Tom Horne's Alleged Mistress Carmen Chenal Resigns Post as Assistant Attorney General

No doubt Attorney General Tom Horne and anyone who wants to see him re-elected in 2014 (read: his staff) is elated by the news that Horne's alleged squeeze, Assistant Attorney General Carmen Chenal, has put in her notice and will be leaving her position come July 5.

Where to? Apparently, she has been hired by the firm of Wilenchik and Bartness, headed up by none other than Dennis Wilenchik, onetime attack schnauzer and special prosecutor for disbarred, disgraced County Attorney Andy Thomas.

I've put in a call for confirmation and comment to Wilenchik's office. Heaven't heard back yet. However, the AG public information officer Stephanie Grisham has informed me that Chenal will be going to Wilenchik's firm.

Do I smell a political favor? (See note below.) Well, contacts are everything. And Wilenchik has a record of helping pals, like when he employed Andy Thomas at his firm while Thomas ran for Maricopa County Attorney.

Ah, the memories.

As you can see from my correspondence below with Grisham, the AG's Office contends that Chenal's done stellar work on behalf of the public.

Sadly, that does not matter much, though if she did her job well, bully for her. Still, it's how and why she got the position with the AG that's a problem.

Horne hired her (at a salary that grew to $108,000), even though, it was widely assumed by campaign staff and employees at the Arizona Department of Education -- where Horne was Superintendent before he became AG -- that Horne and Chenal were an item.

See, Chenal got a job at DOE, also with Horne's assistance. and Horne helped her get reinstated to the State Bar of Arizona.

Ultimately, Chenal was at the center of a scandal that led to an FBI investigation of Horne's office, an investigation brought on by Horne himself. After I wrote about Chenal in 2011, Horne ordered an internal probe into any dime-droppers that might be feeding me info on Chenal.

ELMER HORNE like any criminal does; get rid of the evidence while U can, before anything happens. This way he has less baggage when running to keep his position or run 4 a higher one and at the same time put the bitch on a key position for if latter needed. CRIMINAL MINDS AT WORK.

Tom Horne, unfortunatly, holding the highest position in law enforcement, has bent the rules in different situations, both to help the state government, the legislators who want to impose their legal rules on the people by twisting the rule of law, basing his decisions on antiquated laws or setting up his own rule of law, and knowing the populace will not be able to take his ruling to the Courts, because of the expense and time consuming answer from the Courts.Anyhow, Tom Horne, and the Republican majority in the State legislature has helped put the Minorities back 20 years in their opportunities to succeed in Arizona.

This whole thing reeks of conflict of interest.

Horne is a liar (he violated campaign-finance laws), cheat (he cheated on his wife with Chenal) and a criminal (he committed hit and run, a criminal offense). 

Sadly, this is Arizona politics.

I wonna no . . . when she trains foreign people in a foreign land how to do their job US style - what is the benefit to us?  Do AZ taxpayers pay for the education of foreigners or do those foreigners reimburse us?  Wat is acceptable reimbursement?  They send a bunch of hard working illegals to fulfill the CCA contracts that the state of Alaska couldn't complete?  Or do the foreign recipients of her knowledge set pay up front for the class?  Is she paid by us when training them?

Chenal is a grown woman. She knows what she's doing, No one forced her to take a six figure salary working for Horne.

Horne did a hit and run on a parked car like a true scumbag and broke campaign finance laws. He cheated to get in office. And remember him suggesting destruction of public records? Steve Gallardo is right. He should be impeached.

@ger52749 Power is an aphrodisiac to some women. So is money. Horney's got some of both. I've seen plenty of ass-ugly men with hot wives & girlfriends that they'd never have a chance with, if it weren't for their fat wallets and/or powerful status (CEOs, politicians, rock starts, pro athletes, actors  etc..) Chenal might also be one of those girls who has to get through life on her back and knees, because she doesn't have much else going for her (talent, looks, brains, money, etc.) Granted she had enough brain power to get through law school I suppose, but she did get her license suspended by the Bar, and perhaps she saw a way to get her career back on track by hooking up with the Horney Toad, who looks like just the sort of guy who would give a good job to a woman in exchange for a good lay. Chenal would certainly not be the first woman to fuck her way to the top, plenty of women (and men!) have done the same. All's fair in love, war, politics, and corporate boardrooms, after all.

I'd love to see Horne get recalled personally. But in 2010 he was the lesser of two evils for Republican candidate for state Attorney General (Candy Andy would have continued to abuse his power had he been elected AG, which he nearly was).

@MotherJones @desi808 If you think your money was wasted than request a summary of what she has done from the Attorney General's Office. Lemons has received it and has not published it. I don't recall her supervisor's name, but it is not Tom Horne. Lemons lies need to stop.

I've read through Carmen Chenal's reports and reviews, she has done a better job working with the mexican officials than any other person has in the past. I witnessed her speak at the Arizona Mexican Commission and the amount of respect they have for her is incredible. I am speaking as someone who has worked with her and know that she did a damn good job. I personally am not a Tom Horne fan and am a registered democrat, but articles like this where an innocent woman is brought down, makes me disgusted with the system and with the media in general.

@getmeouttahere @ger52749 I guarantee Chenal has a lot more going for her than you do. Instead of jumping to conclusions, why don't you request her work record. Her supervisor is not Tom Horne and she has had incredible success as an attorney. She had a 90 day suspension and certain circumstances led to that. One does not simply "get through" law school. She has struggled a lot in her life, including that she was a refugee from Cuba and made her way on her own. She is stronger person than either you, or I and the way you speak about her is disgusting. If you knew her, you would be ashamed. She is one of the nicest, hardest working people I have ever met and you just want to throw insults at her. As someone who works with her, I can tell you that she makes trips to children's homes in mexico to donate items and she use to have co-workers bring in their used water bottles, which she would then wash, fill and freeze and distribute them to the homeless in 100 plus weather, on top of doing an incredible job at work. Get a life and stop insulting someone who is a much better person than you. The saddest thing is if you were in her position, Carmen Chenal would give you the benefit of the doubt instead of automatically jumping to conclusions. She also created the task force against senior abuse, which received national recognition.

@sl3451 So, if you are that familiar with state government then you know that the AG's publication Public Service Orientation: A Guidebook for Statewide Elected Officials and State Agency Heads, with AG Horne's name prominently on the front, states "It is unlawful for a State official to appoint, vote for, or agree to suggest, arrange, or be a party to the appointment of a relative by affinity (marriage) or consanguinity (blood). A.R.S. § 38-481. A violation of this provision is a class 2 misdemeanor....Again, the issue, as with other conflicts, is to avoid circumstances in which there may be questions about whether you are exercising independent judgment in the best interests of the people of the State. Such questions may arise even when the appointment does not technically violate the statute, e.g., appointment of a domestic partner or fiancé."  So you tell me, even though a mistress does not technically violate the statute, does hiring a mistress create a conflict of interest that should be avoided?

Meg Hinchey did, and she's been retaliated against. Bottom line: Horny got her the job, they had an inappropriate relationship, and she shld never have been working 4 him. If she's been insulted and humiliated, it's her fault. She shldve taken a job in the private sector and none of this wldve happened. As for Lemons, he printed that entire email from the flack. Big deal.
