Jan Brewer Shills for Russell Pearce, and More in the Pearce Recall

Brewer, pimping for the real Governor of Sand Land

Governor Jan Brewer is helping raise money for the man many have called the de facto governor of Arizona: state Senate President Russell Pearce.

In an e-mail blast sent out today, Brewer asks recipients to donate to Citizens Who Oppose the Pearce Recall, and links to the organization's Web site, protectanamericanpatriot.com.

Needless to say, there are some errors in the Governor's pro-Pearce propaganda.

For instance, Brewer writes:

"The very same organizations and individuals who organized boycotts of Arizona, who opposed me in my last election, and who have consistently been advocates for unsustainable government spending are at it again. This time they mean to recall from office my friend and colleague State Senate President Russell Pearce."

Huh? There was only one organization involved in gathering the signatures that made the recall a reality, Citizens for a Better Arizona. And neither of the co-founders -- Republican Chad Snow and Democrat Randy Parraz -- organized boycotts of Arizona.

"That's just factually a lie," Parraz said of Brewer's statement. "If she wants to take her shots, she should at least get her facts straight."

Brewer goes on to tout Pearce's anti-immigrant legislation, though CBA never made immigration an issue in its signature drive, on its petition statement, on its Web site, or in any of the statements of its organizers.

But there's one big reason Brewer's beating the anti-immigrant drum: That's what gets the wingnuts out there to write checks.

By contrast, Pearce's answer to the recall statement, which will appear alongside that statement on the ballot, does not mention Senate Bill 1070 or any other anti-immigrant legislation he's backed. 

In fact, Pearce stays away from immigration for the most part, mentioning "secure borders" only in passing.

"I was born in Mesa and I share and promote the values of our great community: freedom, excelling schools, vibrant economic growth, job creation, balanced budgets, strong law enforcement and secure borders," reads the statement, in part.

I wonder where, oh, where this "vibrant economic growth" and "job creation" is? As for "excelling schools," hard for them to excel when their budgets have been cut to the bone.

Pearce's statement will not convince people suffering through this recession that everything's hunky-dory. But at least he realizes that bashing Mexicans will not get him past the recall, much less potential Mormon Republican challenger Jerry Lewis.

Though, it does help him raise money, no doubt about that.

Various sources are indicating to me that the Pearce camp will run one or more stooge candidates in the hopes of splitting the anti-Pearce vote on November 8.

But there will be no vote-splitters from Pearce's erstwhile political opponents, whether Democrat or Libertarian.

As I've already reported, Pearce's 2010 challenger Democrat Andrew Sherwood will not run in the recall. And neither will Democrat Robert McDonald, Jr., who lost a close race to Sherwood in the 2010 Democratic primary for the Legislative District 18 state Senate seat.

Ditto Libertarian Andrea Garcia, who ran in the 2010 general election along with Pearce and Sherwood. 

"Hell, no!" she replied when I called to ask her if she was considering running. 

She wants Pearce to lose, she said, and the best way for this to happen is for challengers other than Lewis to "stay away" and not try to jump on the ballot.

Similarly, McDonald said he wasn't interested and was more focused on his lawsuit against his former employer Corrections Corporation of America and a group he's founded called Private Corrections Network, which means to help former private prisons employees.

"If this Jerry Lewis guy is able to be a lot more moderate than Pearce," he said, "I think it's much better for the district and the state than me throwing my hat in the ring...and Pearce winning again."

Kudos to both Garcia and McDonald for opting out of this one. If everyone's on the same page in this effort, the greater the likelihood Pearce will go down.

Anyone other than Lewis (assuming he formally announces) and Pearce on that ballot will be viewed, rightly, as a pawn of Pearce, and will earn near-universal opprobrium.

Pearce has until 5 p.m. today to file a legal challenge to the signatures, which have already been verified by Maricopa County Elections. There has been zero evidence of voter registration fraud, according to county elections director Karen Osborne. 

Sources are telling me Pearce is expected to file that challenge, a vain effort that will not alter the fact that there will be a recall election in LD18. 

But if Pearce wants to waste money he could be using to survive the recall, who am I to argue with him?

Pearce has long been the foremost supporter of for-profit prisons in Arizona and has suggested they have too much monitoring. The reason for the homicidal escape from the Kingman prison a year ago is that the monitors there must have been received direct or implied instructions that they were not supposed to actually identify problems and seek to have them corrected.

