currently, we have laws on the books that all-nude clubs cannot serve alcohol, but titty bars can. If they outlaw the alcohol in titty bars, there's no reason for them to stay titty bars and will instead go all-nude.

Aside from losing tax dollars and increasing unemployment, this bill will cost the state a ton in legal fees as it's dragged through the courts.  And it makes the state sound even more ridiculous.

"Maintaining" would imply that 'decency' is fine right now(With the current rules in place), but is about to change. The problem with this"logic" is that he is changing rules that are already in place, not fighting some kind of new, more lax, regulations.

I am so sick of the right wingers thinking they are the holders of the "decency" chalice and telling everyone else how to think, what to say and what to do.

I have not been to a bar of any kind, titty or otherwise for over 10 years, but I do not agree with having someone else tell me that I have to abide by their idea of 'decency' when my choice to do something has no effect on them whatsoever.

You don't like nude or semi-nude bars? Fine, DON'T GO TO THEM! Raise your kids not to go to them if you want, but I am NOT your kid and you have no business telling another adult to stop doing something unless it directly affects you.

And bars of any type are NOT Public places. They are indoors, you have to choose to enter the premises and thus accept what you are going to see. If the strippers were in the parking lot or something like that, that's public, but inside a building and not visible without making a choice to enter that building is NOT public.

these are the same idiots that attack Castle Boutique all the time, and try and change the laws. I remember in Philly they tried to make a law that outlawed strip clubs, adult bookstores, and adult stores (ie fascinations, or castle boutique) with a new law that said they couldnt be allowed within 500 feet of schools or churches. Guess what a bumper crop of came up in every vacant building within 500 feet of any of those places. Guess what happened? it went to court and the strip clubs, bars, adult shops, etc all won because it was bullshit.

That also applies to state legislatures!!!  READ THE FOURTEENTH AMENDMENT!!!!!! This also applies.Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. ******No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States******; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. Any time someone tries to maintain decency... they are restricting freedom. Dancing... whether nude or non nude is still a covered form of expression. And because it's done behind doors and walls... There is no reason to try to pass more restrictions on a "private and personal choice" to go to one of these clubs.
