Former Chandler Economic Development Director Pleads Guilty to Disorderly Conduct

It seems the only thing separating Richard Mulligan, Chandler's former director of economic development, from the dysfunctional hillbillies gracing the Jerry Springer Show are the number of teeth in his mouth and the fact that he's employed.

Mulligan pleaded guilty today to misdemeanor disorderly conduct after an incident with his ex-girlfriend, Sonya Banna, 46.

Banna called police after she says Mulligan broke into her house while her new boyfriend was there and refused to leave.

Mulligan tells the Arizona Republic that he went to Banna's house to retrieve his grandfather's ring, a family heirloom that apparently couldn't have just been slipped in a mailbox to avoid a scene.

Banna, in case you forgot, is the same woman who police say Mulligan assaulted last year, causing his resignation from his cushy $140,000 city job.

In that incident, Banna went to Mulligan's house and parked outside. Mulligan's son noticed her sitting there and told Mulligan.

Police reports claim that Mulligan went outside where he and Banna started arguing about their relationship.

Banna reportedly told Mulligan that if he wasn't willing to commit to her, then there were plenty of men who would.

That's when police say Mulligan pulled Banna from her car and slammed her on the ground.

Those charges were ultimately dropped after Mulligan agreed to undergo counseling and donate $100 to a domestic-violence shelter.

In the latest incident, Mulligan, who is now a faculty member at the University of Phoenix, was sentenced to one year of probation.
