Tom Horne's Pal Carmen Chenal's Bar File Partially Sealed by Judge

It's been a while since I first wrote about Attorney General Tom Horne's close friend Carmen Chenal's problems with the State Bar of Arizona and her being hired by the Arizona Attorney General's Office as an attorney in the criminal division, at a salary of $108,000.

Chenal is one of many cronies Horne brought with him from the Department of Education, where he was Superintendent from 2003 to 2011. 

Horne hired Chenal as a program specialist in special education at DOE, though apparently she was not qualified for the position. Similarly, Chenal, whose work has mostly been in the field of construction and real-estate law, followed Horne to the AG's office in 2011, where she ended up scoring a plum assignment.

Despite her having zero experience in criminal law, her being suspended in 2005 by the bar, and the fact that she had not practiced for several years, Chenal was appointed an Assistant Attorney General, responsible for for foreign prosecutions as well as investigating and prosecuting complex fraud cases.

The bar reinstated her in April of 2011, though she was ordered to complete two years of probation and counseling, as well as continue receiving psychiatric care for mental problems that supposedly led to the misdeeds that got her suspended.

While researching my initial column on Chenal, I reviewed boxes of documents on file with the state bar, and read the transcript of her reinstatement hearing. If memory serves me correctly, portions of that transcript had already been redacted, but now Chenal wants larger portions of the record off limits to the public, and her request has been granted, in part.

On February 22, William O'Neil, the Presiding Disciplinary Judge of the Arizona Supreme Court, agreed with Chenal that some of the exhibits in her file should be sealed in their entirety and others should be redacted. O'Neil found that the public's right to know was outweighed by Chenal's privacy and confidentiality rights. He gave Chenal and her lawyer till the middle of this week to finalize the items to be restricted.

It's interesting to ME (as an employee of the AG's office)...that she's listed as an employee in the Criminal Division and her BIG To-Do upon coming into the AG's office was meeting with each Division and Section over "Strategic Planning".  Way to keep those "criminals" in line Carmen!

Sounds like we may know a bit more as to the reason the AG's Criminal division could not investigate corruption charges forwarded to them concerning Paul Babeu, Bryan Martyn, James Walsh and the most of Pinal County government.

Looks like they were covering for an unstable croney of the AG.

Why is a woman with serious Bar allegations that have been proven, resulting in her disbarment, even working for Bozo the Clown?

The simple fact that she's been disbarred then reinstated says everything I need to know about Horne and the AG's Office: I'll hire the first idiot off the streets without really checking their background.

Chenal needs to be fired, and Tom Horne needs to be recalled. Now.

Somethin tells me there's some, uh, "personal history" between Horne and this chick (who looks like a drunken sl*ut in the photo above)...they don't call him "Tom Horny" for nothing. According to a friend who worked at DOE when Horny was in charge, the guy is a world-class pig.

And he wants to be our next GOVERNOR? Seems to me there might be a little problem with that since he was BORN IN CANADA...can't hold office in the US unless you are a "natural-born citizen" of the US, ain't that right, Birthers? Or does that little rule only apply to politicians who have dark skin and funny names?

The only reason she's even in the mix is because she is a living relic of the cold war and the United States' collusion with the MOB in controlling Cuba's economy prior to that country's revolution.  In many ways, members of her family were responsible for the revolution occurring in Cuba because of the oppression and exploitation of the Cuban people at the hands of mobsters and business men from the United States.  Other than that issue - she's nuttier than a fruit cake and has been known to pull a full on Carmen Miranda on occasion.

 She's there because she's a radical right-winger who would do anything for the Republican party.  Immoral, illegal, it don't matter to her - SHE is from Cuba and therefore anything else is patty cakes.  Horne is a radical - NOT a conservative.  The Tea Party folks are RADICAL, not conservative.  The policies the Tea Party espouses bear little resemblance to the conservative principles which have been in play in this country since before it's formation.  I wish people would stop referring to them as conservative - THEY ARE RADICALS!
