Russell Pearce's Pals Tom Tancredo and Bay Buchanan Pony Up a Measly $424 to Save Russ

I keep rubbing my eyes and scratching my noggin over this latest campaign finance report filed yesterday by the Committee to Oppose Recall of Russell Pearce, which is run by the Virginia-based Team America PAC, co-chaired by anti-immigration stalwarts Tom Tancredo and Bay Buchanan.

Despite supposedly sending out e-mail fundraising blasts since June of this year on behalf of embattled state Senate President Russell Pearce, the committee reports garnering a paltry $424, all of which was donated to Pearce's campaign organization Patriots for Pearce.

That's pretty pathetic considering that the committee claims it's dedicated to "securing our nation's border," which, in nativist parlance, means , "Round up them Mess-cans and ship 'em out," a raison d'etre the PAC shares with Pearce.

Pearce and former Colorado Congressman Tom Tancredo have long been allies. At a recent rally for Pearce at a Mesa ballpark (a rally that drew a mere 200 to 300 souls), Tancredo gave a rousing, stump-thumping speech to the pro-Pearce faithful.

"I'd come across the gates of hell for you, buddy," Tancredo assured his partner in Hispanic-hatin'.

And yet, $424 doesn't sound like enough to ford the river Styx, unless you're doing it in a canoe made of matchsticks. 

Though CORRP filed its organizational paperwork with the Arizona Secretary of State in July, it had supposedly been raising funds via e-mail for at least a month.

One of the Pearce-pimping e-mails stated, incorrectly, that, "Because it is a recall effort corporate funds are welcome and contributions are unlimited!"

But when the SOS weighed in and pointed out that state law bans the use of corporate and union funds to influence Arizona elections, CORRP sheepishly returned a $2,500 donation to an unnamed corporation.

That donation, and its reimbursement, is not reported in CORRP's recent filing. 

"They would have to report it if they cashed the check, then returned it," SOS spokesman Matt Roberts explained to me. "If they received a contribution but then sent it back, it wouldn't have to show up on the report."

Team America PAC is hardly lacking in cash. Its October filing with the Federal Election Commission showed the PAC's 2011 receipts to date have totaled $160,974. 

Most of its disbursements for the month of September were to meet its payroll, including Buchanan's compensation. In August, Tancredo was paid a consulting fee of $2,500.

By contrast, the national school choice group American Federation for Children ponied up $21,140 this month to assist Pearce's re-election. And here in Sand Land, the Home Builders Association of Central Arizona gave $5,520 to this less-than-noble cause.

Pre-election reports are due in by day's end Thursday, October 27. The deadline for post-election reports is December 8.

I put a call into Team America PAC for a comment. If they get back to me, I'll update the post. 

Maybe I'm missing something. That $424 just seems way too low. Or perhaps re-electing Pearce wasn't quite the priority Tancredo and Buchanan claimed.

So "Citizens Who Oppose the Pearce Recall" has filed its report.  Finding LD18 residents in the list of individual contributors is like finding needles in haystacks.  But there's this guy Joe Arpaio who gave $1,200.  He even listed his address:  12808 N. Via del Sol, Fountain Hills AZ  85268.  Isn't there some "Shoot on Sight" order for anyone who has that address?  Or maybe just posting it online.

Surely, somewhere Pearce's campaign financing information  will have to show Tom Tancredo's in-kind contributions to Pearce's campaign. (1) Tancredo's robocalls such as I received on 10/21 on Pearce's behalf, and (2) Tancredo's expenses for his trip here from Colorado for the expressed purpose of speaking to the Pearce "crowd" of 300 at Mesa's HoHoKam Stadium a week or so ago.   

 The "Homebuilders Association of Central Phoenix" (not "Central Arizona"), an independent expenditures group on file with the SOS office,  reportedly made their $5,520 contribution to "Patriots for Pearce" for "Communications - Mailings."  That expenditure must be for the 2-color ad for Pearce that I received in the mail from the Homebuilders on 10/11 which boasts Pearce's "cost cutting."  The required disclosure on the ad reads,

Hmmm.  And here I thought "Patriots for Pearce" IS Pearce's campaign committee.  I've certainly received mountains of mail from them.  Presumably, the Cattle Feeders and Realtors of Arizona must have chipped in for the cost of the ad and the mailing. 

In view of Pearce's claimed detest of "outsiders,"  wouldn't Pearce be rejecting the financial assistance of these "outsider" Phoenix organizations?  Or is that just "outsiders" Randy Parraz and Chad Snow, residents of Scottsdale and Peoria,  that Pearce so strongly objects to?

What's interesting is that Citizens for a Better Arizona, the 501(c)(4) corporation formed in August by recall organizers Parraz and Snow, has now filed its "independent expenditure notification" showing $8,696 in expenditures to support Jerry Lewis.  All of it seems to have been spent for "canvassing," whatever that is (polling? door to door?)  except for $267 spent on "267."  Chad and Randy perhaps should spend a few bucks on proofreading. But the source of these funds is not reported.  Is that the rule now?  So why the big hullabaloo about the "Citizens United for Progress" mailer?   And the "registration date" for this corporation is October 24.  Was that the deadline for this?

CBA has to file source of funds for the recall committee by day's end tomorrow. The recall committee has been disbanded, as you point out. It was reformed into a 501c4.

As far as the 501c4 goes (what CBA has become), I'll have to check the rules for that, but so far Snow and Parraz have played it by the book. I don't suspect they'll be doing anything differently now.As far as canvassing, they've been doing phone banking in Mesa. I'll ask them about door to door. Not that it matters. That's all allowed, of course.

In the case of those Citizens United entities (not affiliated with CBA, BTW), the lawyer involved with those seemed to be thumbing his nose at the SOS's requests for info. My guess is, whoever is behind the CUs wants to gin up some sort of test case to find out where the bright line is, or if one exists.

Arizona Secretary of State Ken Bennett has called a press conference for Thursday at 2:30pm to discuss the CU business. He'll be announcing a probe of the CUs. More as I get it.

We're just guessing how much Citizens United for Progress spent, right?  Because we don't know how many mail pieces they sent.  Even at $1 each for printing and postage, you could hit 2,400 households -- maybe as many as 4,000 voters -- and still stay under the limit for reporting requirements.  These days you can get lists, not only of voters, but of mail-ballot voters, and early-response mail-ballot voters. 

Donors don't have to be disclosed unless the "primary" purpose of the corporation is to make independent expenditures.  Who's to say?  If it's the first thing that the corporation does, then the law should have said so.
