Governor yanks Arpaio's immigration funding

Much of the money for Maricopa County Sheriff Joe Arpaio's immigration-enforcement efforts lately has poured out of a special pool of state money.

But New Times has learned that Governor Janet Napolitano's turning off the spigot.

In what appears to be a prelude to a major fight between Napolitano and Arpaio, the governor issued an executive order last week to develop a new task force--headed up by the state Department of Public Safety--to find and arrest tens of thousands of felons with outstanding warrants.

And, according to a letter from DPS Director Roger Vanderpool to Arpaio outlining the new effort, the task force will be funded with the money that Arpaio isn't getting anymore.

The Maricopa County Board of Supervisors voted just last week to renew an agreement between the DPS and the Sheriff's Office that would've allowed Arpaio to obtain $1 million in special funds for fiscal year 2009, which starts in July.

A review of receipts and requests for reimbursement from the Sheriff's Office shows that most of the money obtained last year was used to pay the salaries and overtime expenses of deputies involved in immigration enforcement. The state funds also were used to lease numerous vehicles from Fox Rent A Car and also to purchase radios and other equipment.

But the letter from Vanderpool explains that, although the county wants the agreement renewed, the state won't do it "because of limited resources."

Napolitano's been criticized for failing to take a stance on Arpaio's immigration sweeps, but it seems now that she's been quietly working on a plan to hit the sheriff where it hurts: in the pocketbook.

Whether the governor's tactic of escalation works politically remains to be seen. Recent polls show that most county residents still approve of Arpaio's methods, despite criticism that he's racially profiling practically anyone who's skin's brown as a potential illegal alien--notably American citizens.

Arpaio's also been lambasted for his failure to serve thousands of felony arrest warrants, choosing instead to expend a large amount of his office's resources on rounding up real and perceived illegal aliens.

Napolitano's executive order states that the new task force "will immediately deploy" detectives to go after the unserved felony warrants, "with priority on gang-related felonies and undocumented aliens with felony warrants."

Dennis Burke, the governor's chief of staff, tells New Times that Arpaio's go-it-alone attitude, combined with the need to round up fugitive felons, led to Napolitano's decision.

Sheriff's officials "were supposed to be sharing intel with us, they were supposed to be coordinating with us, and the Sheriff's Office was thinking it was just a blank check," Burke says.

Arpaio's flacks haven't immediately responded to New Times' request for an interview with the sheriff, or with any other knowledgeable MCSO official, about this evolving story. The fireworks should be starting anytime now...

However is definite change in the wind, as some courageous Governors, Mayors and city leaders are pushing for laws against the illegal immigration invasion. However their are too many upper echelons of bureaucrats who miserably genuflect to the wealthy corporate machine. Colorado because it's hesitation might find it will become known as a Sanctuary state, where hundreds of fleeing illegal immigrants from less welcoming states may decide to settle. Even pro-illegal immigration groups like the US Chamber of Commerce, is just another special interest group, that dances to the tune of the pro-illegal immigration lobby. Then we have California, its alias as a Sanctuary State. Obviously not because the majority of legal permanent residence want it, but because the Governor, Mayor Antonio Villaraigosa and his city Supervisors who have become puppets to the Hispanic Caucus. California is a squatters paradise to millions of illegal aliens, and that wrongly the Census bureau have calculated the number of representatives on foreign nationals, which has had a destabilizing effect on a once beautiful city. Representative should be calculated on actual citizens and permanent residence, not on people who have broke immigration laws and strained the Golden states resources for its illegal propagation. Perhaps Americans have a voice after all, and that finally the hired help in Washington is listening, as the immigration sweeps across the country are widening and growing in momentum to the lament of fearful illegal aliens. (ICE) is finally implementing the 1986 Simpson/Mazzoli Control bill, although I have yet to see a high profile CEO be convicted and going to prison. Larger (ICE) sweeps are taking their toll, which should mean the company will be hiring legal workers and paying a fair wage, offering honest conditions and benefits. Instead of using the taxpayer as a free-ride for corporate profits. It was Arizona who took the initiative, and against the odds of pro-illegal immigration lobby became the immigration precedence to enact state laws against parasite employers. Georgia,Oklahoma and Rhode Island followed, which has produced a major exodus of fleeing illegal alien. Nebraska and Colorado are pivoting to a more less generous stance on illegal workers, because they can no longer afford the massive outlay of funds which predator businesses has placed squarely on the shoulders of taxpayers. Remember that the federal SAVE ACT (H.R.4088) can strengthen state laws like Arizona, and give local Sheriffs the tools they need to arrest and deport illegal aliens. Only you THE PEOPLE have the power of the vote to stop reluctant Democrats from co-authoring this pending law.