On the program Dr Drew, There was a segment about the upcoming WARREN JEFFS Trial. On the program were two ex-mormons (jessop & an older lady). This older lady said that the mormons were getting 30 MILLION DOLLARS PER YEAR from the Arizona Welfare System. She also said this was a big Fraud, and the Arizona Taxpayers are paying for it. Is this true?, and if it is, Someone needs to ask Brewer and Pearce about this. Of Course, we know what these two clowns will say.  Someone needs to check this out, and inform the taxpayers about what they are paying for.  It seems odd, that the out of work people can't get unemployment, but the mormons get welfare to the tune of 30 million dollars per year.  Can any of you people answer the question?

The republican will be pulling all the stops out.  No republicans can run agaist RuSSell they will be condemed by the party.  I totally disagree with my party on that one.  Why can't the boy just face the facts people don't like his way of running the Senate? Ties That Bind: Arizona Politicians and the Private PrisonIndustry

A revolving cast of lobbyists and legislators blur the linebetween public service and corporate profits.

Over the past several years private-prison companies CorrectionsCorporation of America (CCA) and the Geo Group, through their work as membersof the American Legislative Exchange Council (ALEC) and through their ties tothe Arizona Legislature and the office of Gov. Jan Brewer, have had ampleopportunity—and obvious intent—to ensure the passage of S.B. 1070.

According to Sen. Russell Pearce and Brewer’s spokesman PaulSenseman, the S.B. 1070 went through a lengthy edit and review process thattook place predominantly within the Arizona Legislature and the offices of the MaricopaCounty Attorney and Gov. Brewer.

A little over a week after Pearce introduced S.B. 1070 onthe floor of the Arizona Senate, CCA enlisted Highground Consulting, one of themost influential lobbying firms in Phoenix, to represent its interests in thestate. Lobby disclosure forms filed with the Arizona Secretary of Stateindicate that Maricopa County also employed Highground during the time of thebill’s formation. Highground’s owner and principal, Charles “Chuck” Coughlin,is a top advisor and the current campaign manager of Gov. Brewer.

State lobby reports show that Brewer’s current spokesman, Senseman,previously worked as CCA’s chief lobbyist in Arizona as an employee of PolicyDevelopment Group, another influential Phoenix consulting firm. His wife, KathrynSenseman, is still employed by Policy Development Group and still lobbies thelegislature on behalf of CCA.

In other words, in 2005 and 2006, as Arizonalegislators—many of them ALEC members—were drafting provisions of what wouldeventually become the “Breathing While Brown” law, Brewer’s director ofcommunications, Senseman, was lobbying them on behalf of CCA.

Brewer’s “chief policy advisor,” Richard Bark—a man Sensemanand Pearce both say was directly involved in the drafting of S.B.1070—remains listed with the Office of the Secretary of State as an activelobbyist for the Arizona Chamber of Commerce and Industry (ACCI). CCA isa “board level” member of the ACCI and is the top employer in PinalCounty, located just south of Maricopa County, where it operates fivedetention facilities for both state prisoners and immigrant detainees.

Geo Group employs consulting firm Public Policy Partners,which, like Highground, also provides consultation and lobbying servicesto Maricopa County.

While Public Policy Partners(PPP), an Arizona-based firm, has more than 30 Arizona clients, it only hastwo clients at the federal level: Geo Group (based in Florida) and RonSachs Communications, a Florida-based public-relations firm that, promotesprison privatization. PPP, as a firm, also appears to be an advocate forexpanded use of private prisons. Federal lobbying records show PPPowner, John Kaites, lobbying on behalf of the firm on issues of “privatecorrectional detention management.”

CCA has also shown special interest in Arizona through recenthiring decisions. In 2007, CCA hired on Brad Regens as “VicePresident of State Partnership Relations” for the purpose of cultivating newcontracts in Arizona and California. In the two years immediately prior to hisemployment at CCA, Regens had worked in the Arizona Houseas director of fiscal policy. Before his appointment as director of fiscalpolicy, Regens had spent nine years working in the state legislature invarious roles, including assistant director of the Arizona Joint LegislativeBudget Committee.

Following its hiring of Regens,CCA elected former U.S. Sen. Dennis DeConcini (D-Ariz.) to its board ofdirectors.

