Susan Brock's Prison Disciplinary Infraction: it Involves a Bathroom

Four months into her 13-year prison sentence, and Susan Brock has already earned her first ADC disciplinary infraction.
We got our hands on the disciplinary write-up Susan Brock, the supposedly estranged wife of Maricopa County Supervisor Fulton Brock, received in prison last month. As far as breaking the rules in prison goes, it's pretty lame.

Brock is serving a 13-year prison sentence after admitting that she carried out a sexual relationship with a teenage boy for nearly three years. The Brock's adult daughter, Rachel, was convicted of abusing the same boy and is awaiting sentencing.

To earn her disciplinary write-up, Brock didn't try to escape. She didn't spit on a guard. In fact, she didn't even try to "shank" anyone. Brock's infraction: she used a bathroom she was told not to use.

According to the Department of Corrections disciplinary write-up of Brock, on August 23, at about 8:20 a.m., Brock was waiting in a visitation room at the Perryville prison -- where she's serving her sentence -- to see an eye doctor.

While waiting, Brock used a bathroom in the waiting room.

According to the corrections officer who wrote up Brock, she'd been told previously that she's not allowed to use the bathroom in the waiting room.

The CO didn't actually see the county supervisor's wife use the bathroom, she was told that it happened (presumably by another inmate). The CO confronted Brock about using the bathroom, and she admitted it.

The infraction is considered by the DOC to be a minor infraction. The punishment for Brock: 30 days "loss of privileges."

One of the worst things that can happen to you in prison is to become sick or injured.  The security requirements are so high, and the pay so low, that medical personnel are hard to come by.  In addition, it is generally assumed that whatever happens to you is well-deserved, no matter what your crime was.  Everyone gets treated like an axe murderer.

Arizona is well on it's way to becoming a felon mill.  It's lucrative for the private prison industry, who lobby for laws to ensure all those facilities they build stay full.  For the state, it's kind of like a tag and release program.  No rights. No privacy.  And we're relieved of that pesky burden of self-determination.  The debt to society never gets paid, no matter how well you live your life from then on.

In prison second party testimony like an inmate telling a guard I saw her is considered hearsay. Self admission of an infraction however is enough to find her guilty.

im really suprised you havent investigated whether the fact that both brock and her daughter were just used by this teenage kid as conquests. i find it hard to consider him a victim because he never told anyone what was going on

there are reasons for rules,  becuase you dont know or understand why an inmate isnt allowed in a certain area, maybe you shouldnt judge.

I worked visitation and never did I deny an inmate to use the restroom. They are allowed bathroom breaks. The reason for asking is so they can be watched. due to drug trafficing, which females at Perryville do try to do. In which case if they manage to get it through, make a mess of the bathrooms, with their feces on the wall, floor, all over the toilet. Trying to get the baggy out. They want the officer to clean it up. So you can understand visitation bathroom, is for visitors, who would not have to experience sick disgraceful acts females can do. If she was told no, there was a reason, there are always two sides to a story, Not all officer treated inmates horribly, at least I didn't. If I told her no, it was because I couldn't monitor her, going into the visitors bathroom is a violation, they know this going in. To put this out publicly is because she is married to someone famous, like I said before most inmates are allowed bathroom breaks, just not the visitors bathroom

My dad used to work for ADEQ up until his death last year. If he were still alive he would not be ok with me posting this..but it's true and it needs to be told. It is COMMON KNOWLEDGE to all the workers at ADEQ who took samples from the well where Perryvile prison gets its water that the ground water is extremely polutted, to the point where it has to be causing serious illness to those inmates. The ground water has cross contamination waste from some old Motorola plant that used to be near by and in the late '80's early '90's Motorola thought nothing of dumping the hazerdous bi products from its different sites located in the west valley into near by wells. They were fined millions of dollers for this, but none of it went to clean the water being provided to the Perryville inmates

The truth is she had just eaten the prison beef burritos and laid a nasty loaf in the toliet where everyone had to smell it for the rest of the day. It was awful. She thought it was funny. It was horrible. We had to live through that day and most of the next.

