Joe Arpaio Cozies Up to Latino Pastors, Prensa Hispana, and Michael Nowakowski Days Before Employer Raid (w/Update)

The meeting lasted two hours, according to Nowakowski, with around 60 people in attendance, mostly pastors and their family members. Arpaio reportedly showed up after the group had a similar meeting with Phoenix Police Chief Daniel Garcia.

But of course, the meeting with Garcia was not front page news.

Nowakowski stated that the pastors told Arpaio about their parishioners, the very people Arpaio has been terrorizing for years.

"They asked him why he continues doing these raids," Nowakowski said. "He said what he's doing is following up on calls that he gets. He says that he gets thousands of calls on his hotline, and that he investigates those calls and it takes anywhere from six months to a year...And that a majority of calls are from Hispanics."

I asked Nowakowski, who is also executive vice president of the Cesar Chavez Foundation's Radio Campesina network, what could possibly be achieved by kibbutzing with a monster like Arpaio.

"It's the beginning of a dialogue," he said. "And as long as there is no dialogue, I don't believe there's a way of changing the way the sheriff thinks or acts. The pastors believe that through conversation and prayer they'll be able to do that."

Alas, that is a highly naive sentiment. Arpaio is 80 years old, and has been in office for 20 years. If you're expecting him to find Jesus at this late stage, I've got some farmland in the middle of the Pacific Ocean I'd like to sell you.

Many of the Hispanic leaders I know are incensed by the Prensa Hispana story, one of them being Phoenix civil rights leader Sal Reza, who yesterday was with the weeping families of those nabbed in the Sportex raid. He responded to Nowakowski's notion of a "dialogue" with Arpaio.

"A lot of Jewish people during the Third Reich believed that they could talk to Hitler and change his mind," he said. "In the end, they ended up going to the gas chambers.

"Arpaio does not have as much power as Hitler did, but anybody that sits down with Arpaio is making a big mistake. Nothing is going to change his mind. Because Arpaio is intent on making his name as the enforcer of immigration laws. He gets great publicity out of it."

Indeed, to hold such a meeting at this time -- not long after Latinos helped President Obama gain victory, with comprehensive immigration reform now an inevitability, and as the effort is underway to recall Arpaio from office -- seems particularly unwise, especially considering the fear Arpaio continues to inflict on the Latino community.

"Instead of trying to get rid of Arpaio [through the recall]," said Reza, "They're trying to legitimize Arpaio. And they're going to suffer, because the community is going to basically see them as traitors."

It has ever been thus, since the time of the Caesars: divide et impera, divide and conquer, is the way powerful rulers create and maintain their kingdoms.

Arpaio may not be a student of history, but this is one maxim he knows intuitively.

What is the question thousands of readers of the Phoenix New Times and The Prensa Hispana, are asking themselves a few days after Sheriff Joe launched Raid 71 against migrant workers in the Sportex garment factory? It is the same question made by Stephen Lemmons of Phoenix New times to Michael Nowakowski. Stephen Lemmons said in his article, "I asked Nowakowski, who is also executive vice president of the Cesar Chavez Foundation's Radio Campesina network, what could possibly be achieved by kibbutzing with a monster like Arpaio."

The problem is, there is no dialogue. It is part of Joe Arpaio's campaign to divide our community now that there is a well-funded and highly visible campaign to recall him. Michael Nowakowski, appearance with Joe Arpaio on Twitter and then la Prensa Hispana has impacted negatively on the image of the UFW, the organization founded by Cesar Chavez, and also the Radio Campesina. How can Michael be so naïve to negatively impact the image of Radio Campesina associating it with the image of Joe Arpaio, the most hated tyrant in our community? How can Michael associate the memory of Cesar Chavez with Joe Arpaio? What was he thinking as a representative of the city of Phoenix, chosen by our community, allying himself with the worst enemy of our community?

