El Mirage Officials Hire Political Pals: UPDATED With Links

When El Mirage's current elected officials campaigned for office, they promised residents change and transparency -- a politically popular word these days.

In some ways, El Mirage Mayor Lana Mook and her cohorts on the City Council have delivered -- they increased the water and sewer rates by about 10 percent, laid off employees, and yet handed jobs to their political buddies.

Consider that City Manager Spencer Isom was assistant city manager before getting laid off by former City Manager B.J. Cornwall. He later was rehired to the top job by the new slate of council members.

Longtime residents tell New Times that during his time away from the city, the unemployed Isom spent time with Mook and her slate of political pals, meeting in his El Mirage home and attending council meetings and fundraisers with them, and meeting them for dinner at the Riff Raff Bar and Grill in El Mirage.

Once elected, Mook and company laid off Interim City Manager Rick Flaaen, the city attorney who was temporarily wearing the manager's hat. While city officials went through the motions of finding a new city manager, and even got some assistance from the League of Arizona Cities and Towns, the word is that they didn't actually interview other candidates.

They handed the job to Isom.

El Mirage officials did not return repeated calls from New Times. And here's a note that Isom sent to all employees prepping them on how to handle any media calls. Isom refuses to answer questions from New Times
 
Of course, El Mirage needed a city attorney since it dismissed Flaaen (also without explanation). The job wasn't advertised, but the council agreed to bring in Robert M. Hall, an estate-planning attorney from New Mexico. That is, his office is physically located in Albuquerque.

You might wonder why would El Mirage officials have to go as far as New Mexico to find an attorney? And even then, why would they choose one that specializes in estate planning and probate cases?

Hall, it turns out, also is the attorney for Snowflake, Arizona, the town where Isom served as city manager before coming to El Mirage.

The sweet deal that Hall has with El Mirage is this:

He attends the city's regularly scheduled council meetings on the second and fourth Thursday each month and works Wednesday and Friday mornings of those meeting weeks -- essentially four days of work a month -- for a minimum of $7,000. Click here to view Hall's agreement.

That doesn't include Hall's $160-per-hour rate or his "reasonable out of pocket costs," according to his single page agreement with city.

Another interesting El Mirage hire is Leah Hubbard.

She and Phil Hubbard (relationship unknown), who used to work with Summit Consulting Group, ran the political campaigns for Mook and councilmen Joe Ramirez, Jim McPhetres, John Palladino, and Lynn Selby.
 
Leah Hubbard's ex-husband, Shawn Hubbard, of Lihue, Hawaii, designed mailers for the political crew and set up their websites.

After their victorious election, Leah Hubbard was hired as an interim assistant to the city manager -- a newly created position, formed in December 2010.

The job was advertised and at least three people were interviewed for the post, including Hubbard. Although another candidate received a higher score -- 90 out of 100 possible points -- Hubbard, who scored 70, was handed the job.

And then there is Bill Pupo, a familiar figure in the West Valley who served as former City Manager of Surprise.

While she was campaigning, Mook told people that if she was elected, she would bring in someone to conduct a forensic audit. Apparently, that person was Pupo.

In a single-page memo dated January 5, El Mirage agreed to hire Pupo as a special assistant to the City Manager and pay him $38 per hour for up to 19 hours per week, without benefits.

Since these are the only terms outlined in the agreement, it's unclear how much the city shelled out to Pupo and exactly what he produced during the unspecified time. However, it may be a moot point since Pupo since has been hired full-time as deputy city manager.

Pupo could not be reached for comment.

I think the subtitle of the article says it all, "Mirage Madness".  For some reason Kern has been protected by BJ and Isom for years.  This guy is a very loose cannon and should have been fired years ago.

If Isom & his cronies aren't reading these comments directly, they do hear about it.  Whether or not they read it directly, or that they do not choose to acknowledge the problems they create, does not mean some good can not come of the discussions going on.   Without these discussions would any one of us have realized the extremes they have gone to in protecting and benefiting themselves and their friends while sticking it to hard working employees and the residents of El Mirage? We do not have to take this nor allow it to continue.  The purpose of talking about it is to stop them from continuing this outrage.  I do not "chuckle" when I read these comments, there is nothing funny about what they are doing.

