Joe Arpaio Announces Sweep October 16, Helping Phoenix Become the Capital of Hate
Sheriff Joe's just announced the when, if not the where, of his next anti-Hispanic dragnet in Maricopa County, despite the limitations of his new Memorandum of Agreement with the feds. You know, the one he's already in violation of. The one that's so far signed only by him and some flunky at the County Attorney's office. The one the Board of Supervisors won't sign until ICE signs off on it. The one that leaves him with 287(g) in the jails (potentially) and snatches from him the street enforcement, which gave the sweeps their patina of federal legitimacy.
And yet, the sweeps will roll on, according to the MCSO's latest press release, which reads, in part,
"Sheriff Arpaio stated that he plans to conduct another crime suppression operation in the Valley on October 16."
Guess this means the activists who dog his deputies' moves, and videotape 'em too, will get a weekend off to rest up.
Later today on Wolf Blitzer's CNN show The Situation Room, Arpaio crowed incoherently that he had "fooled" ICE and its number two guy, Alonzo Pena, formerly chief of Arizona ICE.
Blitzer, puzzled, wondered how he'd fooled them. Arpaio said it was because they didn't think he would sign both the 287(g) jails agreement and the street enforcement part of it, but he did, just to spite them. Then they deprived him of his field ops.
Ha-ha! Brilliant, Joe. You really showed them. It's just too bad they didn't ask you to sign a resignation letter. Maybe next time. Throughout the show, Arpaio did his Captain Queeg impersonation: Sullen, dyspeptic, bitter, with a W.C. Fields nose so red it could serve as a night light, and phrases right out of a mobster's playbook.
"I don't need the feds," said Joe, and, a little later, "It doesn't mean nothin'," referring to the loss of his 287(g) street team. (According to ICE, Joe has about 60 287(g)-men for the jails, and around a hundred for the street.)
The performance would be absurd, comical even if greater Phoenix were not on the verge of becoming a roiling lava-pit of hate (I know what you're thinking, "Becoming?"), what with the neo-Nazi Oi Fest music festival in Tonopah to take place October 24, an anti-immigration National Socialist Movement rally taking place at the capitol on November 7, along with what seems like a new bias incident or hate crime in this county every time you turn around.
One day, it's an African-American family in Chandler being left an anonymous note, telling them to "Go back to Africa." The next day, it's a white woman being shotgunned to death in a Phoenix park, apparently because she was walking with a black man. Or it could be a Mexican-American family that returns home from vacation to find their home ransacked, and spraypainted with swastikas.
In the context of Maricopa County in the year 2009, Sheriff Arpaio's vow to continue his round-ups of suspected illegals in defiance of the feds -- even if it means busing undocumented brown folk down to the border -- is like pouring gasoline on dry brush while smoking a cigar.
Given these circumstances, why there is any question in the minds of the Obama wonks over whether or not Arpaio should be denied 287(g) in his jails is puzzling. It's like they're offering to buy Bull Connor another water hose, or P.W. Botha a shipload of whips. Granted, such comparisons are imperfect, but they are close enough for discomfort.

Given the rise in hatecrimes within Nazicopa County, prompts one such as myself to take extra measures to protect thyself from a possible confrontations. Many of them are not native Arizonians who came here to breed the vermin created by arpaio's policies of terror. Where the rise in hate incidents here is alarming for an average city, yet not surprising. One would remember the SPLC/ADL meeting w/ the mayor and other figures, a while back. It was stated by them that arpaio was a proving factor in contributing to the elements of hate as we are currently seeing these days. One can also agree to it that arpaio is a part of this growing problem, yet not the solution. If they can some how remove arpaio from the throne, the hate that is ingrained, could decreased by X%.

OTHER law enforcement agencies bring them in, but because HIS staff have to process them into the jails, they simply run administrative checks. Arpaio's intake staff did NOTHING to bring these people into custody. His deputies had NOTHING to do with their arrest. But because he has to give the false impression that "he's the 'only one' doing anything about illegal immigration," Arapio insults --to their faces-- every other agency who is bringing these people in by claiming HIS deputies "arrested" them.
They did no such thing. They had the easy part. They did the "Nickle Bag Joe" part.
I wish the media would call him on this point so the public could really see how completely ineffective the MCSO is in immigration enforcement. It's just another one of Arpaio's frauds on the citizens of Maricopa County.