Members of the Barrio Defense Committees and the victims of Arpaio's raids, some of which are part of our movement, ask Michael Nowakowski if he has seen the tears and the fear of 3 and 4 year old children? If he has talked to the sons and daughters of the workers detained for exercising their human right to work? How can Michael let himself be used by the worst tyrant in Arizona? Is Michael so innocent not to see Arpaio's effort to divide and weaken the recall campaign led by Randy Parraz against Arpaio?

We are ardent admirers of Cesar Chavez and in the memory of Cesar Chavez and our own Gustavo Gutiérrez, we ask Michael to apologize publicly for his indiscretion. As an elected representative, if he wants to continue a relevant political life, he cannot ignore the feelings of the community and thousands of families affected by Joe Arpaio.

It was a disgusting scene to see Joe Arpaio and Michael Nowakowski side by side. Arpaio immediately after the media coup launched Raid number 71 destroying thousands of families. Unfortunately it was the Devil's messenger typical response to Michael and the pastors. Apparently the people meeting with Arpaio have not learned from what happened to Elías Bermúdez when he knelt to Arpaio asking him not deport families? Arpaio answered him derisively, "I am not God for you to kneel before me." It is very clear; the exorcism by 35 evangelical pastors did not work with Joe. It is time to stop playing games with Arpaio and join the recall. Signing the petition to remove Arpaio from office is the only logical responses to his horrible actions.

Let me make it perfectly clear that I guarantee your petition to recall Sheriff Joe will fail. The only way you could even come close to gathering all the signatures you need is by voter fraud, but because you are all famous for that, each and every signature will be closely verified with a fine tooth comb and will be discovered if it happens.  Just remember that you cannot sign twice nor can dead people and DREAMERS sign and vote. And it's obvious that because you know that you can never legitimately get all the signatures you need you will stop at nothing to get them.  Then you will cry fowl when you are defeated.  But this is not something you will win.  I guarantee it. Sheriff Arpaio will spend twenty million dollars if necessary to defeat you and he will.

The Pastors are truly naive if they think that anything but shifting electoral winds can get Aroaio to change. Remember, illegal immigration wasn't a priority for Arpaio for te first 10-12 years in office. But when there was a rash of dog abuse in the news all of a sudden animal abuse was his highest priority. As long as he thinks that xenophobia will continue to earn him votes he will continue to focus on illegal immigration. As soon as he thinks that there is a bigger issue he will be on thart like flies on shit. And Arpaio is nothing like hitler and Reza's analogy is both stupid and offensive. Let's start comparing Arpaio to Hitler when Arpaio starts gunning down thousands of people in the streets. Until then leave the stupid hyperbole alone because it only destroys your credibility

Joe. I agree his time here should be done. 20yrs ago when i was much younger i thought he was the greatest thing since sliced bread. He treated criminals like criminals. He made targetted large scale efforts to put huge dents in specific areas of crime. Deadbeat dad round ups 1 week, Outlaw biker gang meth dealer round ups the next, Prostitution stings, Property crime, Human Trafficing, drug trafficing. He hit everything in very high profile targetted fashion. This initially made everyone love him. His and his agencies popularity skyrocketted. His High Risk Warrant Teams (AKA SWAT) were, and remain some of the best at what they do. It all gave people the impression that the good guys were taking it to the bad guys..and the good guys were kicking ass! It made people feel safer. However, the publicity aspect of that seems to have evolved into taking center stage. This is obviously a bad thing. And although nobody would disagree that human trafficing is inhumane and frequently goes hand in hand with drug trafficing, he now comes off to much like 'I hate Mexicans'. Im not so convinced this is actually the case but anymore it doesnt really matter. That is the perception. Its not a good thing. Joe must go. He now comes across as angry and bitter and uncompromising. Me personally, i do not want human trafficing, illegal border crossings and drug traffic and I know Joe didnt write the laws he is sworn to uphold but, there has to be a better way to resolve this than to have Mexicans coming across like they are FOR all these things and for a police agency to come across like its an opressive tyrant. Many things need to change. One of which is, Joes time has passed. He needs to go.