This sick thing is there's more than BJ & Isom that's covered for Kern.  Sharon Antes & Mary Dickson witnessed & allowed his demeaning behavior toward the two female code enforcement employees and did nothing about it, even after they were called on the carpet for allowing it to happen openly in the office.  Mary Dickson allowed, even encouraged Kern to do things against the Personnel Policy.  Where Kern is concerned there is mass corruption going on.  Considering the fact his work ethics (none) and productiveness (none) reflect badly on the City, it's unbelievable that he is so protected while using City time and resources to benefit personally.  Mayor Mook said one of the first things she would do when elected would be to get rid of Kern but that hasn't happened.  Guess he's got something over her too!

Kern has been protected by BJ Cornwall but why the continued protection is anybody's guess. The move to put code enforcement to the police department was a plus for Kern. He now works for one of his friends, a Sergeant Cormer, who will possibly be involved with coverups to protect Kern even further. When Kern lied about a female employee (the one he called a overtime whore) to the assistant City Manager (Spencer Isom), the female was given a day off without benefit of a chance to tell Isom Kern lied. She was refused the right to speak. When there was a hearing to appeal the day off, Kern lied under oath. Isom was not allowed to be in the room to witness the lies and if able probably would have reversed the punishment knowing he had been had by Kern. Kern was not punished for lying under oath, furthering the trend of being under the protection of management. A federal EEOC complaint was filed and BJ ordered the city attorney to 'fix it'. The female was given her money for the day off and records removed her punishment. The other female employee was verbally abused by Kern and when she filed a complaint his boss recommedned he be fired (this was the final straw). All three code officers filed a hostile work environment against Kern.  BJ conspired with Kern to mask the demotion from code supervisor as a position eliminated move to protect Kern in his next bid for Glendale City Council. They consipired to seal his personal actions. They also conspired to allow Kern to keep his supervisor pay for longer than he was a supervisor. In spite of the hostile work environment, Kern was placed back into an equal working relationship. Kerns new supervisor, Mary Dixson, continuted to treat Kern as a supervisor level employee and allowed him to do things as a supervisor. (she went with Kern to Surprise in a City truck to look at a house he wanted to buy but she never told her director Kern misued city property for personal gain).  She also witness the verbal abuse by Kern of the female code officer who was later laid-off in a 'cost saving move' in spite of being an exemplory employee making 20k less than Kern. Kern did not work hard then and now under his friend at the police department, works even less.  Kern has abused his position in the city of el mirage by fixing bids to beneift his friends, has abused his relationship with venders by hiring their services ($3000 from EMD Group alonge) then refusing to pay them wi perhaps would not use them or accept their bids for work in the city. The corruption and malfeasance demonstrated by Kern has gone on in the 5 plus years he has worked for the city. Fear him when he becomes a el mirage posse member and carries a gun. Ther are not enough dollars to cover the potential lawsuits coming from his possible abuse of power. The peole that have shared this information are in the position to know Kern.  My family have been the brunt of his abuse.

BJ might not know what he was talking about. If Kern did have a felony then selecting him to work for El Mirage is indicative of the dishonesty and underhandedness that continues. Sad.

I do know that when Kern applied to be a police officer (years ago) that he couldn't pass the background check.  BJ stated at that time that Kern had a felony conviction on his record.  I'm not sure how he would become a posse member.

stg cormier will do what his superiors say and they have spoken loud and clear, "hands off Kern". Cormier will be sent packing before Kern gets a hair out of place. I appreciate your confidence in justice but there has never been and will never be justice where Kern is concerned.

I very much agree, Kern has and is continuing to get away with lies, deception and most anything he should not be…but as far as Sergeant Cormier, well Craig is too ethical to let him continue to get away with things for long. Just give him time.

I followed the comments and the most disturbing ones were about an Anthony Kern. My questions are:  has he paid his debt for lawn services, is he a posse member for El Mirage without any training, is he carrying a weapon, is he restricted from contact with the employee he called an 'overtime whore', why has this behavior been ignored by the mayor and manager.

Pretty big words for a moron.  You just proved how gullible some people are.  "You bitter people" - seriously, did you read what you wrote - you obviously have issues with the previous city manager and others that were around during that time so who's bitter - that was a long time ago - and by the way, a lot of those "crooked cronies" from when BJ was around are still there pulling worse shenanigans than before. The reason why these "mediocre players" play together is for their own benefit so don't look for a so called "Championship" from them for El Mirage and its residents.  You are so far off you can't see the forest for the trees as far as who the commentors are, and how can you say there's no proof, unless you're just taking this personally because it hits home.  The proof will come soon enough.  If I used your thought process (or lack of rather) my bet is you are one of the current "crooked cronies".  Just sayin back at ya!!

