Attention GOP Lawmakers: Most Arizonans Support Pathway to Citizenship for Illegal Immigrants

As if the ouster of former Senator Russell Pearce wasn't enough of a signal to border-hawk Arizona politicos that it's time to perhaps reassess their positions on immigration, a poll released yesterday shows that the majority of Arizonans prefer a pathway to citizenship for illegal immigrants, as opposed to simply booting them back to their native countries.

Believe it or not, even the majority of Arizona Republicans like the idea of a pathway to citizenship, the poll shows.

According to the survey, conducted by Arizona State University's Morrison Institute for Public Policy, 78 percent of Arizonans would support legislation allowing undocumented "long-time" residents to become citizens "if they pay a fine, pass a criminal background check here and their nation of origin, get a taxpayer I.D. number and demonstrate they can speak English."

"The issue of illegal immigration is much more complex than most people realize," Dr. Bruce Merrill, senior research fellow at Morrison Institute and the poll's director, says. "People see the issues of border enforcement and what to do about undocumented immigrants who have been in the country for many years, many with children who are American citizens, as separate issues. This poll shows that while almost all Arizonans want stronger enforcement of border security, people also are strongly in favor of some sort of earned citizenship program."

The idea of granting citizenship to undocumented people who've been in the country for an extended period of time, as Merrill points out, is in contrast to the positions taken by many of the Arizona's far-right-wing lawmakers -- especially Pearce, who staunchly opposes the DREAM Act and other legislative pathways to citizenship.

According to the poll, more than 66 percent of Arizona Republicans surveyed favor a pathway to citizenship, while more than 80 percent of Democrats and Independents support the idea.

As we mentioned yesterday, Pearce's recall election -- and now the results of this survey -- should serve as a message to other Republican lawmakers that they need to take a more moderate approach to immigration reform -- unless they want to go the route of their now-ousted leader.

The nonpartisan Congressional Budget Office scored the bi-partisan 2007 comprehensive immigration reform bill that was proposed in the Senate as increasing federal revenues by $15 billion over the 2008-2012 period and by $48 billion over the 2008-2017 period.

In addition to expanding our tax base, economists have proven that comprehensive immigration reform would also increase wages for native workers, thereby boosting tax revenues generated by all workers. The CATO Institute found that forcing undocumented immigrants to get right with the law by registering with the government would boost the incomes of U.S. households by $180 billion in 2019, which would also lead to increased government revenues, without increasing tax rates.

Just like our budget deficit, immigration reform is an issue that we cannot afford to ignore. Bipartisan proposals that are tough, fair, and practical have garnered support from across the ideological spectrum in Congress, as well as from President Bush and the current administration. Comprehensive immigration reform would clearly help us reduce our deficit and debt, and would do so without raising tax rates.

 US economy largely unaffected by illegal immigration

WASHINGTON — A study released Wednesday concludes that illegal-immigrant workers do not drain jobs or tax dollars and have a neutral impact on the U.S. economy.Because illegal immigrants occupy a small share of the work force — about 5 percent — and work low-skilled jobs at lower wages than other workers, their overall influence on the economy is trivial, according to the report, sponsored by the Migration Policy Institute, a pro-immigration think tank in Washington."The fate of the U.S. economy does not rest on what we do on illegal immigration," said Gordon H. Hanson, author of the report and economics professor at the University of California-San Diego.Illegal immigrants contribute a tiny 0.03 percent of the U.S. gross domestic product, with that gain going to employers who save money on cheap labor, the report says, while their cost to the economy is 0.10 percent of GDP, which mainly comes from public education and publicly funded emergency health care.The net impact at minus 0.07 percent of GDP means that illegal immigrants have an essentially neutral effect on the economy, Hanson said.The report does not factor in the spending or entrepreneurship that illegal immigrants contribute to the economy, said Marc Rosenblum, senior policy analyst at the Migration Policy Institute.Where illegal immigrants do have a substantial impact, Hanson added, is in specific labor-intensive and low-skilled industries such as agriculture, construction, hospitality and cleaning services, where the share of native-born workers has dropped precipitously.Because the U.S. has dramatically raised the education level of its adult population in the last 50 years — going from about 50 percent of all working-age adults without a high school diploma in 1960 to just 8 percent today — the native-born, low-skilled work force has shrunk, while employers continue to require low-skilled workers.This leaves room for illegal immigrants to take such jobs at a low cost, the report says.Illegal immigrants now account for 20 percent of working-age adults in the U.S. who don't have a high school degree.While the influx of illegal immigrants is one of the factors keeping low-skilled wages stagnant, the biggest losers in the current system are legal low-wage workers, both native and foreign born, who compete with the illegal immigrants, Rosenblum said.Meanwhile, employers reap higher profits because of lower labor costs and more productive businesses.The solution to this imbalance, proposed by the Migration Policy Institute, is to provide more visas and legal channels for unskilled workers to enter the U.S.Today, low-skilled workers must have a green card — effectively requiring them to have close family members in the U.S. — or obtain a temporary work visa."We really need to approach migration control comprehensively by both strengthening enforcements and creating legalization mechanisms that will control the unauthorized population and improve the economic outputs that we get from immigration," Rosenblum said.

