Joe Arpaio Attacks Democratic Opponent Paul Penzone Over Phoenix P.D.'s Bungled Sex-Crime Investigations

As Maricopa County Sheriff Joe Arpaio pointed out when a story about his office's bungling of hundreds of sex-crime investigations resurfaced late last year, other Valley law enforcement agencies had "way worse" problems when it comes to investigating sex crimes.

One of those agencies is the Phoenix Police Department -- and the sheriff's already using the P.P.D.'s problems to attack Paul Penzone, a former spokesman for the P.P.D. and Arpaio's Democratic opponent in this year's sheriff's race.

Arpaio's chief political strategist, Chad Willems, has refused -- for the second time this month -- to give New Times a copy of a press release he issued to other Valley news outlets (imagine that).

However, KTAR got a copy.

From KTAR:

"The first Democrat to file and announce his campaign for Maricopa County Sheriff, Paul Penzone, stumbled out of the gates this morning with an announcement that is riddled with errors about Sheriff Joe Arpaio's record of service," stated Arpaio campaign manager Chad Willems in a press release.

Penzone cited Arpaio's office mishandling hundreds of sexual abuse cases as long ago as 2007, for which Arpaio has drawn the ire of numerous critics.

Willems contested that Penzone's own Phoenix police have thousands of sexual abuse cases of their own that were mishandled.

What Willems fails to mention is that when the Phoenix Police Department was bungling sex-crime investigations, Penzone wasn't in charge of the Department, he was a spokesman for the Department -- and had little to do with investigating sex crimes.

In the MCSO's case, Arpaio was running the show.

Another little tidbit Willems leaves out of his comparison of the botched investigations is how each agency handled the fallout.

Arpaio downplayed the whole thing, noting that "if" there were any victims, he was sorry.

As we mentioned in a previous post, it's not an "if" -- there are victims...hundreds of them.

As for the Phoenix Police Department's response to its botched investigations, there were no excuses -- or half-assed apologies.

"Child sex-crime cases are tough to investigate -- they're very difficult, but I think we dropped the ball," Phoenix Sergeant Trent Crump told New Times in December. "Going forward, how do we fix it? How do we right the ship at this point? And that's what we're gonna focus on. We're not gonna blame other agencies -- we need to fix our own problem."

Since the P.P.D. realized there was a problem, the department has had three separate task forces look at the cases to figure out how to move forward. Many of the cases are still being reviewed. Additionally, a "quality assurance" task force was formed last month to make sure that all child sex-crime investigations going forward meet the department's new criteria for how to properly investigate these types of crimes.

Arpaio, on the other hand, vowed to "order a national search to get the best person in this country to come here and we're gonna get advice, consultation."

We're yet to hear whether the sheriff actually followed through with his pledge -- and we have a feeling that's the kind of thing a headline-hound like Arpaio would issue a press release about.

After all, he did issue a press release about not wanting to give "Occupy Phoenix" protesters additional publicity. We'll repeat: Arpaio issued a press release to announce he wasn't giving "Occupy Phoenix" protesters additional publicity.

Funny thing that Arpaio didn't mention about the PPD's terrible record of crime investigation....the leader-The Chief was fired/resigned...and Arpaio's response to his similar malfeasance? No resignation. So, I say us citizen fire his ass in November. I will be voting for Penzone!

He was nothing more than a talking head, parroting what they told him to say.  Most of us at PPD are laughing our asses off that Penzone would think he would have a chance at winning.  We actually laugh when we see him consulting for the news media, adding commentary about how he investigated cases when he was never a detective and wouldn't have a clue even if it bite him in the ass. 

As for the sex crimes stats that's only the tip of the ice burg.  You think the PPD has problems?  Check out the Phoenix Crime Lab.  Nothing has changed there.

So Willems is in a snit with the NT's!  Really?!!  REFUSING to give a member of the press a copy of a press release?  Tsk tsk!   And Willems touts himself as a "professional" political consultant.   It seems Willems mislead us there too, along with his circulation of rumor that Arpaio had over $6 million in his campaign warchest.  Seems campaign reports are a bit more truthful than information from "professional" political consultants.

And Willems failed Arpaio miserably today.  Really, bringing up ARPAIO'S FAILURE to investigate over 400 sex crime cases, just to try to take a (really weak) stab at new political opponent?  This issue was finally dying down for Arpaio.

Willems has shoved this, and ARPAIO'S FAILURES, right back into the news all over again. 

I guess Willems has somehow convinced Arpaio to stick with that old adage "there's no such thing as bad press" ... but it seems Willems isn't too sure about that himself, otherwise, he would have copied the NT's on his press release today. 

Regarding Willems VERY MISLEADING and WEAK attempt to discredit Penzone/deflect from Arpaio, here are some of the facts regarding Arpaio's and Phx PD's failed sex crime investigations:

Arpaio failed to fulfill his $2.7 million dollar law enforcement contract with the City of El Mirage.

It was Arpaio's responsibility to handle these cases; he didn't.

"El Mirage Detective Jerry Laird, .... learned from a sheriff's summary of 50 to 75 cases files he picked up from Arpaio's office that an overwhelming majority of them hadn't been worked.  That meant there were no follow-up reports, no collection of additional forensic evidence and zero effort made after the initial report of the crime was taken.

"I think that at some point prior to the contract (for police services) running out, they put their feet on the desk, and that was that," Laird said."

El Mirage PD later determined that Arpaio's office failed to investigate a total of 432 cases in justTWO YEARS.

Phoenix PD's mishandling of cases involves several hundred cases dating back to 1999.

And exactly how does Phoenix PD's similar malfeasance make Arpaio's malfeasance okay?

And BTW, Phoenix PD did their own audit, determined they had a problem, created three task forces to deal with these cases, and created a task force to make sure that all child sex-crime investigations going forward meet the department's new criteria.

Arpaio didn't do crap to identify, investigate and attempt to resolve ANY of these cases. Arpaio has done NOTHING to keep this kind of thing from happening again.

All Arpaio REALLY DID was make a half-@ssed apology to the victims, "IF" there were any, Arpaio said!

What would Arpaio do if he didn't have anyone or anything else to blame for his poor performance as Sheriff.  He sure did react to Penzone's announcement quickly.  I haven't read where he said anything about Mike Stauffer.  What is he afraid of?  Penzone will give him a run for his money?  (all 6 million or whatever he claims to have saved up for his campaign)  Didn't he learn anything from Pearce?  When your done, your done.  Doesn't matter how much you have.  Good luck to Penzone....................

Joe Arpaio is a failure and a disgrace. He needs to go. Now.

The Phoenix PD admitted it screwed up and worked to remedy the situation it had WITHOUT the DOJ issuing a searing and scathing 22 page report calling out its leader as the "most egregious racial-profiler in U.S. history."

The DOJ also never called Phoenix PD a "broken" agency in dire need of reform.

And the DOJ never gave Phoenix PD 60 days to get compliant with federal laws or lose $155 million and be taken to court, with the possibility of receivership.

The MCSO has never admitted it screwed up and needed the DOJ to come in and kick some serious ass to get compliance with just basic information.