The Governor is represented by a "CHIEF OF STAFF" (how impressive)who cares about Mr. Sterns feelings and Mr Arapaio is represented by "Flacks" (Tawdry publicity agents) who haven't cared to respond to Mr. Sterns superior intellect. I'll bet Stern's "haven't immediately responded" means he gave them 30 seconds. I've got a response for Mr. Stern. Governor Napolitano did the right thing. The sheriff is a "one man band" operating with a blank check that the taxpayers get hit with. We're sick of his grandstanding and do not support his abuse of power and style of cruel and inhumane treatment of those caught in his "system".

The taxpayers deserve transparency on how the money is going to be used and results posted on Billboards. Finally, one small step in the right direction!

The problem is the Maricopa County Board of Supervisors who give in to the sheriff with OUR tax dollars, and tell us they can't fire the Sheriff, just cut his budget. They did not cut the budget, so we applaud Governor Napolitano for yanking the funds. It's time for a new team and more accountability.

We need more transparency in the Maricopa County Board of Supervisors area. They are ineffective and let the County Attorney and the Sheriff run them. Now it's time to yank the tax dollars in the the advertising / marketing budget for the County Attorney and Sheriff, which is used for their own political gain. Put that money into going after the thousands of warrants! Or at least put out a pamphlet on how people are to survive in the jails and prisons in the state. That would be a public service.

Here is the thing, if my tax money is being used to round up any criminals, I want them to START AT THE TOP!!! Dunno, maybe something like...violent crimes?! Our limited resources should be spent on the truly harmful in our society. This is no place to raise a family. The young people are going from school straight to jails -- there is no end in site. You'd have to be crazy to believe it when Arpaio says he "enforce(s) all of the laws," while at the same time allowing 41,000 felons to run loose. The Governor did the right thing redirecting the money to where it's useful. Maybe now the DPS and other police agencies can get these serious, career criminals off the street.

That it targets Maricopa County is simply more proof that Arpaio isn't doing the job he took an oath to do. Joe was busy on TV this week grandstanding about the arrest of the Rap star and digging for dog bones in the desert. Seems to be standard operating procedure when he needs to keep a more important story out of the media -- like the murder in his jail in the past couple of weeks. Remember folks -- many going in prior to trial are detainees and this could happen to you. Just get stopped for a DUI. Nonviolent people are very much at risk in Joe's jails. The murder takes place while there has been much media coverage on the millions of dollars (over $40,000,000) in lawsuits as payout for his style of cruelty in his jails. Joe is a disrepectful tyrant that needs some anger management classes that he would demand anyone coming into his jails and elevating their voices in a combative tone and disrespectful way. As a taxpayer, I do not want him controlling one penny of my hard earned money. In the election year 2008 he has fomented the public using "Illegal immigration" labeling and gone after the most vulnerable NOT the violent to grandstand. In the election year of 2004 it was sex crimes, prostitution stings, child molest with Andy Thomas following behind. How many labels do we need to wipe out large groups of people in our community. The bigots in the state are destroyers, not contributors. The Arpaio enablers are more frightening than he is, since they have created the culture we are all having to pay the price for. He has had 10 years to clean up violent crime so why is it the big issue right now? He hasn't followed the oath of his job but created a position for himself above all along with those who push his buttons.

Budget Cutting Needed says:

1. The Governor needs to go after the RICO funds
2. The Governor needs to investigate Maricopa County Board of Supervisors who need some oversight, because they too, are controlled and owned by Joe and Thomas.
3. The Governor needs to cut their budget for advertising / marketing which Joe and Thomas use for their own personal political gain. If they can't cut the budget then take those dollars and clean up the warrants of the violent felonies. Since most AZ residents have a felony, can't vote and have no power, I'm not sure where this will end up. No one will be left to foot the bill for those who abuse the tax dollars.

Who has oversight of the Sheriff and the County Attorney anyway? Doesn't the public want to know? Their reign of terror needs to be stopped. Wake up Arizona or have you been silenced in fear?

How do you get the millions of dollars needed to pay for Joe's lawsuits? He needs to start a collection going for that. If he cares about "his people", he'd start that collection. He's cost us plenty, nothing to say about the destroyed lives living under his reign of terror.
