County Attorney Won't Charge Ex-Glendale Cop Accused of Sexting/Sexually Abusing Teen Girl *UPDATED*

Former Glendale police Officer Christopher Balmaceda won't be charged with any crimes, despite admitting to kissing a 17-year-old girl while on duty.

A former Glendale cop accused of sexting several teenage girls, and sexually abusing another, won't be charged with any crimes.

Police recommended that former Glendale Officer Christopher Balmaceda be charged with one count of sexual abuse and four counts of luring a minor for sexual exploitation. However, the MCAO won't charge Balmaceda with any of the aforementioned offenses.

Glendale police started investigating Balmaceda in January after parents of a student at Mountain Ridge High School -- where Balmaceda had done off-duty work -- told police their daughter's friends were getting inappropriate text messages from Balmaceda.

Turns out, Balmaceda allegedly sent 3,600 text messages to five different girls between September 2010 and January of this year.

One of the girls, a 17-year-old, told police Balmaceda kissed her and touched her inappropriately.

According to an internal review of the case, first obtained by the Arizona Republic, Balmaceda admitted to kissing the 17-year-old, and sending inappropriate text messages to the other girls.

"Balmaceda admitted to me that from September 2010 through January 2011 he sent numerous sexually explicit text messages to four female Mountain Ridge High School students for the purpose of gratifying a sexual desire," a Glendale sergeant wrote in an internal review.

Glendale police stand by their investigation, telling New Times the agency's position is that it believes it found several "identifiable criminal acts" committed by the former officer.

"It's our position that our detectives conducted a very thorough investigation," Glendale Sergeant Brent Coombs tells New Times.

Coombs continued by saying "we don't have any say" in what the County Attorney's Office decides to do with the case.

I'm dying to see this explanation. If a police detective unit thinks a former officer is guilty, that says a lot, considering how much police like to cover for their own.

In Louisiana it is the age of consent and you are considered an adult by the justice system and will go to Angola with the big boys and not juvie. Let's not make out like he was messing around with a six year old, because 17 is legal in The Dirty South.

See this is where the US system fails. In the UK for example if there is evidence of a crime the police must investigate and seek to prosecute it is up to the judge themselves whether the case should go ahead or not and obviously if the judge has ties to the defendant then the case given to another judge. It's not a perfect justice system by any manner or means but it certainly has it's plus points.

Between Arpaio's people not wanting to investigate child sex abuse cases and the County Attorney not wanting to prosecute a sexual predator cop, it seems that Maricopa County is becoming a welcome home for child molesters.  At least the Glendale Police Department is willing to investigate one of their own.  I am glad to see the at least they have some integrity.

Mr. King, it may make some sense if you can find out if this guy was fired, and if AZ P.O.S.T. has taken, or will be taking, action regarding his certification.

Also, the age of the victim and how she was 'touched inappropriately' would determine charges. Obviously GPD recommended charges, which is appropriate and doesn't seem to be protecting this guy.

It may be that the victims don't want to have to testify, thus the chance of conviction is lessened. The MCAO should be transparent about why there won't be charges...

According to AZ state law, they are minors and sexual contact with them would be statutory rape.  No ifs, ands, or buts, go to straight to jail statutory rape.

But the offense happened in Arizona where the legal age is 18.  It is statutory rape to have sexual contact with a girl under 18. Like it or not, its the law.

Yeah but Rick the article says that he just kissed her and maybe grabbed her butt. That definitely is not statutory rape in any state.

The article and majority of the comments are calling this cop out as a pedophile which is ridiculous. My point was that even if he had sex with her, she'd be considered legal in at least 41 of the 50 states where the age of consent is 16 or 17.

Just because it is 18 in AZ, CA, ID and a few other states doesn't make this guy a kid toucher or child molester. So get off his case. He succumbed to temptation and made a bad judgement call but he didn't commit a crime, he didn't commit statutory rape. He just kissed a high school chick and maybe got to second base.
