Sheriff Joe Arpaio Apologizes to Sex-Crime Victims for Mishandled Cases; Deputies Resign After Internal Probe

Maricopa County Sheriff Joe Arpaio apologized today to the victims of El Mirage sex-crimes cases that went uninvestigated due to incompetent police work under his watch.

"Sometimes these kinds of things occur in big departments like (the Maricopa sheriff's office)," Arpaio said during a press conference today, as tweeted by Arizona Republic reporter Yvonne Wingett Sanchez just now. "If there were any victims, I apologize."

We're not sure what Arpaio meant by "if" there were victims.

The internal investigation of the bungled cases, which apparently has been going on since May of 2008, centered on five deputies and two detectives, all of whom have since resigned, Chief Deputy Jerry Sheridan told Wingett Sanchez and other reporters at the press conference.



Sheridan said the investigation should be finished this week.

But don't expect to learn who they were anytime soon: They still have to go through an internal discipline and appeal process, and MCSO took months to do that for former Captain Joel Fox, who was accused of helping Arpaio raise funds illegally for his 2008 campaign.

Arpaio said he doesn't want to throw anyone "under the bus" because of the bungled cases.

And that makes sense, because if you read the above-linked East Valley Tribune article, (which won the Pulitzer prize,) you'll recall that the problem in El Mirage wasn't committed in a vacuum. It was linked to the sheriff's grandstanding on illegal immigration, and also his reliance on former Chief Deputy Dave Hendershott despite knowing Hendershott's ethical weaknesses.

In other words, it was another failure of leadership.

this whole saga of Nickle Bag Joe Arpaio   and his gross  MIS MANAGEMENT  of MCSO  should  not just be handled with voter rejection ........It should be handled  with INDITEMENTS  AND FEDERAL PRISON  FOR ARPAIO    and any or all of his supposedly commamd staff  involved ......   sadly thou ........  this utter breakdown of a police agency  probably ozzes into the rank and file too  .............just hope to god  the rank and file  is not involved   too bad .......

If we think beyond the inexcusable violations of these victims and society involving not investigating these crimes, we can examine the business relationship between El Mirage and MCSO.  The bottom line is El Mirage paid MCSO for a service and MCSO failed to deliver that service.  It really was not a failure to deliver competent LE; it was a decision by MCSO to not deliver LE.  It is the sort of things that someone might take to the AG's office when scammed on a home repair by some traveling roofer for example.  Now, after all these people are victimized, many illegal immigrants, MCSO stages a spiteful illegal immigrant round up to clean up their mess to to show El Mirage that they are in charge?  Being in charge of LE for a town means being in charge every day, not just one day.  It is a good bet that more than half of the contract money from El Mirage was redirected out of the benefit of El Mirage citizens.

I am not an expert on criminal psychology and I am don't play one on TV either, but let me state what I know about sex offender registration laws.

1.  They may be overreaching in some anecdotal cases, snaring registrants that really don't deserve to be on the list like a minor that takes a Penthouse magazine to school.

2.  The laws came about because sex offenders often repeat their crimes because of a sexual compulsion.  Such predisposition to commit additional sexual assaults brings about a public need to know.

3.  For child molesters, the lasting harm to the victim can be far greater and the fantasies that drive the compulsions are deeper rooted; hence registration becomes more important as these offenders are more likely to offend again and the harm is greater.

Now if the above is true, we are continually worried about such offenders repeating their acts and take action to prevent that.  For a given suspect to not be pursued, there is a certain risk that the person will again offend.  For dozens or hundreds of suspects not being pursued and brought to justice, I believe it is CERTAIN that some of them have offended again against other innocent victims.  If the suspects were identified in the initial reports and that suspect is found to have offended again, I believe that Arpaio is complicit in that subsequent assault.

Am I wrong here?

I don't believe anything he says , he just didn't care to investigate , and the explanation he gave about the size of the department shows no interest or no control over his department , he reopen cases more because of pressure than real interest on solving the cases

This article proves that all these years of the overzealous prosecution of sex crimes in this state, (Morton Berger recieving 200 years for 20 images of child pornography downloaded, not produced) all "in the name of protecting children" has been nothing more then a popularity contest for politicians to gain votes for wacko-o parents who are convinced the boogy man is lurking around every corner.

Where are those tough on crime politicians now? Shouldnt they be screaming at the top of their lungs in outrage at the way Arpaio has KNOWINGLY allowed this to happen? If protecting children was so crucial, why do they not care that Arpiao refused to protect these ones??

Arizona has the strictest laws in the nation regarding the very crimes Arpaio is responsible for allowing to happen. Maybe he should have to register as a sex offender for the rest of his life. (although realistically thats not that far away)

The people of El Mirage should be allowed to take some kind of legal action against MCSO and Arpaio. Is it legal to accept millions of dollars from that city like he did and just refuse to hold up his end of the deal???

Criminally complicit, no. He would have to know that the person was about to, or had offended, and done nothing to stop it or arrest afterward.

I think every man woman and child in Maricopa County should be assessed a $50 Sheriff Tax to cover the aggregate excess costs we have in dealing with this enigma of chunky flatulence.  Maybe people would not vote for him if they were taxed to support his antics.  I strongly suspect that every man woman and child pays about $1 per year for their part of the PR dept that is selling the toughest sheriff myth.  A $10M lawsuit?  Cough up your $2.48 to pay your share.  I have four kids so I guess I need to toss in $12.40.

Totally agree with your statement.  Arpaio is insensitive, uncaring, and vile.  I believe he has allowed these children to be raped again by lack of response.  I would not doubt that some have been raped because the known suspects were not promptly dealt with and were left free to rape again.  What happened to "I lock everybody up." or "I enforce all the laws all the time."  It is one thing to be a bumbling idiot.  It is quite another to discard juvenile sex crime victims. 

How can the piece of _______ claim that he did not know what was going on on this.  A simple look at crime statistics and case closure criteria would show that something was wrong in MCSO land.  The only reason the unincorporated areas of Maricopa County have had an increase in crime is named Arpaio.  He can't even decrease crime by stealing nearly $100M from restricted funds.

I just get madder and madder about this situation.  We need some of the news shows to pick this up, like Dateline-NBC, etc.

Sorry to nitpick, but I think it's probably closer to a $300 Sheriff Tax per person just for his lawsuits.  Four kids, that'll be $1,500.  

Of course, that's only money.  In Arizona, we have people rotting for eternity in the hells that are our jails and prisons for pretty minor issues such as mentioned by Amy and Anon.  And we have hundreds of far more serious crimes not even looked at.

The money that goes into creating the toughest sheriff myth should be cut every year.  If that luxury department still exists, cut it again.  Eventually, you will have only the Sheriff and his PR staff and a perfect view of Arpaio's priorities.

It stinks that the PR staff has done more for electing this buttfoon (new word as of today) than any of his campaign contributions.  Of course the contributions came from the taxpayer funded PR staff.  Do we get a cut of his contributions?
