Joe Arpaio Makes Moolah Off Botched Sex Crimes Investigations, and More Sex Crimes May Be Outstanding

But the release of the IA report has caused a shift in the office hours of MCSO HQ, according to top MCSO flack Lisa Allen.

"Hours for review after Monday February 11, will be Monday through Friday from 9am to 11am and from 1PM to 4PM, except holidays," Allen wrote in a statement released Friday.

Today's review begins at 3 p.m. So reporters will have two hours to read 10,000 pages (assuming the old office hours are in effect) and summarize the whole megillah for you the home viewer.

Allen is graciously allowing reporters to bring in their own scanners, or you can pick and choose among the 10,000 pages and pay for individual pages at .50 cents per page.

Keep in mind that these are public documents. They belong to the taxpayers, and the MCSO must cough them up, by law.

The MCSO is allowed to charge a reasonable fee, but in this day of electronic and digital communications, other agencies of the state, city and county will often just scan large documents and place them on a CD, which the public can obtain for a nominal fee.

For instance, when the Maricopa County Attorney's Office released the more than 3,200-page report on allegations of wrongdoing by Arizona Attorney General Tom Horne, the MCAO put it on a CD and charged journalists .60 for it.

Or they could bring a new, unused CD-ROM to MCAO offices, and exchange it with one containing the public docs.

But the MCSO declines to be so civilized. In part, because they don't want to release the report, which has been more than five long years in the making.

In fact, sources say the MCSO has been sitting on the report for some time on the orders of Deputy Chief Brian Sands.

Why release it now? Seems CBS 5/KPHO reporter Morgan Loew has been hounding the MCSO for months to view the docs, and CBS 5's attorney David Bodney recently threatened litigation and gave the MCSO a deadline of today.

Kudos to Loew and CBS 5 for making Joe cry uncle.

The MCSO had told KPHO that the investigation was "ongoing." That's the same excuse the MCSO tried with a superior court judge in April of last year.

But Judge Janet Barton wasn't having it, and ordered the MCSO to "provide to the court a copy of the ongoing internal affairs investigation into Maricopa County Sheriff's Office detective Kim Seagraves," for in camera inspection.

Seagraves, once the head of the MCSO's Special Victims Unit, was to testify in the re-trial of David Anthony, accused of murdering his wife and two stepchildren in 2001. She was the remaining case agent, and the defense wanted the IA, possibly to impeach her testimony.

According to Billy Little, Jr., Anthony's appointed defense counsel, he did use portions of the report during the re-trial, but apparently the complete report was not made part of the record.

Little said he could not share the report with me. He also said that he did not believe the report was complete at the time he got it.

(Anthony was convicted, again, of first degree murder, and sentenced to death. But Anthony cheated the hangman, dying of natural causes in early December.)

I was sexually abused from 3rd to 5th grade and sexually assaulted in 9th grade...I've reported it to the police both times and nothing was done the first time, and I was threatened to be charged with "sexting" even though I was forced to do so. Both cases had damning physical and psychological evicence. I'm almost 18 now, and for the rest of my life I will live in fear. The perpetrator from the first incident saw me at H&M in Scottsdale, and pushed me into multiple racks of clotheing and called me a whore. I guess...I mean there's obviously nothing I can do but does anyone know of any support groups or other people to talk to that went through the same thing? Or would it be possible to organize a protest at all? Thank you New Times, and the New Times community.

I am so sick of Arizona's backwards thinking that has taken us back into the '30's. Just when is the state going to move into the 21st century and stop giving this incompetent sheriff ALL the media attention? Maybe no one else is doing anything in AZ except collecting their obscene salaries, i.e. the top echelon getting paid in the hundred of thousands a year, at the taxpayers' expense. Something is very, very wrong. Using a county sheriff to drive the states backwards thinking is shameful.

so after over 5 years, Joe has still not even spent as much time investigating these sex crimes as they have training the posse for dealing with a armed individual at the schools.....and that was only 3-4 hours. and the same was accomplished in both cases....NOTHING PRODUCTIVE

So get together with the broadcast news and the print media and come up with a deal to split it 6 or 7 ways and then everyone who participates gets a copy.  And then each entity that participates can also put it up on their website so the rest of us have complete access.  What better way to beat them at their own game would there be than to buy ONE copy and then put the whole thing on the web so everyone who wants to can read the whole sordid thing for free.

people treat the legacy of Joe Paterno as if its dirt now, merely because of a speculative report about how he didnt act when confronted with the issue (i think that bastard Freehs report is full of shit, but i digress..)..However by contrast, some people still love joe and refuse to accept OBVIOUS FACTS that he actually did ignore hundreds of cases of kids being abused! Anyone wanting to know whats wrong with our state, only need to examine that contrast...

...joined at the hip with the top law enforcers -- the county attorneys / prosecutors who have absolute immunity, no accountability and reign over the judges in the courtrooms across the state. Wake up people, the prosecutors who vie for a Governors position RUN the state, incarcerate the people of Arizona and could care less about anyone else except themselves.

@Gregory Jacklin  The maricopa county sheriff has failed to do his job. He has destroyed many innocent lives and families in the county which negatively impacts the taxpayers and Arizona's future. I certainly wouldn't want to start a new business in this state or have any of my family or friends step foot in this state. Meanwhile the chamber and tourist bureaus spew their fairy dust out there. Where's full disclosure?

@eric.nelson745 there is more attention in negative attention than positive attention. so that tells me that Joe will send them running face first into the bullets and go to sleep happy knowing there will be a press conference in the morning. and Seagal will be right next to him (after trying to make them think 3 hours of training would have prepared them for something that takes professionals years to learn)
