Dogs, Children, and Bondage; Mesa Man Candidate for Pervert of the Year

They don't make 'em much pervier than Frank Foster
What do a little girl, a workout bench, nylon restraints, and a tan Labrador Retriever have in common? They were all featured in images of kiddy porn found on the computer of a Mesa pervert yesterday.

Police arrested 60-year-old Frank Morgan Foster, an old pro in the world of pervs, after dozens of images of child pornography, bondage, and bestiality were found on his computer.

According to court documents obtained by New Times, a "proactive Internet investigation" led police to Foster's computer, on which they found the twisted images.

In one set of photos, known amongst perverts as "the Jenny Series," a young girl is seen bound to a workout bench with nylon straps. Enter a tan Labrador Retriever, and we'll spare you what happened next.

Authorities conducted a search warrant at Foster's home and confiscated his computer, on which they initially found 50 images and videos of bizarre, illegal porn.

Foster was arrested and told police he was a bit of a connoisseur of kiddy porn. He told police he's been collecting and masturbating to it for the last 10 years.

Foster told cops that when it comes to kiddy porn, he likes his girls to be between the ages of 5 and 8 years old.

This isn't the first time kiddy porn's been found on Foster's computer.

In 2006, police discovered some child smut on his work computer. That case was delayed because the detective assigned to it retired and the evidence was never processed.

A call to the Mesa Police Department to find out why the evidence seems to have slipped through the cracks was not immediately returned this afternoon.

Police got around to analyzing the computer from the 2006 case on Tuesday and discovered numerous images of kiddy porn. Foster copped to downloading the images.

In total, Foster's been charged with 10 counts of sexual exploitation of a minor.

James, Is this a guilty by media? If he's an old pro then why wasn't he in prison long ago and for decades like a first offenders with 20 images who got 200 years and the AZ Supreme Court said this is not cruel and unusual punishment?

No, this guy admitted it. He's guilty because he did it. From what I understand, he was never prosecuted for the 2006 offense because the detective retired and evidence was never processed. Mesa PD's calling me in the morning for further clarification. If someone screwed up, I'll do a follow-up.

James,Another matter I'd like to know your opinion of is the infamous "Baseline Killer" story.I was living at 32nd St. & Thomas during the commission of those crimes, just a few blocks from Mark Goudeau's residence... and two blocks from the sad murder scene of the lady at the car wash, in what was to be the final killing attributed to the Baseline dude.It is my opinion that Mark is innocent - that these crimes are a disconnected spree of horror committed by more than one person, be he Black, Brown, White, or whatever.I have many reasons for my support of M.G.Steve Tracy

Steve, I'd be lying if I said I could give you an informed opinion on the Baseline Killer. I'm from New York and had not yet moved to the Valley, although I remember hearing about it through the national media and have discussed it some with my New Times colleagues who covered it. I wouldn't go so far as to clear Goudeau. I'll admit there are some questions, but most of them come from Rusty Stuart, who I frankly just don't believe. If you haven't already, see my colleague Paul Rubin's analysis of Stuart's claims http://www.phoenixnewtimes.com... . Paul's got a pretty good track record when it comes to being right...about everything. My problem with the theory the murders were committed by more than one person is the fact that in the attack on the woman at the car wash, there is surveillance footage of the attacker, and it was only one guy. The body was found 100 yards away. That's not to say another person wasn't waiting for the first guy to pick him up to participate in the crime, but it seems unlikely. Not to mention, Goudeau's was the only DNA found on anything related to the crime. I'd love to hear your reasons, though. Your thoughts are always welcome. Shoot me an email james.king@newtimes.com.

"Back Door Trojan".This story of one our more un-grandfatherly old dudes reminded me of another kiddie-porn-on-hard-drive story... I believe it was New Times that told the tale of a Paradise Valley teenager, the solo son of two prominent medical professionals, who for some reason came under the scrutiny of security personnel for America-On-Line.AOL, and no doubt all other I.S.P.s indiscriminately peruse accountees hardware for images and texts considered as violations of contractual agreements for Internet service. An on-scene investigation by MCSO and PPD cops and AOL security of the family's home revealed that there was, indeed, images in the home computer's master hardware of pornography involving children 4 to 12 years old, engaging in every type sex act one can dream up. The photogs were graphic, precise, disturbing... and plentiful.AOL determined that the screen name and password for the log-on to these files were created by the doctors' 16 year old son.Former County Attorney Andrew Thomas, well known for his relentless prosecutions for anything of this nature, filed multiple charges against the teen, who was arrested and later bonded out.Over time, the boy's wealthy parents hired a well known computer consultant to try to figure out how this pornography got where it got, since their son adamantly denied even knowing it was there. The consultant, with expert credentials and unquestioned successes in the field of techno violations soon reported that the files in question had been surreptitiously transferred to the family's computer by a hacker working a program known as the "Back Door Trojan" that allows a knowledgeable hacker to target a specific computer system or find one indiscriminately, and then, from a remote location, download any data from the targeted computer or transfer any photos or data to that computer without the owner ever knowing his system's security had been breached. The ever recalcitrant and unapologetic Andrew Thomas pursued the boy's prosecution in spite of the undoubted evidence that the boy knew not of the porno implanted to his files.A plea agreement - unfair as it was to the kid - was signed, keeping him from doing jail time.

The Internet is a vast repository for the good, the bad, and the ugly of our world, where such filth as this is dignified with a name: "The Jenny Series"."Snuff" films, animal torture, and fucking children... that there is even a market for this shit is beyond comment.S. T. of P.

As always, Steve, I'm envious of your ability to come up with relevant, witty, and spot on commenter names. Unlike the Andrew Thomas victim, this guy admitted it. Sickos, man -- they're everywhere.

this guy is more proof to never trust clean cut short haired males. they use clean cut that look to hide the evil that lurks deep down in their dark souls. dont believe me? just look at most police mugshots. most are clean cut short haired males. next time trust a long haired bearded guy.
