Mcso.org states that Arpaio was a police officer in both Las Cegas and Washington DC for a period of five years prior to being hired by what later became the DEA. As a DEA agent he reached the position of SAC. This is corroborated by Wikipedia. I did not venture past two sources, but I am sure they are there.

Again, I personally know numerous operators, past and present and I can not think of one single example that corroborates your statement.