UNDOCUMENTED IMMIGRANTS ARE NOT CRIMINALS. Its a Civil Matter.

The whole thing is perplexing to people who don't understand that being an illegal immigrant in and of itself is not a crime. The most pervasive comments made in news stories about Secure Communities go a little like this: "Illegal immigrants are what they're called — they're considered criminals by mere definition. Illegals who broke a bunch of laws to enter and live here should be subjected to immediate arrest and deportation — that's fair for everyone."

That's not accurate, but a lot of people have that same misunderstanding — even law enforcement professionals.

During a teleconference last month on the troubles that Secure Communities is bringing to local law enforcement agencies, a few sheriffs on the call commiserated about their misunderstanding of immigration violations.

"I was always told it was a felony federal violation of law and was always under the impression that turning over any illegal immigrants (to ICE) was mandated by federal law — and so did my employees," said Sheriff Ed Prieto of Yolo County, Calif. "But after we met with the Mexican consulate in Sacramento we learned it's not. Then I started looking into how many of our people are being deported before trial and I became very uncomfortable contacting ICE for nonviolent offenders."

Kane County, Ill., Sheriff Patrick Perez said that "90 percent of law enforcement officers believe (just being an illegal immigrant) is a crime, but I learned after talking to an immigration judge that it is just a civil offense."

Sara Dill, a member of the American Bar Association's Commission on Immigration and a member of the ABA's Criminal Justice Council, explained it to me this way: "States are seeking to criminalize what is only a civil violation in federal law." Dill said that failing to get a permit for home construction is one example of a civil, not criminal, violation. "Putting illegal immigrants in a criminal context confuses merely being present in the United States without authorization with crimes such as falsely claiming citizenship or identity theft, which are crimes under federal law."

Everyone knows that of the universe of illegal immigrants, some have committed nonviolent and violent crimes — and everyone believes these should be prosecuted to the full extent of the law.

But believers of following "the letter of the law" cannot continue equating all illegal immigrants living in this country with criminals, who have plenty of civil rights of their own. That's not the American way.

In another 10-15 years all the today's kids of undocumented parents will turn 18. They will be able to vote, they will be able to bring their deported parents back, as there no visa limits for immediate family members of American citizens. Is it realy smart to spend all the money to deport people today just to get them back in 10-15 years? Is it realy smart to put another 4 500 000 American citizen children in foster care after deporting their parents? American taxpayers will have to pay to deport parents of 4 500 000 American citizen children. Then they will have to pay to feed, cloth, house and educate 4 500 000 American citizen children, provide them with medical care for the next 10-15 years. Then all the deported parents will be back, applying for SSI and welfare based on physiological depression triggered by deportation and separation from their children and spouses for decades. There probably will be some kind of compensation from the Government like American Japanese got for being detained in camps during World War Two. What is more humane and more beneficial for the economy: spend trillions of dollars on deportations and social services only to get all the deportees back in 15 years, or stop the deportations and Reform the Immigration system? Bringing people from the shadows will strengthen the consumer base and jump start the economy. It had always happened in the past.