Arizona’s Private Prison Pay-To-Play Scandal Widens: Chair of House Appropriations Committee Appropriated by Geo Group

Much has been made of Governor Brewer’s intimate ties to Corrections Corporation of America.  Her Chief of Staff, Paul Senseman, is a former CCA lobbyist, and his wife is currently a lobbyist for the company.  Brewer’s campaign manager and senior policy advisor, Chuck Coughlin, runs a consulting firm that also lobbies for CCA in Arizona.  Brewer accepted a total of $60,000 in contributions from people associated with CCA for her campaign and the tax increase initiative that she was pushing last year.  The scandal made waves after the passage of SB1070, raising questions about CCA’s role in drafting legislation that would potentially provide the company with millions more in contracts for immigrant detention facilities in Arizona. 

But Brewer is hardly the only powerful politician in Arizona with ties to this influential industry.  A Cell-Out Arizona investigation has revealed that John Kavanagh (R-8), Chair of the House Appropriations Committee, has accepted numerous campaign contributions from lobbyists and others associated with Geo Group, the nation’s second largest private prison company and one of the bidders for a contract to build and manage 5,000 new prison beds in Arizona. 

Now we know why Kavanagh is such a staunch supporter of private prisons.  He appeared last week on Phoenix Channel 8’s public affairs program, Horizon, debating the issue with Rep. Cecil Ash. 

In the 2010 election cycle, Kavanagh accepted at least 6 donations from lobbyists associated with Geo Group.  According to Beau Hodai’s investigation for In These Times,

“Geo Group employs consulting firm Public Policy Partners…While Public Policy Partners (PPP), an Arizona-based firm, has more than 30 Arizona clients, it only has two clients at the federal level: Geo Group (based in Florida) and Ron Sachs Communications, a Florida-based public-relations firm that, promotes prison privatization. PPP, as a firm, also appears to be an advocate for expanded use of private prisons. Federal lobbying records show PPP owner, John Kaites, lobbying on behalf of the firm on issues of “private correctional detention management.” 

Kavanagh’s campaign finance reports show that he accepted money from John Kaites as well as Ann Peralta Kaites, John’s lovely wife.  He received his-and-hers matching donations from another husband and wife team, Ken and Laurie Quartermain.  Ken is a lobbyist for Public Policy Partners.  Several other donations came from lobbyists with PPP.

It’s a shrewd move for Geo Group.  Since CCA has bought the Governor’s office, the best way to get those lucrative contracts is to buy off the guy in charge of releasing the money for them—the Chair of Appropriations and outgoing Chair of the Joint Legislative Budget Committee.

Well now we know why Pearce's defense statement didn't mention SB1070 or immigration; he had Jan Brewer lined up to continue the rhetoric, misinformation, and lies.

Hopefully enough people are tired of this kind of crap. 

What I want to know is why Russell Pearce is using other people (Jan and JD, what a pair!) to appeal to people outside of LD18 for his fundraising?  Why isn't Russell Pearce HIMSELF fundraising IN HIS OWN DISTRICT for this election?!!!

I thought this outrageously  dishonest Brewer fundraising letter for the recalled Pearce, invoking the names of "enemies" Obama, Pelosi and Sharpton, as well as bad, bad "Democrats" and "media bias" was the ultimate in chutzpah. It's certainly an insult to the intelligence of LD18 voters who aren't brain dead. 

Well, here's the latest.  Late this afternoon -- contrary to what Pearce asserted to the press, that he would not be filing any legal challenge to his recall -- he did file a legal challenge claiming that all the recall petitions are null and void.

At least he's consistent, saying one thing and doing the opposite.  He just changed his mind, that's all.  Pearce is scared that he might lose the election, and his ego can't handle it.

Thanks Coz.  Every time I'd see John Kavanaugh saying  something on TV, I'd think to myself, "What is wrong with that man?"  Now I know.Tommy C also has since said that earlier this summer at a poorly attended fundraiser in north Phoenix, Kavanaugh was one of the speakers.   I should have known to follow the money.

You get the picture.  Wasn't Senseman hired as Brewer's spokesman immediately after she inherited the office of governor?  And didn't Senseman work for CCA immediately before    that?  Where is he now?  Haven't seen him around for many months.  Did he go  back to CCA?  Does he still work for state government or the governor in some other capacity?
