The lunch and dinner concept from partners Jerry Tingle, formerly a general manager at Eddie V's Prime Seafood restaurants and Wildfish Seafood, and chef Brian Feirstein, ex-executive chef for Eddie V's and The Capital Grille, debuted at 8877 North Scottsdale Road, in the former location of Fox Restaurant Concept's Bloom, in January 2012.

The stylish 6,500-square-foot restaurant, whose name comes from multiplying the number of gallons to fill a wine cask (31.5) by two, included plush bar and lobby areas and extended outdoor seating. Feirstein's menu of new American cuisine with seasonally changing offerings included dishes such as a cornmeal oyster po-boy, goat cheese tortelli, and New York strip pepper steak.

A sign on the door stated Cask 63 was closed for business and thanked customers for their patronage. Another sign, a memo written in a far less cheery in tone, came from Main Street Real Estate Advisors. The memo stated that because of various defaults under the lease, the landlord had taken possession of the premises.