Sounds like it might be a restroom that visitors can use; thus allowing contraband to be hid that can then be moved in or out of the prison. If that's the case, punishment is certainly warranted.

Yeah, there are outhouses outside on the field track for inmate use. So, why wasn't this lady allowed to go outside and use them? I suspect because she was on her way to a doctor's appointment at another location on the prison grounds. The waits for doctor's appointments like this are horrendous and often hours long. Once the CO's got everybody rounded up for transportation (often not more than a 5 minute van ride to another part of the prison) they consider their job done and won't put out the effort to make the inmates comfortable during these waits. I learned to "hold it" because oftentimes, asking for permission to step outside and use the inmate outhouse guaranteed that wait time might be extended on the whim of the officer in charge of the particular group. Not all the CO's were like this, to be fair, but there were quite a few who were. There are many, many employees at Perryville who look down at inmates as sub-humans. And there are many inmates who MIGHT deserve it. But a majority of inmates are just PEOPLE WHO MADE MISTAKES. The hardest thing about being in prison is not to let the way you're treated and managed turn you into the animal they consider you to be.

The public needs to know the policy on when an inmate has to urinate. We've seen the videos of male inmates relieving themselves in the jail getting beaten. So what was this female inmate's choice -- use the waiting room bathroom or go on the floor and risk being beaten? Perryville prison is not designed for women and does not meet code so what was Mrs. Brock's option. It's time for the public to learn about what happens to incarcerated women in Arizona and the demeaning way they are treated. With all the media coverage on Mrs. Brock, we will be able to raise questions that the reporters need to find the answers. Mrs. Brock's case will shine the harsh bright light on women in the criminal justice system and the prison system in Arizona. So some good may come out of so much tragedy.

The plumbing does not work at Perryville. The water runs continuously in the sinks and can never be shut off -- wasting precious resources and taxpayers money. ADC needs to get the plumbing repaired at Perryville women's prison.

Oh I've had those burrittos. On burritto day, everybody holds their noses. They are fabulous, don't get me wrong, I love them. But oh my God the stench... If she actually loafed in a public area after digesting the burritttos she deserves the hole.

Describe the bathroom locations in the waiting room and was one available for the inmates?  If not they have a design / code problem that needs to be corrected. Mr. King if you're going to write about all this, then get more facts -- like the code violations at Perryville -- asbestos, mold, fire codes, etc.

   Sweetie- are you ever an innocent!   I know for sure you have never been to a jail or prison.  There is no "code" violation if an inmate can't have accses to a bathroom.  They don't exactly worry about the health and/or comfort of an inmate-  in fact the worse the better!

     You completely misunderstand me.  I am not for torture. I don't want inmates to be treated like animals- but they are treated like this every day, and worse.             Over twenty years ago-  my dog was loose in Glendale, and I got as ticket from Animal control.              I [stupidly ] ignored it- got pulled over by phx police- and got thrown in jail for 18 hours on a warrant!       While in the holding cell, [6 beds, no mattresses, metal slats, twenty two women, one toilet]   ,  the police brought a fellow through the door right outside our big glass window.  A VERY drunk fellow. Could barely stand up.                Seeing all of us ladies, he was moved to take off his cowboy hat, and his reactions to the cops yelling at him not to were slow-  so they beat this unarmed,[and very drunk], man right to the ground. Right in front of us.            I am not saying I believe it is right- only saying there is no concern for health/safety of the public while incarcerated - it is a disgrace, and we are nationaly known for it.

Much as you might want to treat them like animals, they aren't. But I'm sure in your world you'd see it as entertaining that an inmate pee themselves, urine spilling on the floor of somebody's waiting room.I just find the attitude to people like you to be close to monstrous - you remind me of Romans during that sick civilization's decline. Your respect for life is close to zero, your understanding of what made America great has twisted to the degree you worship the things our enemies became our enemies for.
