Rachel Brock Sex Case: All the Perv-tastic Details, and a Statement from Her Pops, Maricopa County Supervisor Fulton Brock

We're not sure which is more gag-worthy -- competing with your own mother for (among other things) a dude's heart or going down on a 13-year-old boy. Rachel Brock, the 21-year-old daughter of Maricopa County Supervisor Fulton Brock, is alleged to be guilty of both.

As we reported earlier, Rachel Brock is accused of having a sexual relationship with the then-13-year-old boy. That boy, it just so happens, is the same boy Brock's mother, Susan Brock, is accused of molesting from the time he was 14 until he was 17.

Like her mother, it appears the younger Brock has an affinity for road head.

According to court documents obtained by New Times, the first time Rachel Brock had sexual contact with the boy was in July 2007, when he was 13 and she was 18.

Brock and the boy were together on a trip to California when she allegedly touched his penis.

About a month later, while parked in her car in front of her parents' home, Brock performed oral sex on the victim.

In another instance, Brock and the victim were watching a movie at Supervisor Brock's home when Rachel started rubbing the victim's back. The back rub escalated into another blow job, court records show.

In yet another case, Brock and the victim went to a property in Chandler owned by the Brock family and, you guessed it, she blew him again, according to the court docs.

Brock seems to be trying to break into the adult-film business, too.

A friend of the victim's told police he's seen video of Brock masturbating that she sent to the minor victim, as well as several nude photos -- also sent by Brock to the victim.

While at football camp when the two were in eighth grade, the victim told his friend about what he'd been doing with Brock and showed him the video of her masturbating. The friend told police who interviewed the victim, who corroborated the friend's story.

Chandler police Sergeant Joe Favazzo tells New Times the victim's family and the Brocks seemed to be friends. It appears that they met at church, although, as we also reported this morning, at one point the parents of the victim forbade their son from having contacting Susan Brock.

Obviously, this is a bad day for Supervisor Brock -- particularly because he's apparently guilty of nothing other than being (as many readers have pointed out) obnoxiously religious. His PR flack, Jason Rose, sent us the following statement from the supervisor regarding his wife's -- and now his daughter's arrests:

Shocked and devastated are not words sufficient to describe the news this day or what has transpired over the past two months. In October, my wife of 28 years was arrested and charged with having an inappropriate relationship with a minor. Now, my daughter has been arrested, pending charges.

She is being accused of having a relationship with the same young man when she was 18.
I have filed to divorce my wife. I cannot divorce my daughter.  She is my blood. I will always be her Dad.  And she needs one now more than ever.

All families are challenged. But no family should ever be challenged this way whether it be  ours, or that of the victim and his family.

Justice demands answers and cooperation. 

Nothing can ever make this situation right other than raising awareness so other families can avoid such sorrow.  As a person of faith I  ask for your continued prayers.

Rachel Brock's been charged with three counts of sexual conduct with minor and one count of transmitting obscene material to a minor. She is being held without bond. Because of her father's relationship with the Maricopa County Superior Court (namely, his control over the court's budget) the case has been turned over to the Pinal County Attorney's Office.

I am so sorry for Mr. Brock and that boys family. First, I'd like to make the comment that the boy was not forced into anything and obviously went back for more time after time. I went through similar experiences with my daughter when she was a teen. I did not put blame on the guys because she claimed to be older and she was the "don't take no for an answer" seductress. I did not raise her to be like that (she has since resolved these issues) so I know first hand you can't blame a parent for a teens decision. I remember being a teen and did things my parents wouldn't approve of. Didnt we all?

Mr. King and many of the bloggers are treating the Brock family tragedy like this is a joke, when it is a truly profound tragedy. Where's the presumption of innocence or are the Brock women simply being discarded like so many others before them? If Mr. Brock knew nothing about all this then after 28 years of marriage why wouldn't he stand behind his wife? Amy, Your story is another tragic one that has taken place daily in Maricopa County and the state of Arizona for years -- truly the tip of the iceberg that the courts don't want heard again once silenced "non-bondable" in jail/prison.

Unfortunately, no one will help you since they all "profit" and get "obscenely rich" off these child molest / child abuse cases. Maybe, Mr. Brock, will turn his family's tragedy into something that will help those who have been falsely accused, over-sentenced and had their lives shredded with charges in other states would be considered a misdemeanor.

Since we believe in the "presumption of innocence" and there have been so many false allegation cases in Arizona, to call this "active" teenager/victim a "child" is laughable. He is obviously is old enough to "stay away" but seemed eager for "more"? Wonder how many others he has played for fools.

It's time Arizona gets some checks and balances in the "Victim's Rights" law that are ripe for abuse. What is done to those who "abuse" the Victim's Rights laws, designed to get $$$"s from other sources. The former MCAO Andrew Thomas stood before the TV cameras on CH 11 soliciting for business saying there is between $5,000-$20,000.00 for victims of child molest, all they have to do is call Silent Witness. Who's investigating that??

In the meantime, Amy, your brother is one of Thomas/Aubuchon's 200,000 convictions he was bragging about during his unsuccessful run in the Republican primary for state Attorney General -- "top law man in the state"? I think not. Who are the "real abusers/predators" in Arizona? I think they are on the "outside" not the "inside" of the state prisons. After the years of abuse of power, litigation and the recent recommendation to disbar Thomas and Aubuchon, all these cases demand independent investigation for possible wrongful convictions in the area of child molest/child abuse where the "easy" convictions and most money is made.

As I read this article and see how many people besides my family and myself can see what Arizona is doing to people with their outrageous laws and minimum mandatory sententencing, I feel like God is answering my prayers and maybe their might be a light at the end of the tunnel for our painful journey,as people are finally seeing how cruel these laws truly are.

My autistic brother had Morpheus and through that child pornography was put on his computer. He has the mentality of a 10 year old and has never demonstrated any sexual deviance. As mean as it sounds I am glad this happened to this well known family..Arizona has cruel and unusual punishment for these types of cases, people are doing life sentences for less then what these women are accused of, and no one gives a rats ass until it happens to someone they know and respect. Just like Thomas could have robbed twice as many innocent people of their freedom, he crosses the line when he went after judges though...and then there is the Berger case. Napolitanos, "leave no child with a family", allowed CPS to bring 3 cases against my children who adored their own children. There are no grandchildren for me to spend holidays with or spoil because the only ones not adopted out live outside Arizona borders. The six who lived here have all been cut off and adopted out. We know the families involved and wouldn't be at all surprised if the young man "victim" actually initiated the affair, at least W/Rachel. He is very mature looking and confident, etc. Definitely not a "boy". It certinaly doesn't justify things but also it doesn't mean she is a sex offender. She would have been a senior in HS at the time of these charges. This NEVER would have made news if it weren't for the sordid nature of her mother's charges.