Some of these comments crack me up! The funny part is being able to tell which commentors were part of the corrupt regime that was just ousted! Do you bitter people really have nothing better to do but keep getting in El Mirage's way? You did it for years and continue to do it still! How pathetic.... Not one of you attackers have any facts that prove that anything shady has been going on. Just a bunch of pedantic rants.

If the new city manager hired people who he has had successful working relationships with in the past then Kudos to him! As far behind as El Mirage is, they don't need to waste time with building new relationships with un proven people regardless of how many years they may have over another candidate. Phil Jackson once said"Give me a team of mediocre players who can play together and I'll give you a Championship. Give me the best in the league who won't play together and we'll lose every season." El Mirage is Lucky to have someone with an already built in mechanism of relationships and experience to plug into the City and get things done.

My guess is…you are only seeing the forest from the ground up. Look below the ground, into the roots of the city. You want proof, well I happen to have proof. Did you know Mr. Isom was paid normal time, by the city, while taking care of personal needs in Northern Arizona? This can and will be shown soon enough.

All the politicians will do is raise taxes to provide services - thats their only answer.  Are we going to pay higher taxes than paradise valley so that we can live with shoddy services and limited growth?  This City's best days are behind it with the last council and manager gone now.  Good luck - my house is going to be listed on MLS this week.  Word to the wise - GET OUT WHILE YOU CAN!!!!!!

Tonight at the council meeting they are voting on whether to put the secondary property tax to the voters to pay for police and fire.  Before you vote for this significant tax increase ask yourself this one question.  They were bragging that they had a blanaced budget which means they have enough money to fund city operations to include police and fire.  If that is the case, they DO NOT need the money for police and fire.  What are they hiding??  DO not vote for this increase and recall them now.

Some people need to see the big picture, and I know from experience.  I have had past dealings with Mr. Isom, sure he leads you to believe he has respect for you…however that’s the point, he leads you on and is very two-faced. I “use too” have respect for him as well, but later articles will show just how he thinks he’s above everyone around him. They said Mr. Cornwall would let the old Council/Mayor know what needs to happen, but Mr. Isom…well, he is the puppet for this new Council/Mayor, which is a direct reflection of who they really are. Why do you think Mr. Delgado sustains on certain issues. Mr. Isom reminds me a lot, about the way Governor Evan Mecham was, while he was in office.

As a resident of El Mirage and having attended quite a few Council meetings, frankly, I don't have an issue with hiring people you know or as Monica refers to them.."political pals". When someone takes office, they are going to try to get the people they know and trust into positions to support the administration. Everyone does that in politics so to act like it's some kind of conspiracy or some sort of new way of doing business is ridiculous.

I will share with you my experiences so far and believe me, I was very skeptical of this new Council having seen their antics before they even ran for office. Several of them still have me leery, but so far, they have done nothing to cause me true concern. I have had several interactions with Dr. Isom and he has been very attentive, helpful, and thorough in his dealings with me. He has always treated me in a professional manner without acting like he was somehow above me. He has returned every one of my phone calls and even has given me his personal cell phone so that I may always reach him directly. BJ Cornwall NEVER did that.  The Council has been pretty transparent in their decision making so far and anyone who thinks otherwise needs to go to a City Council meeting once in a while or simply ASK QUESTIONS of the Council. They have been pretty responsive to me when I've asked of things and while I'm not necessarily a favorite resident of several of the Council members, they have all treated me respectfully and have been honest with me. While I am concerned about some of their expenditures, I'm willing to see how things are going to play out without jumping to a conclusion like calling them rip off artists.

Monica has always had it out for El Mirage for some reason. Whether it was the last Council or the current Council, she has always painted El Mirage in a bad light and can't seem to find a positive thing to say at all when there is plenty of positive going on in El Mirage lately. I haven't seen her at a Council meeting since AZ Republic let her go....Monica...come out and see for yourself what's going on in El Mirage and find the positive. It's here.

Of course you wouldn’t BeliverInElMirage, or should I say, Beth Simek, the Vice-Chair of the Planning and Zoning Commission for the City of El Mirage. The same Beth Simek who is accountable to the Mayor and Council, you very well know, the Mayor and Council will determine if the Committee is functioning properly and accomplishing the defined duties and responsibilities of their wishes.  Unless you forgot, a role that is strictly advisory in nature and governed by State Statues. Was there something promised too you as well? I guess time will tell.

