Prior to redevelopment (and what's now called the Tempe Municipal Building), the lot that housed Tempe City Hall was also the site of the city jail, firehouse, library, and court ... According to the City of Tempe, the architects explained the design concept as addressing five critical requirements: a "timeless architecture" that would retain its identity in a changing environment; a complete respect for the Arizona sun; an "open space vista" at the heart of a tight site; open citizen access emphasized by a "walk-in" environment; and "community integration" by having the overall plan "radiate" into the immediate surroundings.