Rose. I agree he has turned into a complete media hound. I have seen this 1st hand. I used to volunteer for an area fire dept. He would show up to large sceens like it was a friggin parade (typically at drop houses). Im pretty sure his speaking podium travels in his trunk! haha Ironically, I live in the town where those sex crimes went uninvestigated. Sad to say, i think those cases were largely used as a pawn in a political arguement with El Mirage. Joe came unhinged when he found out El Mirage wanted to end its contract with the Sheriffs dept. Not because El Mirage felt MCSO was doing a bad job. In fact, I will tip my hat to the improvements they made around here. They assisted in getting our local police department back on track to becoming a reputable agency. The problem was that Joe was NEVER part of the initial negotiations to bring MCSO in to help. It seems he was only getting 'briefings' about the scope of that contract from his higher ups. When El Mirage anounced we would not he extending the contract, Joe was furious. It is his own people he should have been mad at. I do not know what version his higher ups had given him but it seems clear they had led Joe to believe providing daily policing services to El Mirage was going to be a more perminent arrangment. In any case, the sex crimes cases that made the news all happend around this gray period of MCSO taking over policing (and investigative) services, through their stay here, and around their departure. I never heard if Joe's version was that he thought El Mirage would pick up these investigations or not. I just know it turned into a big mess. Also, i am in NO WAY excusing these cases being pushed aside for ANY reason. But please be aware the Sheriffs Dept is so vast and complicated that the Sheriff himself cannot be aware of every single thing that goes on. Others within the agency, pehaps people so far out of the loop of the Sheriff himself that he may not even know their names could have been responsible for the ball being dropped. ie When the split between El Mirage and MCSO happend, he may have only been made aware of 4000 "active cases" going on in El Mirage and may not have been provided a breakdown of what "types" of cases they were. Obviously Joe was angry with El Mirage at the time and was not itching to do El Mirage any favors. But I just think its possible someone else within MCSO may have had more to do with it than the Sheriff himself. Being an extreme politician he would have been well aware of how dammaging something like that scandal could have become. Not to mention the MCSO's ultimate authority to ANY case that happens within its boundries. It just doesnt seem probable from any perspective that Joe would have 'intentionally' ignored 3000 cases that he KNOWS his agency would have the legal responsability to over see. I just feel bad for all those victims (many of them young) that either fell through the cracks or were caught in the middle of political wrangling. I am sure their trust in law enforcement has been rightfully shaken. :(

Rose let me correct something, Arpaio "deports" no one. Here's how it works in a nutshell. He first harnesses an immigrant, locks them up in one of his jails, if they have no criminal record they go see a judge, they then get a second court date and are released. They then have the option of going back to court or leaving the US. Or they take s chance and continue working here. But as far as Arpaio deporting anyone he doesn't have the authority. But don't get me wrong he's an asshole and needs to go away.

Gary, Arpaio doesn't care at all about any of our concerns. He cares about publicity. If he cared about people and as his latest public tagline "the children" he wouldn't deport working class adults, and he would have at least made an attempt to investigate all those sex crimes, don't you think? I think the pastors had good intentions, but now it just gives Arpaio more pictures for publicity.

@JoeArpaioFan go back to those 71 companies he raided, if they have no illegals now, someone knew that some of those 20 that got taken in the raid were illegal and are no longer hiring them. if there are illegals again and in numbers like before.......somebody is still aware. if it was that easy to get ID that good.....every company would have illegals. and since Joe has only hit 71 companies out of god knows how many businesses in Maricopa, he is either not doing his job or he is letting the employers who are guilty off scott-free. so who is paying off Joe, Robert? the companies that are not in trouble or the companies that arent raided?

President William Howard Taft originally refused to grant Arizona statehood because of the recall provision.

Voters of this state put recalls back into the state Constitution after Taft granted statehood. Smart move on those voters parts.