You are the same Beth Simiek that the city said in their newspaper was responsible for getting the city $850,000.00 to fix the washes. I hear that there is no money left,yet nothing has been done. I heard that Mayor Mook bought and renovated a home in Rancho El Mirage, the same area, maybe she had some of her "friends" channel some of the funds toward the renovation.Also mayor where were you last night, I find it interesting that you have come to every meeting of the HOA for the last 6 months and now that your dirty dealings have come to light you are in hiding. I say recall them all.

Phxnative - You can't help but feel for this little city.  Seems like the new CM is worse then the old one.  I just feel sorry for the quality employees that were let go either by BJ or Isom just to solidify their power bases.  Calvert is a moron and needs to go.  Anthony Kern is beyond incompetent.I also feel sorry for the residents of EM that just want basic services performed by responsive City employees.  Seems like the current regime will make that next to impossible.  Maybe if we hire one more assistant for Isom he can just sit at his $10,000 conference table and watch his plasma tv all day (attending dinners with his political cronies at night).  This is beyond sad.

The mayor,council and city manager need a little more rope to hang themselves with, this way they will be tied up so they won't dare to try to run again.

Yes it is sad…somehow El Mirage hires and/or elects the wrong people for the job, and who suffers for it, the citizens. I hope someday within the not so distant future, the City of El Mirage can move forward and overcome the unpleasant visible past within the present. Remember one can do good, and it is the bad that is remembered. There has been enough bad to last at least the next five or six years, after the bad is really gone.

Monica….. I see you’ve republished your “blog” with links (I won’t be referring to your writing as editorials going forward).  The “proof” you provided still does not justify your slant. The differences in scores appear to a result of one candidate having 7 years’ experience, while the other did not. However, you yourself mention how Leah Hubbard ran a success campaign for the sitting Council. Does that firsthand experience count for nothing?  I’d think they’d give that a few points. Not to mention your proof says nothing about how the candidates did in the remainder of the process.

As I’ve said you take a lot of liberties with people’s reputations. Where’s Walter Cronkite when you need him.

As for Dr. Isom’s memo, it is not like policies you would find in other governments or prominent private-sector organizations. To honest, having not seen this before I would say it portrays a professional, open style of management, something you should be commending rather than condemning.

You stated you’ve been covering El Mirage for more than 10 years.  Maybe it’s time you hit the reset button and give this community a chance to heal. There are positive things occurring in El Mirage and I like it here.

BJ wasn't given a choice - he was forced to hire Isom for reasons other than best qualified.  Isn't that great for getting the best for the job!!!  And to make it worse they get rid of him and then he's brought back, as if he didn't do enough damage the first time.

I agree - it is a shame when so many good things could be happening for the city.  Don't discount that Robert Nilles is directly involved in making these bad decisions for the city.  He's admitted to costing money for Surprise in making wrong decisions but evidently didn't learn his lesson, or just doesn't care because he still gets paid (soon at a Deputy CM pay scale).

Well said "if you only knew".  It is just a shame to see this little city that has had so many opportunities squandered by imcompetent management continue to head down this road.  If they would have hired/promoted George Flores to be the CM, the dynamic would have changed 180 degrees to one of ethical/smart management and the quality growth and development that the city so desperately needs would have followed.

There's a lot more to the hiring Isom saga but I'll leave that one alone.  It would take a novel to relay all the things Isom has and hasn't done to El Mirage residents and employees.You are right that there is no need for all the Deputy CM's and Assistant to the CM positions they are filling, at the expense of the residents and employees they are laying off (that brought in revenue), but keeping their fat paychecks going. A good CM uses the talents of the employees to get the job done, and helps them do their job by putting resources where they are needed, not in their own pockets and the pockets of their "buddies".

I never got that impression from BJ.  My impression was BJ didn't want to deal with any "day to day" issues but only on his lawsuit with Glendale.  This little city's CM shouldn't need a deputy CM or assistant CM (whatever you want to call it)....the city is simply too small to justify the need.

It's not Monica that needs to give the community a change to heal - she's trying to alert the residents about what has been going on and to do something before they can't or the damage done will be irreparable.  El Mirage went from the frying pan into the fire when this latest group of misfits took control of the City.