Compensation?  Pleeeeese?  My family that got murdered in other nations did not get compensation.  My family that were stolen from in other nations did not get compensation.  My family that had everything stolen from them by the IRS based on false accusations did not get compensation now that the government has reciprocity with the Swiss banks and can see that we never had an account there - do you think they might return our properties and monies now?

And as far as Mexico goes.  How about compensation for all that we have spent on Mexican children educating?  Free health care?  Free incarceration?  Free foods?  Charitable aids?  All done at the expense of US citizens who were denied some of those same things that our government chose to give to illegals here in the US and also to Mexicans in Mexico?  Even our jobs were given to illegals and we were ridiculed for wanting them back.  Where is OUR compensation?

Current Immigration Laws were called broken and dysfunctional by many politicians and Mr. Obama himself. There are 4.5 American citizen children who live every day in constant fear of losing one or both parents due to deportation, there are thousands of American citizens who cannot adjust their spouses status. American citizens face separation from their family members for unknown period of time, possibly indefinitely.

Nothing against your post, or you personally, but more and more Americans could care less about Legal Immigrants. Yes, of course, we would choose Legal immigrants over Illegals, but I prefer choosing Americans, over them all. There is absolutely no reason, whatsoever, for bringing in 1,500,000 Legal Immigrants, every single year. 800,000 or more Student Visas are handed out to college students all over the world to come to colleges, here. Sorry, you folks are pulling the same shit that Azcentral does...tell us more about the poll.  How Many people did the survey contact?  Where do they live (what region of Arizona)?  What ages were the respondents?  What is the margin of error?  You can't just fling around numbers and expect people to buy into your way of thinking.  How about this?  '66% of Arizona citizens think women should be subordinate to men.'  Did that raise the rankles? Sure why not give citizenship to the whole world?   With unemployment high, the so called economy in the tubes with not much hope of ever recovering, increasing taxes as we speak, loss of rights and freedom, pack them in here.   They have a better chance of getting any social services than we do.   The federal boys need more tax money for their wars on women, children and poor people around the globe so get them in here now.

Walt we are working on it.........the left is made up of pitiful people that want to destroy this country like the barbarians did to man's so called civilizations in the past! the three top poorest countries in the world are sending immigrants to  this country every day and we are accepting them so we can educate and take care of them and you know who they are!!! Latinos are even out numbering them and we are not able to control any of this! The countries in Europe, Cananda and the US are being over-run with more pitiful people, that we basically can't stand, and no one else wants them either!! WHAT'S WITH THIS????  I see no hope here because of the way we are going and by the late 2030s this will be a barbaric mess here and nothing to look forward too!!! WE NEED TO STOP ALL IMMIGRATION FROM ALL OVER THE WORLD and get a new President with some intelligents that can help lead to a change in the laws!!!....The one right now at night signs laws that are destorying the country....WHAT'S WITH THIS???? The congress gets to do under the table stock purchases so they can become millionaire like all the other gov. a-h's!...The post office knew they were going bankrupt many years ago and now that it's hit the billions they need to cut back.....ARE WE TALKING STUPIDS HERE TOO?????? THIS IS SO SCARY ABOUT THIS COUNTRY!!!!! THE CEOs MADE 27% MORE IN SALARIES THIS PAST YEAR AND GOING UP....BUSINESS IS GOOD   O-BOY!!!!

Let us take Mexico, now. Geesch, Millions of Mexicans have a right to come to our country, because we have jobs. Mexico has oil and a whole lot of other natural resources we could use, so we can invade their country, because they have things we want. It is called, Equality. Equal treatment. They do it to us, so therefore, we have the right to do the same to them. Fair play. Let's get at it.

Well we basically invaded the area we now call Arizona and took it from Mexico so why not the rest of Mexico, at least Sonora! and Baja!  There's your path to Citizenship!    But seriously, a LOT of people come for seasonal work from countries other than Mexico but call themselves Mexican because they won't be transported so far from their reentry site, the U.S. Border.  Remember now, 99.9% of the people who actually import themselves without the proper documentation through a non-border entry site, are much poorer than any of the poor in the U.S. and they will leave once the jobs that they came for dry up - that's why it's called seasonal work.  I wish you bigots would start hating on rich white guys for a while and leave these poor defenseless people alone.  I think you're really just cowards.