(1) Just because MCSO announced a sweep for the 16th, doesn't mean they will actually do anything on that date. The 16th is next Friday, a week from today. MCSO normally does their 'sweeps' on Wednesday or Thursdays, because they typically are overlap staffing days, meaning that's when they have the most people scheduled and they don't have to borrow from Pinal County or elsewhere.
(2) If ICE is no longer continuing their 287(g) authorization for these sweeps then what happens to the funding that has already been paid to MCSO? I would expect ICE to request a refund for the balance of the fiscal year, since the original agreement is no longer in effect, apparently as of October 15th or before.
(3) If ICE is no longer funding the patrol sweeps that means WE, the taxpayers of Maricopa County ARE. This also means that for every sworn officer, support staff (civilian), or posse member used for the 'sweep', some other service to the public cannot happen during that time.
Such as violent crime prevention and suppression, or something as simple as assisting a stranded motorist (which is rare, but happens).
(4) How, exactly do WE, the taxpayers of Maricopa County, benefit from the results of such a sweep? How does the arrest of landscapers and candle makers make our county a safer and more attractive place to live?
(5) Is it possible the MCSO sheriff has escalated this power, this authority, this illogical and failed reasoning, to the point that it's now nothing more than a personal vendetta?
(6) Why did this same sheriff change his attitude from 2005, when he said his agency was not in the business of immigration enforcement, to his status of October 2009 where he presents himself to the world as the "only one doing immigration enforcement"?
(7) Why does it seem that MCSO no longer has a professional working relationship with any other law enforcement agency at any level, city to national (other than free training for Honduras for some reason or another)?
I would encourage one of the New Times staffers, if not already done or in the works, to explore these questions.
Some of them can be answered easily:

You brought up some of the same things I've been thinking about.
I could be wrong on this but ICE has given the training but it is the County who pays the 287(g) officers in MCSO. MCSO has received some money but I imagine it is easily pissed away on these sweeps. It's certainly us that will pay the lawsuits. I don't see DHS coming to pick up the computers, etc..
But your point was never brought up at yesterdays BOS meeting by the members or those that addressed it.

I saw the Sheriff on Fox News today here in New Zealand. How lucky we are that illegal aliens can only enter our isolated country by plane or ship. Having 60 million poor people living in a Narco State at the US border defies imagination as to how to stop the infiltration.

One more thing I forgot to mention. You are correct on the days Arpaio does Sweeps with a few exceptions: The last one, his first 2, his second Mesa one (done on a Monday)
and the one in Fountain Hills which was a complete Farce
and not really a sweep at all even though he called it one.
He would plan them around certain events
1) First was the week Saban announced his campaign.
2) When Saban went to Sun City to hold a Town Hall meeting-he had one to steal press.
3) When Gascon had his fair-well dinner.
I'm certain there are more that happened to divert attention away from his many scandals, etc..

Arpaio has done a TOTAL 180-degrees flip-flop.
What prompted all his assertive public statements back in 2005, the complete opposite of what he's been pontificating about since 2007, was his arrest of that guy who, at gunpoint, held about 5 or 6 illegals hostage at a rest area along I-10. (Supposedly the illegals were being smuggled into Arizona.) There was some public outcry about Arpaio's action of arresting the self-appointed "do-gooder" and I think Arpaio's case against the guy was dismissed or thrown out of court.
From one extreme to the other extreme. I believe Arpaio's foremost reason for being is driven by his craving for the limelight. No deep seated convictions about anything, just expediency of the moment, exuding self importance to gain maximum public attention by any and all means.

Morgan’s been in the United States—undetected and unbothered by federal immigration authorities—since fall 2002.
One could argue that Morgan’s reasons for coming to the United States are less understandable—perhaps even less admirable—than those of the immigrants who come to the United States illegally from south of the border. Morgan’s just a single guy with a GED who’s looking to clock his 40 hours a week, spend time with his friends and pursue his art. He’s not escaping crime-filled cities or harsh economic conditions at home. He’s not “homeless, tempest-tossed” in search of higher wages to feed his family. He’s not yearning for a better education for his future children.
He says he has no aspirations of buying a house in the United States. He doesn’t want a bank account, a credit card or even a movie-rental membership, all of which he currently lacks. Compared with the estimated 6 million undocumented immigrants from Mexico in this country today, his goals are much more modest—perhaps even a tad selfish.
Unlike Mexican citizens who enter the United States, Canadians aren’t required to obtain visas. (They have six-month “visa waivers” instead.)