Whatever your relationship is with Isom enjoy it, but I'd keep one eye on my wallet and both eyes on my back if I were you.  No one is taking liberties with his reputation, it is following him whereever he goes.  2Cents is appropriate for your signon, because that's all you'll have when he's through.

Isn't a benchmark for being the best have alot to do with experience. So If Amy had 7 more years then she is the most qualified. While Amy has been working in Arizona and has many connections, Leah has been in Hawaii and before that in Texaas. She has been out of touch with what has been happening here. Running a campaign has nothing to do with being a inter-govertmental person, spokesperson, newspaper person and all around everything to the Mayor.

They're bellying up to the trough and you better get used to it.    It's the norm in this former "great country".    We pay and they play.    I guess the economic downturn is over in El Mirage.  Plus the city is so huge and profitable that they need an assistant manager for every day of the week.    I doubt if there were any political underhanded dealings involved in the hiring of all 1,000 city managers and assistant managers and special assistant manager and assistant to the assistant managers or the chief special assistant to the special chief assistant managers.   They don't need any civil service tests in El Mirage.   Plus they're too busy being transparent to answer any questions about how they're ripping off the citizens of El Mirage.   I'm sure those citizens don't mind.  I'd trust every one of those 1,000 new managers and city managers to never defraud the city.   They sound very transparent...so transparent that you can see right through them.

Well I see that the information that Monica wrote about is accurate. It looks like Leah is NOT THE BEST. It looks like they are paying $7,000.00 a month plus for Hall. It looks like Isom does not want the employees to ask questions, that said, maybe they should not as we have the BEST spokesperson in LEAH or yeah she isn't returning calls. By the way on her LINKEDIN page I don't see anything about her being a spokesperson. If she is THE BEST I would hate to see the worst. Come on Councilmen and Mayor please remember this is a country OF The People, By The People,For The People....NOT IGNORE THE PEOPLE, SCREW OVER THE PEOPLE and LIE TO THE PEOPLE

I don't even think it take's questioning - if you offer information that's contrary to what he wants to do, even if what you say is the right thing to do - you might as well leave, because you've just been added to his layoff list.  Isom's not interested in what's best for the City - he's interested in what's best for him and what makes him look good.

Pupo and Nilles are no different.  In staff meetings employees are told they are there to support what they do and not speak out.  I thought you have employees to be part of the organization and add valuable input, but evidently employees are to be seen and not heard, just put out the fires and shut-up.

They hold their peopel to higher standards then themselves.  They can come in late or only work half days and that is okay but if one of their people who are also salaried try to take time off, they have to justify it.

Actually there were  three other finalists for the public works director. Why didn' they tap one of them. As for the Pupo pick Grant Anderson I find it interesting that like our attorney,special assisstent to the city manager,and deputy city manager he too had a history with one of the cronies in power. In this case with Pupo when he was city manager in Chino Valley. Please give me a break, we can't get another engineer to work for the city, with unemployment so high no one is going to turn down a job. No I say that they didn't tap one of the others and are spending OUR MONEY on a new search because they need to find another friend to fill the spot.Yes Mayor,council and Isom like the song by The Police "EVERY MOVE YOU MAKE EVERY BREATH YOU TAKE I'LL BE WATCHING YOU as well as the rest of the citizens. Hey how about Therman your golfing buddy from Wood Patel who you gave $50,000 plus to do a bogas study on the culverts.

From what I understand is, Mr. Isom was to fire Mr. Calvert. But what has saved him so far is, when Dennis Teller left there was a much needed position, Mr. Calvert was demoted because of the ongoing Treatment Plant lawsuit from P.E.R.C., a problem that Mr. Calvert created by not abiding to the agreements that the previous city engineer set in place.

Probably the best decision Isom has made was to demote Lance Calvert.  The problem is he should have fired him, not demoted him.  My guess is that no reputable engineer would take the job of PW Director or City Engineer in Isom's corrupt regime.

Let’s not forget about the Public Works Director, Lance Calvert. He was demoted to the position of Utilities Superintendent, just before another one of Mr. Isom’s/Mr. Pupo’s friends were hired as the Public Works Director/City Engineer, but turned the position down after his Doctor requested him not to because of his health issues.Lance is still the Utilities Superintendent and Interim Public Works Director; I’m not sure about City Engineer, since they are now advertising for one.
